RESUMEN La temática de la inclusión social y laboral para personas con discapacidad abarca la atención actualmente en Chile y en países de Latino América y el Caribe. Los organismos del Estado no están ajeno al tratamiento de estas temáticas, más aún cuando son los encargados de fiscalizar y velar por el cumplimiento de leyes que aportan a esta temática. En este contexto se presenta una propuesta de Política de Inclusión para Personas con Discapacidad desde una perspectiva de Responsabilidad Social. Con lo anterior, se muestran las principales líneas de acción para la realización de la propuesta.   ABSTRACT The issue of social and labor inclusion for people with disabilities is currently in the spotlight in Chile and in Latin American and Caribbean countries. State agencies are not oblivious to the treatment of these issues, especially when they are responsible for monitoring and ensuring compliance with laws that contribute to this issue. In this context, a proposal for an Inclusion Policy for Persons with Disabilities is presented from a Social Responsibility perspective. With the above, the main lines of action for the realization of the proposal are shown.

After an analysis of gaps in implementing digital accessibility policies in the region, this chapter reviews five country case studies (Brazil, Colombia, Costa Rica, Ecuador, and Guyana) of successful innovations leveraging their fast-expanding mobile and internet services ecosystems that could be easily replicated across the region. Those findings support the thesis that, with better policies and capacity to implement, Latin American and Caribbean countries are in a favorable position to leapfrog in promoting digital accessibility and assistive technologies and services for persons with disabilities by capitalizing on their mobile and internet infrastructure and common languages.

Background. People with disabilities tend to have greater oral health problems compared to those without disabilities. This may be due to barriers they come across in accessing dental services. Objectives. The objective of this systematic review was to provide a critical digest of the scientific literature concerning barriers and facilitators of access to oral health services for people with disabilities. Methods. The electronic databases PubMed, Scopus, Web of Science, Latin American and Caribbean Health Sciences Literature (LILACS), and Brazilian Library of Dentistry (BBO) were searched using keywords relevant to the subject. The search was not restricted to specific languages or years of publication; all relevant studies were translated and reviewed. Results. Sixteen studies including 14 articles, a doctoral thesis, and a monograph were selected, and their quality was analysed using the Downs and Black assessment tool. Barriers to dental services were divided into physical or nonphysical based on the dentist’s perspective, as per the perception of parents/guardians or by the persons with disabilities. The barriers that emerged included the dentist’s lack of preparation to assist people with disabilities, structural problems of access to dental offices, communication difficulties, and lack of awareness regarding the need for dental treatment for the disabled person. Conclusion. It is concluded that people with disabilities continue to run into complex physical, behavioural, or multidimensional barriers in accessing dental services. Improved training of dentists for the care of this population is hereby emphasized. The legal framework enabling access to dental care for people with disabilities must also be respected in each country.

AbstrakNegara memiliki kewajiban bagi warganya untuk saling menghargai perbedaan satu sama lain, baik itu budaya, agama, maupun kondisi fisik antar sesama manusia. Di dunia ini memang tidak ada seseorang yang sempurna, namun ada masyarakat yang memamg tidak memiliki kondisi fisik layaknya orang normal. Mereka adalah para penyandang disabilitas, yang termasuk dalam masayarakat rentan, karena memiliki keterbatasan fisik sehingga merasa kesulitan terkait keberfungsian sosialnya. Disabilitas berasal dari kata disability atau disabilities yang artinya ketidakmampuan. Disabilitas sudah menjadi isu yang selalu didengar oleh masyarakat akan tetapi banyak pula masyarakat yang merasa tidak peduli dengan para penyandang disabilitas. Hanya ada sedikit masyarakat penyandang disabilitas yang mampu bekerja layaknya orang normal, karena mereka merasa sulit untuk mendapatkan pekerjaan apalagi dengan kondisi fisik yang dapat dikatakan tidak lengkap, mereka hanya bekerja sebagai pengemis dipinggir jalan yang selalu mencari belas kasihan dari masyarakat luar untuk memberinya uang demi melanjutkan kehidupan sehari-harinya. Namun tidak semua orang dengan disabilitas selalu menjadi seorang pengemis, mereka mampu melanjutkan hidup walaupun memiliki keterbatasan fisik, contohnya mencari pekerjaan yang layak bagi mereka dan tidak selalu meminta belas kahisan kepada masyarakat luas. Perusahaan seperti Alfamart selalu aktif dalam mengangkat para penyandang disabilitas sebagai karyawan mereka. Alfamart tidak hanya memperkerjakan 0,1% penyandang disabilitas dalam perusahaannya meliankan 0,4% dalam mengangkat para penyandang disabilitas menjadi para karyawannya dari tahun-ketahun. Sehingga sengan adanya CSR ini maka para penyandang disabilitas akan mampu menjadi seorang pekerja yang layak dan dapat menjalankan keberfungsian sosialnya dalam kelhidupan masyarakat.Kata Kunci: Cooperate Social Responsibility (CSR), Disabilitas, Kesempatan Kerja AbstractThe state has an obligation for its citizens to respect each other's differences, be it cultural, religious, or physical conditions between people. In this world there is no one who is perfect, but there are people who do not have physical conditions like normal people. They are people with disabilities, which are included in vulnerable communities, because they have physical limitations so they feel difficulties related to social functioning. Disability comes from the word disability or disabilities, which means disability. Disability has become an issue that is always listened to by the community but there are also many people who feel they don't care about people with disabilities. Only a few people with disabilities are able to work like normal people, because they find it difficult to get a job especially with physical conditions that can be said to be incomplete, they only work as beggars on the side of the road who are always looking for mercy from the outside community to give him money to continue his daily life. However, not all people with disabilities always become beggars, they are able to continue to live despite their physical limitations, for example finding decent work for them and not always asking for mercy from the wider community. Companies like Alfamart are always active in appointing persons with disabilities as their employees. Alfamart not only employs 0.1% of people with disabilities in his company, but only 0.4% in appointing people with disabilities as employees over the years. So with this CSR, persons with disabilities will be able to become decent workers and be able to carry out their social functioning in the life of the community.Keywords: Cooperate Social Responsibility (CSR), Disability, Job Opportunities

The equal opportunities approach of the second half of the 20th century emphasizes the social inclusion of disadvantaged groups, including persons with disabilities. Education and employment play a key role in achieving integration. Nevertheless, other fields such as leisure time and sporting activities also contribute positively to the social involvement of persons with disabilities. At present nearly 7,000 persons with disabilities are registered in Hungary who pursue sports competitively, of whom approximately 5,000 persons with intellectual disabilities (Regényi et.al, 2017). The study discloses the partial results of a research aimed at revealing the awareness of the Hungarian population regarding the sport of people with disabilities. As such research has never been carried out in Hungary before, it can fill in a niche. The results of our exploratory research may be the starting point for further investigations. The importance of the topic is given by the fact that thanks to the sport the focus is on the outstanding performance of the social group concerned rather than on their limitations and deficiencies, which therefore reinforces the positive and accepting attitude of citizens. Previous research findings have highlighted that the nature of disability-related knowledge influences the way the members of society think about persons with disabilities, i.e. when it is possible to provide information and gain experience focusing on the existing abilities and strengths of the above -mentioned group, attitudes become more positive as well.  The findings of the research reveal that respondents consider it important to pursue sport within an integrated framework, at the same time they feel it is justified to do segregated sports with a view to persons with disabilities. Based on the results we can state that the media coverage of achievements in sports competitions of persons with disabilities is perceived as low level, but apparently it is not considered to be a key area in the lives of persons with disabilities.

Background and objectives. In Ukraine, until the mid-2000s, social policy with regard to people with disabilities was primarily compensatory in nature. Now the situation is gradually changing, the objectives of social policy are recognized to ensure equal rights and opportunities for people with and without disabilities. With the signing (2008) and ratification (2012) of the UN Convention on the Rights of Persons with Disabilities, our country has assumed the obligation to ensure the full social participation of people with disabilities in society. One of the resources that increase the chances of people with disabilities to master various spheres of life can be higher professional education, especially in an inclusive format.Methods. The study used: biographical method and interview method – to collect and summarize the information obtained; statistical method – to process the results of the survey, predictive method – to summarize various aspects of the use of inclusive education format in the system of higher professional education. Findings. The potential of the institute of higher professional education as a channel of social inclusion is proposed to use both at the macro level through the use of the model of socio-entrepreneurial approach of forming a system of higher professional inclusive education, and at the micro level through the identification and description of practices of forming an inclusive format of education in a particular university and tracing the life trajectories of people who received higher professional education in an inclusive format.Conclusion. The analysis of the successes and difficulties of higher professional education for people with disabilities shows that there is an objective need to consolidate the efforts of the higher education community with regional public organizations, executive authorities, regional and city institutions of health, education and social protection to support young people with disabilities.

The paper is prepared as a forecast of the employment strategy towards to the EU Lisbon goals - to promote employment and social inclusion for all people. The problems are the inadequate employment of persons with disabilities. The objectives of the research study were as follows: to clarify the problem of above mentioned attitude of employers and the main reasons for not hiring people with disabilities several problems can be identified. Information for the paper is gathered through contacting experts - respondents and conducting extensive literature reviews. The research approach was based on the premise that employers with professional training of employees with disability are responsible for recruitment, pre-employment screening and other workplace practices that positively affect the hiring and retention of this group. It is hoped that the outcome of the research study will assist in reducing all forms of existing barriers with special emphasis on attitudinal barriers against prospective employees with disabilities. Furthering the integration of persons with disabilities into the mainstream activities will promote the employment of people with disabilities and thereby would make a considerable effort to integrate inactive labour resources into the labour market to promote the achievement of the EU Lisbon goals.

In the last decade the concept of development and promotion of social economy and social entrepreneurship are part of EU policy to tackle the social exclusion of persons in a vulnerable position. Also, the model of social economy is one of the key instruments for achieving social objectives within the framework of the sustainable and inclusive growth. Social benefits are measured by integration and employment of disadvantaged people, the contribution to the process of social inclusion of other vulnerable people, and the economic indicator is expressed by saved public funds for social welfare, on the one hand, and the additional funds compensating the social costs of long-term unemployment. What is important to happen is to create suitable conditions for the development of social enterprises with the widest possible range - vulnerable groups themselves and their problems are diverse and different, and the "answer" to their needs must be flexible in order to be efficient and effective; "way to solutions" is not important (the path may be different, as are diverse and vast opportunities for economic initiatives) that leads to the result itself, the result is important - better integration and sustainable tackling of social exclusion.The Economic and Social Council of the Republic of Bulgaria (ESC) believes that social enterprises in Bulgaria are still an untapped business model. Current social enterprises are mainly non-governmental organizations by applying the relevant legislation creating social enterprises whose business is focused on the realization of the social purpose and mission of the organization. Social enterprises in Bulgaria operate in various sectors, the most serious part are in: the delivery of social services; providing jobs for people with disabilities; mediation in finding employment of unemployed persons; provision of health services; аctivities in the field of education and others.In realizing these activities the leading is not the end product but the achieved social effect on individuals themselves expressed in obtaining the necessary support to integrate into society. In this sense, there are three basic models of social enterprises: The most common model is the one that creates jobs and develops the workforce. By business jobs are created primarily for people with disabilities. Most often the social enterprise is the employer of people with disabilities in order to achieve the integration of persons with disabilities in the labor market and create conditions for a better life. Another popular model of a social enterprise is the one in which the enterprise produces goods and seeks markets, also engaging with their distribution. Most often social enterprises involve persons with disabilities in the form of occupational therapy involved in the production of certain goods. Existing social enterprises in Bulgaria within this model are engaged in the manufacture of certain products by persons who are unemployed or socially excluded. The aim is to enable them to work and improve their social inclusion. The third existing model in Bulgaria is related to the provision of social services generally through payment of external customers, while social enterprise provides social services to its members. Payment is under contract with the state or a municipality. Within this model, services are provided to different users paid directly to social enterprise for direct service.

Work enables participation in society. However, people with disabilities are particularly often affected by unemployment and thus by social exclusion. The social inclusion of people with disabilities, by promoting employment, can only be achieved by companies themselves. Deliberately employing people with disabilities, therefore, represents an important social responsibility of companies towards society. Evidence from the literature shows that corporate social responsibility (CSR) initiatives, as well as social inclusion, are more than just a commitment and can bring various benefits to a company. The aim of the present study is therefore to analyse the case for promoting the employment of people with disabilities to show whether and to what extent social inclusion as part of the CSR strategy can contribute to strengthening the competitiveness of companies. The topic is viewed and analysed from different perspectives, using five dedicated journal papers, mainly based on qualitative data. The results reveal first insights as well as trends and tendencies and provide a basis for subsequent studies. They show that social inclusion as part of the CSR strategy can increase a company's competitiveness and business performance, presumed the company succeeds in creating a corporate culture that accepts and promotes social inclusion on one hand and creates awareness for CSR initiatives among stakeholders on the other. Simultaneously, governmental frameworks that respond positively to and expect sustainable development or social inclusion can provide additional and significant support to these concerns. Due to the limited literature and research on the subject, further research is necessary. In particular, there is a lack of best practice approaches on how social inclusion can be promoted in companies and implemented in CSR strategies.

RESUMOO presente artigo trata do estudo da inclusão de pessoas com deficiência na empresa como fator de responsabilidade social, tendo por objetivo verificar o conceito de responsabilidade social empresarial e sua relação com esse tipo de inclusão. A responsabilidade social muitas vezes é confundida com o conceito de filantropia, o que leva muitas empresas a focarem suas ações sociais em apenas um determinado grupo de pessoas. Todavia, ser socialmente responsável é ir além de ações filantrópicas, é possuir uma gestão que se baseia na ética empresarial. E, diante do cenário atual de conquistas sociais, se torna fundamental à empresa ter o conhecimento de suas obrigações legais mediante seu papel no processo de contratação da pessoa com deficiência, pois a legislação brasileira defende a empregabilidade e a acessibilidade dessas pessoas como uma garantia de inclusão na sociedade e na empresa. Assim, com uma metodologia de pesquisa bibliográfica e estudo de caso de forma qualitativa, obteve-se a resposta para o seguinte problema de pesquisa: “há dificuldade no processo de inclusão da pessoa com deficiência na empresa?”.Palavras – chave: Responsabilidade social; Inclusão; Empresa.ABSTRACT This article deals with the study of the inclusion of people with disabilities in the company as a social responsibility factor, aiming to verify the concept of corporate social responsibility and its relationship with this type of inclusion. Social responsibility is often confused with the concept of philanthropy, which leads many companies to focus their social actions in only a certain group of people. However, being socially responsible is to go beyond philanthropy, it is to have a management that is based on business ethics. And given the current scenario of social achievements, it becomes fundamental to the company have knowledge of their legal obligations by its role in the person's contracting process with disabilities because Brazilian law supports employability and accessibility of these people as a guarantee inclusion in society and the company. So with a bibliographic research methodology and case study qualitatively, obtained the answer to the following research problem: "there is difficulty in the process of inclusion of people with disabilities in the company?”Key Words: Social responsibility; Inclusion; Company.
