The issues of development and practical implementation of control systems and devices and traffic safety assurance, which lead to the digital future of railways, are considered. The main directions of digitalization of European railways are presented. The role and importance of the European Train Management System (ETCS) and the European Train Management and Safety Management System (ERTMS) are shown. Both systems are being implemented on the railways of European countries in stages (levels). Various systems of centralization of points and signals are gradually being replaced by digital centralization (DSTW). At the same time, much attention is paid to equipping railway crossings with modern automation and traffic safety. In different European countries, research and development work is being carried out and projects for the automation of train control are being implemented. At this stage, the automation process is being carried out more actively in public transport, especially successfully in the metro. The increasing use of distributed diagnostic components in rail transport has been observed along with the growing demand for a centralized diagnostic system. The works in the field of using the capabilities of artificial intelligence, machine learning and other modern technologies are noted. The study of foreign experience in digitalization of railway transport is useful to take into account when solving the problems of development and digitalization of Russian railways.

Development and practical implementation of the enterprise industrial safety management system considering the new requirements of the legislation on creation of the state system for monitoring, remote control, technical certification, and diagnostics of technical devices at hazardous production facilities supervised by Rostechnadzor is discussed in the article. To perform automated collection, recording, generalization, systematization, and evaluation of the information on the parameters that characterize safety of the enterprise hazardous equipment as a whole and each technical device, a block diagram of the enterprise automated industrial safety management system is proposed. The basics are suggested for creating the automated system containing a database that includes all the technical documentation, certificates and expert opinions, repair documentation and accompanying documents (orders, instructions, audit conclusions, etc.) for the efficiency of tracking the technical condition in real time considering changes in all the controlled parameters of the enterprise technological complexes. It is noted in the article that the assessment of the technical condition and life of single and unique technical devices that make up the bulk of equipment in hazardous production should be carried out already at the manufacturing stage by combining technical control with technical diagnostics, and their results should be included in the technical passport of the device. The need in this information for the operators is invaluable, especially after working out the manufacturer’s designated period of safe operation and for evaluating the actual technical condition and comparing it with its original, which was documented during fabrication. Data on the initial state allows to qualitatively assess the degradation processes that are developing during operation and consider them when evaluating the life of a technical device and conduct a qualitative audit of the industrial safety management system.

Aim.The digital transformation of the traffic safety management system in JSC RZD involves top-level integration with the operating processes of all business units in terms of integral assessment of the risk of possible events and achievement of specified indicators. The result will be the merger of the traffic safety management system with the processes of all levels of the company’s management enabled by an integrated intelligent system for managing processes and services whose functionality includes real-time traffic safety management.Methods. The paper uses system analysis of existing approaches and methods of processing of large quantities of structured and unstructered data.Results. The paper examines the development stages of train traffic safety management, as well as automated information and control systems that enable traffic safety management. General trends in the creation of systems for collection and processing of information are analyzed. The applicability of such technologies as Big Data, Data Mining, Data Science as part of advanced control systems is shown. The paper examines the performance of the above technologies by analyzing the effect of various factors on the average daily performance of a locomotive, where, at the first level, such factors as average daily run of a locomotive, average trainload are taken into consideration; at the second level, the focus is on the service speed, locomotive turnover at station, etc.; at the sixth level, the focus is on the type of locomotive, its technical state, etc. It is shown that statistical methods of factor analysis and link analysis combined with such other methods of Data Mining as methods of simulation and prediction, the average daily performance of a locomotive can be planned proactively. The author proposes a procedure of migration towards a digital traffic safety management system that would be based on models of interaction of safety and dependability factors of all railway facilities at all railway levels of hierarchy, as well as in association with other factors that have no direct relation to dependability, yet affect the safety of the transportation process.Conclusions. The primary benefit of migration towards Big Data consists in the development of a dynamic model of traffic safety, the elimination of human factor in control systems. Most importantly, it enables the creation within the Russian Railways company (JSC RZD) of an integrated intelligent process and service management system that enables real-time traffic safety management. An extensive process of development and deployment within the company of the URRAN Single Corporate Platform (SCP) enabled executive decision support as regards risk-based functional dependability and safety of transportation facilities. Thus, the URRAN SCP sets the stage for the digital transformation of the traffic safety management system in JSC RZD.

The volumes of freight and passenger traffic on the railways of the Russian Federation are increasing every year. Along with the increase in the transportation work, the likelihood of occurrence of undesirable incidents in railway transport increases. The assessment of the level of comprehensive (integrated) safety is an important scientific and technical problem in the current conditions of the functioning of railway transport. The methods used to assess the level of safety do not always meet the requirements of complexity in view of comparison of various-scale violations of traffic safety (crash, accident, faulty operation). The paper proposes a mathematical method for assessing the level of integrated safety in railway transport and calculation of the safety index of train traffic. For the calculation, statistical data for a certain period are used. These data summarized in a specialized dictionary of traffic safety violations, the mathematical treatment of which provides information on the level of integrated safety in railway transport in the Russian Federation. The proposed index allows determining the effectiveness of management decisions in the field of train traffic safety, as well as assessing the effectiveness of implementing certain innovations in the field of traffic safety. It is possible to use data on integrated traffic safety to reduce insurance premiums for cargo insurance on railways.

As air traffic is continously growing and the number of potential hazards for safety is also rising, improvement of management systems is required to ensure an adequate level of safety. The management of change constitutes an important part of the safety management system (SMS) defined in Annex 19 to the Convention on International Civil Aviation. It is one of twelve elements of SMS found in the ‘Safety assurance’ component. The management of change put in place in an aviation organisation demonstrates the considerable development of an SMS. This process is essential for managing safety in an efficient way. The article reports on the state of implementation of the management of change in selected civil aviation organisations and also points out the difficulties related with carrying it out in everyday life. The paper focuses on managing changes of certified aerodromes and air navigation service providers. In the conclusions, tools are proposed that enable the reader to improve the process.

Integrated Safety Management System of the Railway Transport The railway transport safety is the basic criterion responsible for its functioning evaluation, furthermore, it decides about its efficiency and also about the wide perceived grade of transport service quality. All parties, who are involved in the railway transport apply safety related procedures and they carry out the risk assessment regarding the process, which they perform for the railway engineering. In the article, there has been presented the present prevailing condition, but also the new legal requirements, connected with the safety in railway transport at the stage of design, manufacturing as well as the repair of products belonging to the railway transport, and also within the process of transport and management of both the railway infrastructure and railway sidings.

The article is an attempt to present the two modern concepts of safety management systems. The first is the sunflower pyramid used especially in Europe, the second is the ISO 39001 standard (Road Safety Management System) of international scope. The idea and possibilities offered by use of both concepts of safety management, as well as an attempt to assess the impact of their actions on decrease in fatalities in selected EU countries, were presented. As a result of the conducted analyses, a downward trend was noted as to the number of certificates issued for compliance with the ISO 39001 standard in the world, which may indicate an appearance of the more adequate management systems, or other tools or concepts to improve the road safety, or inadequate education society and low level of awareness in this area of stakeholders, including politicians, scientists, producers, drivers (professional and reliable), as well as other road users, including unprotected ones.
