The volumes of freight and passenger traffic on the railways of the Russian Federation are increasing every year. Along with the increase in the transportation work, the likelihood of occurrence of undesirable incidents in railway transport increases. The assessment of the level of comprehensive (integrated) safety is an important scientific and technical problem in the current conditions of the functioning of railway transport. The methods used to assess the level of safety do not always meet the requirements of complexity in view of comparison of various-scale violations of traffic safety (crash, accident, faulty operation). The paper proposes a mathematical method for assessing the level of integrated safety in railway transport and calculation of the safety index of train traffic. For the calculation, statistical data for a certain period are used. These data summarized in a specialized dictionary of traffic safety violations, the mathematical treatment of which provides information on the level of integrated safety in railway transport in the Russian Federation. The proposed index allows determining the effectiveness of management decisions in the field of train traffic safety, as well as assessing the effectiveness of implementing certain innovations in the field of traffic safety. It is possible to use data on integrated traffic safety to reduce insurance premiums for cargo insurance on railways.

The article analyses passenger traffic distribution between air transport on domestic air routes and railway transport on the routes of large distances within the Russian Federation. The research objective is to define the air traffic increase potential especially on the distances up to 2500 km. City-pairs air passenger traffic and railway passenger traffic between the destination points statistics for 2014 and 2016, distances between the points of destination and actual economy class air fares and railway compartment carriage tariffs as well data on airports state in corresponding points of destination are used as original information.Pivot tables of traffic on 5 thousand routes by both modes of transport are drawn up.Specific traffic shares by air transport between points of origin (taking off) and destination (landing) are defined. Passenger traffic distribution is evaluated by distance intervals in Russian Federation as a whole and from major airports : Moscow, Ekaterinburg, Sochi and Simferopol. The analysis defines the trend of traffic share increase by air transport along with rising traffic distances. The research reveals that 94,2% of passenger traffic by rail and 83% of traffic by air are carried for the distances up to 2 500 km. The statistics example of passenger traffic from Moscow and Ekaterinburg demonstrates that regional routes with distances up to 1000 km are the main increase potential for the traffic growth. In 2016 traffic share by air transport for the distances interval up to 1000 km was 16%.According to the tariffs analysis the conclusion is made that air fares exceed rail tariffs on flight distances up to 1000 km (because of the short distances flight speculiarities) and on the routes to hard-to-reach and remote areas. Passengers choice in favor of air transport on regional routes depends on creation of economic conditions to attract more passengers.

The article is devoted to the analysis of Article 350 of the Criminal Code of the Russian Federation, which provides for criminal liability for violation of the rules of driving or operating cars, the evolution of this article and the problems of sentencing under it are considered. One of the suggestions for improving this article is to change its sanction, which will eliminate the identified significant legal gap. The author conducted a comprehensive analysis of various aspects related to the criminal violation of traffic safety rules and the operation of military vehicles, and proposed the author's solution to the problematic aspects. The study used specific dialectical methods: comparative, hermeneutical, discursive, formal-legal, as well as some sociological methods: observation, methods of expert assessments and analysis. The provisions contained in the materials of the article can be used to improve the current criminal legislation and to develop explanations of the Plenum of the Supreme Court of the Russian Federation in reviews of judicial practice.

In this article, the authors consider the main problems of the transport complex of Russia, which do not allow the country to fully realize its competitive advantages, prevent the realization of the export potential of the country, the increase in trade and passenger traffic both within the country and with foreign partners. To solve these problems, the authors propose to pay special attention to the development of transport infrastructure as an important component of the transport complex of the Russian Federation.


In the framework of this work, the main regulatory documents on this topic are analyzed. It is noted that the qualification requirements are not identical to the presence of a document confirming the right to drive a vehicle. Qualification requirements are the requirements for the knowledge, skills, and professional skills of the driver. A legal conflict was established for drivers who received a driver’s license earlier than 12/12/2014: the presence of a Russian national driver’s license of the corresponding category makes it possible to speak of non-compliance with professional requirements, and in turn, the lack of knowledge, skills and professional skills in working with various types of tachographs clearly indicates a mismatch with qualifications requirements. It is noted that to confirm the availability of skills, professional skills in working with various types of tachographs to persons who have received a driver’s license before 08/12/2014, only a document confirming training in the training program that meets the requirements of Order of the Ministry of Transport of the Russian Federation of January 17, 2012 No. 7 can be confirmed. The questions of qualification and investigation of theft of goods from the rolling stock are revealed. The main factors causing qualification of such crimes under articles 158, 159 and 160 of the Criminal code of the Russian Federation are investigated. The obligatory signs of crimes, such as time, place, means of commission of crime, the size of the stolen property are revealed. Reasonable conclusions are made that the qualification of theft of goods from the rolling stock of railway transport, as well as the definition of the circle of persons potentially involved in the commission of the crime, is largely influenced by the place and time of the crime, the circumstances (type of car, other features), the amount of stolen property, means of committing the crime. The analysis of the practice of qualification of thefts from the rolling stock of railway transport shows that in various investigative situations it is necessary to speak about its private varieties that will allow to qualify a crime more precisely and to organize the process of proving more effectively. It is concluded that for the most complete qualification of crimes related to the theft of cargo from rolling stock cars a thorough analysis of the circumstances that influenced the initiation of a criminal case, as well as investigative situations, is of particular relevance. Proposals were made to improve the norms of the criminal law.

Relevance. The paper is devoted to problems of ensuring road traffic safety in Russia, which is the public task of great importance involving the implementation of the policy for protecting people's health, life, and property.Intention. To look for ways of optimizing and implementing the measures aimed at preventing the technogenic emergencies.Methodology. To analyze the indicators of road traffic accidents in the Russian Federation over five years as well as the federal laws in the field of road traffic safety.Results and Discussion. Risk factors of traffic accidents include: alcohol intoxication, speed limit exceeded, overtaking in the wrong place, driver talking, smoking while driving, driver fatigue. In the Russian Federation, there is a persistent downward trend in the number of accidents. In 2019, 164,358 traffic accidents (-2.2 %; all comparisons vs 2018) occurred, 16,981 (-6.8 %) persons died, 210,877 (-1.9 %) persons were injured. According to the Ministry of Internal Affairs, the number of accidents due violation of the Road Rules by drivers was 146,688 (-1 %); 14,420 (-5.7 %) persons died and 195,037 (-0.8 %) persons were injured. In 2019, road traffic accidents caused by drunk drivers tended to decrease (12,040; -3.5 %); 11,510 (-4 %) persons died and 160,725 (-0.4 %) persons were injured.Conclusion. Drivers' health is directly related to road traffic safety; health promotion would contribute to decreasing the number of road traffic accidents and traffic-related injuries.

The article is devoted to the analysis of inaccuracies in the terminology and in the description of safety management procedures associated with both shortcomings in the documents of the International Civil Aviation Organization (ICAO) and incorrect, and sometimes simply erroneous translation of certain provisions of the documents from English into Russian. As well known, all ICAO documents are originally written in English and correct translation is extremely important for their adequate understanding and application in practice. This is especially important for Russian airlines, as methodological developments on the implementation of safety management systems (SMS) at the state level are not enough. Experience in the development and implementation of SMS in airlines shows that due to inaccuracies in ICAO documents there are additional difficulties. Accordingly, there is a broad and often subjective interpretation of a number of ICAO Rube provisions in airlines, which leads to a conflict of priorities and irrational use of resources of airline and other aviation enterprises. The article notes with a demonstration of specific examples that in each new ICAO document in Russian the names of components and elements of the conceptual framework (structure) of the SMS of the service provider change, although in the original English version these names are constant since 2006.The main methodological difficulties in the development and implementation of the SMS by service providers are associated with risk management, and it is in this part that the greatest number of inaccuracies in the documents is observed. It is shown, in particular, that the term "Risk Factor" appeared in the ICAO SMM due to the erroneous translation into Russian of the English term "Safety Risk", and its use in parallel with the term "Hazard" in high-level documents (the Air Code of the Russian Federation, article 24.1 and in the Decree of the Russian Federation Government from 18.11.2014 No 1215) introduces additional confusion at the level of air enterprises in the understanding of risk management within the technocratic concept of risk.

This article reports the results of an in-depth analysis of the transport situation in the Russian Federation and presents the main programmes, aimed at its improvement. The paper deals with the major ways of reducing risk of traffic accidents and increasing traffic safety. The paper proposes the scientific and methodological approach, providing the specialists with the opportunities of conducting a comprehensive assessment of the causes of emergencies and aiming at eliminating road accidents rates. The origin of the process of an emergency situation occurrence has been investigated and designed, the key components (constituents) of the process have been identified and the basic mechanisms, influencing the basic components, have been analyzed. The algorithm of the application of the proposed and developed scientific and methodological approach at the level of departmental organizations has been suggested. The article describes the mathematical model of the process of emergency situations occurrence, which, together with the applied telematics systems and intelligent transport systems, will help to achieve the basic objectives of the study.
