Environmental degradation and unsustainable use of water resources has become an obstacle to further economic development and the well-being of the population in the Li River basin. This paper explores the concept and principles of integrated water resources management (IWRM) in relation to their applicability to the Li River basin. The assessment on its physical and socioeconomic characteristics and its current institutional systems in the Li River Basin provides an appreciation of the whole river basin. Sectoral fragmentation and the absence of coordination mechanism (or body) are identified as the institutional factors in this study that caused water related issues. In order to overcome shortfalls of the current fragmented management system, formation of Watershed Management Committee is highly recommended as the core of reforming efforts, which is expected to coordinate effective planning and implementation of equitable, efficient and sustainable use of natural resources in the basin with a view to improving the sustainability of its economic development. Several other reform recommendations are also provided and expected to be a departure point towards better water governance in the Li River basin through the implementation of IWRM. Lastly we explore to what extent the proposed recommendations would be supported by the current national policy framework.

The Chinese government has implemented a number of environmental policies to promote the continuous improvement of air quality while considering economic development. Scientific assessment of the impact of environmental policies on the relationship between air pollution and economic growth can provide a scientific basis for promoting the coordinated development of these two factors. This paper uses the Tapio decoupling theory to analyze the relationship between regional economic growth and air pollution in key regions of air pollution control in China—namely, the Beijing–Tianjin–Hebei region and surrounding areas (BTHS), the Yangtze River Delta (YRD), and the Pearl River Delta (PRD)—based on data of GDP and the concentrations of SO2, PM10, and NO2 for 31 provinces in China from 2000 to 2019. The results show that the SO2, PM10, and NO2 pollution in the key regions show strong and weak decoupling. The findings additionally indicate that government policies have played a significant role in improving the decoupling between air pollution and economic development. The decoupling between economic growth and SO2 and PM10 pollution in the BTHS, YRD, and PRD is better than that in other regions, while the decoupling between economic growth and NO2 pollution has not improved significantly in these regions. To improve the relationship between economic growth and air pollution, we suggest that the governments of China and other developing countries should further optimize and adjust the structure of industry, energy, and transportation; apply more stringent targets and measures in areas of serious air pollution; and strengthen mobile vehicle pollution control.

Liaohe River is one of seven big river in China, its environmental pollution control is an important task all the time. In this paper, Liaohe River basin ecological footprint was introduced, water quality and ecological restoration measures were analyzed in the period of the 9th Five-Year, the 10th Five-Year and the 11th Five-Year, the development on ecological restoration in the 12th Five-Year was put forward.

Bài báo xác định lưu lượng dòng chảy theo thời đoạn dựa vào mô hình HEC-HMS, số liệu mưa từ ảnh vệ tinh CHIRPS của NASA và Hệ thống thông tin địa lý (GIS) trong mô phỏng dòng chảy lũ tháng 12 năm 2016 tại lưu vực sông Lại Giang, lưu vực lớn thứ hai của tỉnh Bình Định (sau lưu vực sông Kôn) và có vai trò quan trọng về phát triển kinh tế-xã hội ở phía Bắc của tỉnh. Kết quả mô phỏng dòng chảy lũ rất đáng tin cậy, lưu lượng dòng chảy lũ đạt đỉnh 2542,6 m3/s tương ứng với với tần suất lũ 5%. Chỉ số kiểm định mô hình NSE với giá trị là 0,93; hệ số R2 đạt 0,78 sai số PBIAS khoảng 24% và sai số đỉnh lũ PEC = 52,01.  ABSTRACT The paper aimed to introduce the application of the HEC-HMS hydrological model combination with the CHIRPS (Climate Hazards Group Infrared Precipitation with Station) and GIS to restore flood flow data in the Lai Giang river basin in 2016. The Lai Giang river basin is the second largest basin of Binh Dinh province (after the Kon river basin), it plays an important role in socio-economic development in the North of Binh Dinh province. The simulation results of flood peaks reached 2542,6 m3.s-1 (P=5%). Model test indices such as NSE = 0.93, the correlation coefficient reached 0,78; the percentage of PBIAS error was about 24%, and peak error (PEC) was 52,01.

The pollution problem of SMEs is an important problem to be solved in the process of China’s economic development. Based on the game theory, this paper takes the government and SMEs as the two sides of the game, constructing the game theory model of pollution control of SMEs, putting forward the strategies to promote the pollution control of SMEs according to the analysis results of the model.
