The analysis of emergency rescue equipment usage on the territory of the Republic of Belarus made it possible to identify that the main technical unit involved into emergency situations is a fire truck tank. One of the main reasons for its repair and withdrawal from operational status is tank leakage that occurs due to peculiarities of equipment usage. As a result of a complex of studies, the recommendations for the modernization of a standard tank with 5 m3 volume of a fire truck were developed on the MAZ-5337 chassis. The stress state of a standard and modernized tank of a fire engine was investigated by the strain-gauge method under various operating modes of movement.

The key questions concerning particular sections of the topic Burns in Emergencies are presented. Particular attention is paid to the presentation of terminology. For this, the wording of the Federal Laws, Government Resolutions and Orders of the Ministry of Health of the Russian Federation were used. In accordance with the latter, the classification of emergency situations is given, as well as the criteria by which their damage is assessed. It has been established that the involvement of the forces and means of the Ministry of Defense in the elimination of the consequences of emergency situations is spelled out in the Federal Law. In addition, an argument is made on what basis the citizens of the Russian Federation are obliged to constantly improve their knowledge and practical skills in studying numerous issues of protecting the population, providing assistance to victims, in carrying out emergency rescue operations, etc. situations that led to massive burns. Key features of burns as injuries sustained in emergency situations are formulated. Also, aggravating circumstances are listed that negatively affect the general condition of the victims. The role and place of clinical guidelines as a fundamental development governing the sequence of the organization and content of medical care for those burned at the stages of medical evacuation are indicated. Attention is drawn to the legal significance of the problem.

Abstract This article is a continuation of the work on geomechanically calculations for optimizing the drilling of horizontal wells into the productive reservoir M at the Boca de Haruco field of the Republic of Cuba, presented in the article SPE-196897. As part of the work, an assessment of the stress state and direction was carried out using geological and geophysical information, an analysis of the pressure behavior during steam injections, cross-dipole acoustics, as well as oriented caliper data in vertical wells. After the completion of the first part of the work, the first horizontal wells were successfully drilled into the M formation. According to the recommendations, additional studies were carried out: core sampling and recording of micro-imager logging in the deviated sections. Presence of wellbore failures at the inclined sections allowed to use the method of inverse in-situ stress modeling based on image logs interpretation. The classification of wellbore failures by micro-imager logging: natural origin and violations of technogenic genesis is carried out. The type of breakout is defined. The result of the work was the determination of the stress state and horizontal stresses direction. In addition, the article is supplemented with the calculation of the maximum horizontal stress through the stress regime identifier factor.

The insufficient level of insurance services development in Russia is combined with high risks of losses from emergencies. Compensation to the population for damage or loss of housing as a result of fires, natural disasters, communal accidents and other events occurs mainly at the expense of state funds from the federal and regional budgets. Using the example of the Republic of Khakassia, the article examines the dynamics of performance indicators of insurance companies with their participation in regional programs of voluntary home insurance against emergency situations. The aim of the study is to substantiate the positive economic effect of programs of voluntary insurance of housing by citizens with the participation of funds from the federal, regional budget and insurance companies in compensation for damage from emergencies. Research objectives include: analysis of the risks of emergencies in the Republic of Khakassia; regional features of the insurance market; assessment of the effectiveness of insurance companies’ participation in the voluntary house insurance program against emergency. The materials for this study were regulatory legal acts, data from state statistics, reports of federal authorities, expert assessments on this topic. An empirical research to assess the amount of insurance premiums for voluntary insurance in the Republic of Khakassia was carried out using modeling methods, to determine the number of households in the region, an extrapolation method was used, and a comparative method was used to assess the calculation results. The effect of voluntary insurance of housing against emergencies in the region was obtained in the form of an increase in indicators: the depth of insurance by 0.08 percentage points, the degree of coverage of the insurance field - by 5.27 percentage points, excess of the growth rate of insurance premiums compared to the growth rate consumer prices - by 0.4 pp.

Steel weld seams are characterized by heterogeneity of their microstructure. Microstructure affects the nature of the distribution, sign and magnitude of residual stresses. In combination with unfavorable factors (low temperature, metal hypoductility and an unsuccessful joint form) residual stresses lead to a decrease of load carrying capacity of a whole structure. In a weld seam residual stresses are distributed in a complex way and can affect the build quality of heavy section welded structures. Monitoring of residual stresses remains a big problem. Residual stresses in welds are often evaluated only by modeling. Unfortunately, all mathematical models describe the stress state of the welded material with low accuracy. Simple quality control, the results of which can be easy interpreted, is necessary. Welded joints made by manual arc welding and by automatic submerged arc welding were investigated. Butt seams of steel sheets of different thickness have been welded. Steel was low-carbon and low-alloyed. It is often used in welded structures for various purposes, including construction, and for pipelines manufacture. The temperature range of welded structures operation is very large – from-70 to 450С. The authors studied the structure of butt weld seams by the Barkhausen noise method, which is interesting as it represents an alternative to the known methods, which characterizes the structure and stress state of material. The relationship between the weld microstructure and magnetic noise is shown. Studies have allowed us to establish the relationship between the structure and magnetic properties and to evaluate the feasibility of applying the Barkhausen noise method to welded structures.

In this paper the authors present the methodology and results of computational studies of the stress state and the evaluation of the construction durability with multipoint welded joints in the event of random vibration. A special feature of the technique is a detailed simulation of the stress state in the most stressed connection junctions, taking into account the change in the properties of the base material during welding. The empirical equations between the microhardness and the material yield point in the local zone of the welded point are used for this. The developed technique for numerical simulation of the dynamic stressed state of a construction with a point-welded joints can be used to assess the vibration strength of such constructions under conditions of random loading.
