Tasks of the Development and Implementation of Enterprise Industrial Safety Management System when Operating Technical Devices

Development and practical implementation of the enterprise industrial safety management system considering the new requirements of the legislation on creation of the state system for monitoring, remote control, technical certification, and diagnostics of technical devices at hazardous production facilities supervised by Rostechnadzor is discussed in the article. To perform automated collection, recording, generalization, systematization, and evaluation of the information on the parameters that characterize safety of the enterprise hazardous equipment as a whole and each technical device, a block diagram of the enterprise automated industrial safety management system is proposed. The basics are suggested for creating the automated system containing a database that includes all the technical documentation, certificates and expert opinions, repair documentation and accompanying documents (orders, instructions, audit conclusions, etc.) for the efficiency of tracking the technical condition in real time considering changes in all the controlled parameters of the enterprise technological complexes. It is noted in the article that the assessment of the technical condition and life of single and unique technical devices that make up the bulk of equipment in hazardous production should be carried out already at the manufacturing stage by combining technical control with technical diagnostics, and their results should be included in the technical passport of the device. The need in this information for the operators is invaluable, especially after working out the manufacturer’s designated period of safe operation and for evaluating the actual technical condition and comparing it with its original, which was documented during fabrication. Data on the initial state allows to qualitatively assess the degradation processes that are developing during operation and consider them when evaluating the life of a technical device and conduct a qualitative audit of the industrial safety management system.

Majority of industrial injuries continue to be caused by the human factor due to a low level of occupational safety culture. The international practice of forming the high culture of industrial safety has become widespread in the behavioral safety audit procedure, the implementation of which considers the methodological foundations of ISO 45001:2018 code Occupational health and safety management systems. Requirements and recommendations for use in the context of any of the selected business processes of the organization. In this study, based on the results of processing 1505 behavioral safety audits conducted at the gas transmission company, 4572 violations of employee actions and conditions at their workplace were identified. When analyzing the distribution of violations according to the observation criteria, it was established that the prevailing number of violations falls into three observation categories: Actions of employee/employees, Reaction of employee/employees and Workplace. Using statistical data processing, a correlation dependence was established between the number of detected violations and the category of observation. Analysis of the actions of employees and the conditions at their workplace allows to establish the potential severity of the consequences of violations for each type of incident and is an integral part of practical implementation of the concept of a risk-oriented approach of the industrial safety management system. Quantitative assessment of behavioral safety audit procedure results makes the industrial safety management system more adaptive, oriented on the research of the role of the human factor in the prevention of potential threats and detection of potential opportunities for the development of the organization. This contributes to ensuring the achievement of an acceptable corporate level of industrial safety culture, improvement of working conditions, and as consequence, reduction of occupational injuries and occupational illness.

At present, the problem of ensuring the necessary level of state aviation flights safety in terms of hu-man and organizational factors is very urgent. Despite the ongoing measures aimed at expanding and strengthening control over the processes of aviation activity, flight incidents caused by insufficient reli-ability of personnel work and organizational errors continue to occupy leading positions. There is an in-sufficient efficiency of the flight safety management system to identify hazardous factors in their latent stage, which is necessary for the early prevention of accidents. The difficulty of timely identification of the aviation system dangerous states associated with these factors is due to the need to account, corre-late and analyze data of a very large dimension and multifacetedness. According to the authors, a suc-cessful solution to this problem is possible through the use of automated processing and cognitive com-bination of large heterogeneous information arrays based on centralized electronic systems for collect-ing, information and analytical processing and storage of information about the functioning of the avia-tion system, identified abnormal and dangerous conditions, and incidents that have already occurred. The article presents the concept of creating a promising automated flight safety management system for state aviation. The proposed system will make it possible to implement the principle of proactive detec-tion and prevention of hazardous factors and risks for flight safety, taking into account human and or-ganizational factors, based on the implementation of processes for centralized collection, generalization and analysis of big data on the state of the aviation system. Topical scientific tasks for the creation of a methodological basis for the development of special software for such an automated system have been formulated.

The paper examines the types of uncertainties associated with operation of hazardous production facilities caused by the natural variability of the facility parameters and the limited knowledge about complex processes in the system under consideration, as well as the uncertainty of the results of quantitative risk assessment. Qualitative and quantitative criteria of tolerable (acceptable) risk adopted in various countries of the world are presented. The article considers the operation of the ALARP principle in making managerial decisions on the need to implement protective measures aimed at reducing individual risk, which allows to provide a compromise between competing requirements for ensuring safety and economic efficiency in the operation of hazardous production facilities. In the future of socio-economic development, due to the improvement of existing and the emergence of new safety technologies, the maximum allowable and acceptable levels of risk should be revised in order to meet more stringent safety requirements. Therefore, the value of tolerable individual risk in case of accidents at hazardous production facilities may not be a strictly specified value (as is generally accepted), but may decrease as the reliability of technological systems increases, the efficiency of industrial safety management increases, and the background (average) risk of mortality decreases. A necessary condition for implementing a risk management system is to improve the efficiency of the system for collecting and analyzing data on reliability, accident rate, monitoring and control of technical condition at hazardous production facilities, and further develop the methodological support for risk analysis within the framework of the currently implemented risk-oriented approach in the field of industrial safety.

At present, in Russia, as in many countries, the issues of reducing industrial injuries, as well as increasing the effectiveness of measures taken by employers in the field of industrial safety and introducing a culture of safe work, are widely discussed. The relevance of the topic is due to the fact that Russia is a participant in the Vision Zero campaign, founded by the International Social Security Association (ISSA) and the Institution of Occupational Safety and Health (IOSH). The article discusses the history of the emergence and development of the Vision Zero strategy from the corporate to the international level, provides the goals and objectives of the concept of “zero injuries”, studies the indicators of its implementation, and analyzes injuries at coal enterprises of the Russian Federation. As a result, a methodology for solving the tasks in the form of a list of necessary measures and target indicators of their achievement was proposed based on the example of one of the largest coal companies—JSC “SUEK-Kuzbass”. Based on the results of studies, the main conclusion has been formulated—the “Vision Zero” concept is an effective tool to promote an effective occupational safety management system.
