The author considers the need to enhance human potential as an essential condition for economic complex management. Brief review of social and economic development of the Republic of Mordovia and its role in the economic complex of Volga Federal District is provided. Nowadays basic human needs are considered and the imperative to satisfy them for the benefit of enhancing regional human potential is acknowledged.

The article deals with the place and role of the territorial self-government sector in the process of tourism development, the influence of tourism on the social and economic development of a region as well as the role of strategic regional planning in the sphere of tourism development. The article also analyzes the development of tourism on the level of gmina self-government which is the lowest and the most important level of self-government in Poland, the tasks of gminas in the tourism sphere as well as the role of local authorities in the process of tourism promotion. The work highlights an institutional system of tourism development support in Poland on regional level, the role of local self-government bodies in financing infrastructure that is need for tourism development, the role of regional tourist agencies in promoting and creating tourist attractions in a region, as well as the tourism promotion system at the gmina self-government territorial level. The structure of the national model of social and economic development is considered in the composition of types and subtypes of the economic system, taking into account the types of macroeconomic policy and the sector of the national economy, the nature of institutional transformations and institutional changes in the national economy is described, types of modern transformations or choice of alternative development options are identified. The difference between institutional changes and institutional transformations is revealed, namely institutional transformations and institutional changes are associated with the replacement of institutions, but it is the result of the former that the institutions that predetermine the functioning of the main components (predetermining attributes) of the economic system are replaced. It has been established that as a result of institutional transformations, changes take place in the system-forming institutions that predetermine the nature and characteristics of social and economic development. The transformations that took place or are potentially possible are determined in the context of the problem of managing the socio-economic development of the Republic of Crimea. It is determined that in the case of institutional transformations, there is necessarily a specific bifurcation point, characterized by the occurrence of a certain event or group of events, and is the starting platform for a specific institutional transformation. A scheme of various variants (scenarios) of the passage of the bifurcation point in the process of development of the national economy under the influence of external and internal factors is constructed, and changes in the states of development of the national economy during the passage of the bifurcation point are determined. The internal critical instability of the current state of development of the national economy has been studied. It is determined that institutional changes without the flow of institutional transformations represent a combination of the replacement of institutions in certain areas or spheres of socio-economic development. At the same time, the bifurcation point is absolutely not an obligatory condition, as a result of which institutional changes can take place constantly, thus constantly modernizing the institutional environment, taking into account new agreements, decision-making features and many other factors.

The article describes conditions of spatial development of Russian regions in view of ‘The Strategy of Spatial Development of the Russian Federation up to 2025’ adopted in February 2019. Today the social and economic development of regions has technogeneous character. The anthropogenic impact on nature and climate is increasing, the quality of mineral resources is deteriorating. In this connection ecologic-economic balance becomes an important component of spatial development. The authors provide systematization of factors determining the spatial economic development at the level of regions, including ecological restrictions. During the research they used general academic methods of quantitative and qualitative analysis, scientific abstraction, synthesis and comparison. The current ecologic-economic restrictions for regions with unique natural systems and objects were identified and studied. Focus was made on particularly protected natural territories, which form the basis of ecological framework of regions. Principle groups of factors of spatial development were identified and ecologic-economic restrictions of regional development were described by using two big federal districts – the Republic of Buryatia and the Altay Territory. The authors put forward the lines of spatial development of regional economies with regard to ecological restrictions.

<p>The Russian Federation is currently moving to a new model of spatial development of its economy, also by creating areas of advanced social and economic development. The Far Eastern Federal District was the first in establishing of such special regime territories. In 2014, the process spread to single-industry urban settlements. In this case, the main purpose is to develop business enterprises not connected with the townforming enterprise. For the Republic of Karelia, issues related to monotowns cities are relevant. On the territory of the republic there are eleven mononowns, and two of them contain territories of advanced development, i.e. «Nadvoitsy» and «Kondopoga». The purpose of this article is to assess the functioning of the zones of advanced development and their impact on the development of the region, as well as to identify problems<br />and develop proposals for their elimination. The research employed such general scientific methods and techniques as induction and deduction, synthesis, comparative and comparable analysis. The article reveals the features and the role of the territories of advanced social and economic development in the economic development of the country and the region in particular, as exemplified by the Republic of Karelia. The study has identified the problems of the zones and their development. The author proposes a number of specific measures to improve the efficiency of advanced development zones</p>

Energy is a fundamental input of social and economic development of a country. Yet, some of the countries in the world are rich in terms of energy and some countries lack the necessary amount of energy they require. The Republic of Turkey is situated at the threshold of Eurasia and is close to the richest energy basins of the world in its vicinity. However, Turkey is not self-sufficient in terms of energy and in order to correspond to its increasing energy necessity, it must import energy from neighboring countries, mainly from Russia. Moreover, the aim of this study is to analyze the energy trade of Turkey with Russia and its impact on its current account deficit. In order to analyze this issue, various econometric methods are utilized in this study. With respect to this analysis, it is evident that the energy importation of Turkey from Russia leads to an increase in its current account deficit.

The current economic situation makes the issue of the urban agglomerations appearance and development crucial. Global experience shows that urban agglomeration is a rational form of territorial use. Through this process the creation of a unified social, economic and investment space takes place. The goal of agglomeration in the 21st century is to establish the basis for the development of large cities as the best form of people settlement. The development of a locality within an urban agglomeration should give it significant advantages. In most cases, the agglomeration process can produce a significant social and economic effect, as well as provide an opportunity to improve the quality and standard of living of the population. In world practice, agglomeration processes have an extensive system of support from the state, and currently there are trends towards the consolidation of individual agglomerations into superagglomerations or megacities. A distinctive feature of agglomeration is the presence of economic interaction between its system-forming elements, characterized by their interconnectedness and features, such as the presence of a large city, which is the center of agglomeration (center of attraction), intensive travel within the agglomeration, as well as industrial and technological cooperation within the agglomeration. In the Republic of Tatarstan the importance of agglomeration development is well understood: the key direction of the implementation of the Strategy of social and economic development of the Republic of Tatarstan up to 2030, approved in 2015, is the development of agglomerations (Kazan, Kama and Almetyevsk). The lack of unified approaches to the management of agglomeration processes is a limiting factor in the integrated development of territories, which leads to an imbalance in plans for housing construction, job supply and provision of transport and social infrastructure facilities. The purpose of this article is to identify these approaches.
