The article describes conditions of spatial development of Russian regions in view of ‘The Strategy of Spatial Development of the Russian Federation up to 2025’ adopted in February 2019. Today the social and economic development of regions has technogeneous character. The anthropogenic impact on nature and climate is increasing, the quality of mineral resources is deteriorating. In this connection ecologic-economic balance becomes an important component of spatial development. The authors provide systematization of factors determining the spatial economic development at the level of regions, including ecological restrictions. During the research they used general academic methods of quantitative and qualitative analysis, scientific abstraction, synthesis and comparison. The current ecologic-economic restrictions for regions with unique natural systems and objects were identified and studied. Focus was made on particularly protected natural territories, which form the basis of ecological framework of regions. Principle groups of factors of spatial development were identified and ecologic-economic restrictions of regional development were described by using two big federal districts – the Republic of Buryatia and the Altay Territory. The authors put forward the lines of spatial development of regional economies with regard to ecological restrictions.

Free economic zones have become an essential part of the world economy in recent history. The voluntary entry of the Peninsula of Crimea into the Russian Federation as one of its constituent regions, lead to the adoption of the social and economic development commitments of this region by our state. For this reason, one of the most important goals for authorities of the Russian Federation is to develop the social, economic, and other spheres of the society. The establishment of the free economic zone in the Republic of Crimea and the Federal City of Sevastopol became one of solutions to this problem. This article analyzes the issues of legislation on the free economic zone in the territories of the Republic of Crimea and the Federal City of Sevastopol and aims to find solutions of these issues. This research is based on the application of comparative, retrospective and formal juridical analysis of the legislation and research papers dedicated to questions of the free economic zones and other territories with a special legal regime for conducting entrepreneurial activity (territories of advanced social and economic development, the Free Port of Vladivostok, special economic zones in the Russian Federation). In particular, the norms of current legislation on goals and terms of creation of the free economic zone in the territories of the Republic of Crimea and the Federal City of Sevastopol, the management of the free economic zone and the implementation of entrepreneurial activities within its borders were analyzed. We conclude that it is necessary to improve the current legislation on the free economic zone in the territory of the Republic of Crimea and makes several suggestions for optimization its provisions. The results achieved can be used both in the lawmaking process and as a foundation for further researches.

The article is devoted to the analysis of economic-geographical and socio-economic differences of the regions of the Republic of Belarus in order to improve the administrative and territorial division (ATD). The decisive role of the Belarusian scientific school of economic geography in developing of the principles of the ATD of Belarus at various periods of development is shown. The historical stages of formation, advantages and disadvantages of the current system of the ATD of the Republic of Belarus are revealed. The positive and negative international experience of conducting of administrative and territorial transformations is systematized. The significant disproportions in the resource, demographic and economic potential of the regions of Belarus and their various contributions to the social and economic development of the state are determined. Based on the centro-peripheral principle, a scheme of the regions of Belarus by the level of socio-economic development has been developed, which indicates significant changes in the development of regional economic complexes that have occurred over the past decades. About 20 % administrative districts are characterized by the properties of the center or semi-center, which have the ability to perform the functions of regional centers in the new ATD. More than 30 % administrative areas are peripheral in terms of socio-economic development. The obtained results are the basis to the need to improve the ATD of the Republic of Belarus.

Abstract. The paper substantiates the need to study a transport and logistics infrastructure of the regions in the context of its impact on socio-economic indicators for development of the Republic of Belarus.  The importance of this study is confirmed by goals and objectives for development of  the transport and logistics  systems of  the Republic  of  Belarus as outlined in the National Strategy for Sustainable Social and Economic Development of the Republic of Belarus for the period until 2030 and Republican Program for development of logistics systems and transit potential of the Republic of Belarus for the period of 2016-2020. The influence of nine indicators for  development of  the transport and logistics infrastructure in the regions of the country on six key socio-economic indicators such as gross domestic product, investment in fixed assets, revenues of consolidated budgets, average wage level, number of gainfully employed persons,  number of  registered unemployed persons has been investigated in the paper. A multiple regression analysis has been used to assess a relationship between dependent and independent variables, that is a step selection method. All the calculations have been carried out while using the IBM SPSS Statistics 20. Indicators of correlation between dependent and independent variables have been calculated and relationships between the variables have been determined in the paper. Validity of the obtained results has been checked with the help of the Student's test. The calculations have made it possible to identify key indicators for a transport and logistics infrastructure in six regions of the country which have the greatest impact on the social and economic development of the Republic of Belarus and can be used to analyze an investment attractiveness of the regions.

Процессы воспроизводства формируют комплексное направление исследования с учетом существующей социально-экономической политики и ситуации, включая количественные и качественные параметры для необходимых расчетов и построения соответствующих моделей. The article examines the actual, scientific and practical problem of budgetary regional policy, the formation and use of a consolidated budget, the distribution of the budget across the municipal territories of the region, the influence of tools and methods on socio-economic development using complex processes typical for reproduction. Reproduction processes form a complex internal environment under the influence of methods of influence, acquiring new qualitative and quantitative characteristics, determining the trajectory of influence, affect the provision of socio-economic development, contribute to the achievement of the set goal and the implementation of tasks. The essential characteristics of the use of methods of direct and indirect incentives are in a set of measures for the interconnection of the external and internal environment serving the market situation in the region, capable of competing in the market, satisfying consumer demand, affecting the development of the market, ensuring the social and economic development of the region. The dominant use of budgetary methods of direct and indirect incentives comprehensively ensures the socio-economic development of the region. The analysis of the formation of the consolidated budget, the use of the budget, using the tools of influence, allow making adjustments to maintain macroeconomic equilibrium based on their own laws that arise within the system. The research was carried out on the basis of the indicators of the Republic of Crimea, available in the public domain.

This article explores regional Buddhist monasteries in Tang Dynasty (618–907 CE) China, including their arrangement, functions, and sources for their study. Specifically, as a case study, it considers the reconstruction of the Kaiyuan monastery 開元寺 in Sizhou 泗州 (present-day Jiangsu Province) with reference to the works of three prominent state officials and scholars: Bai Juyi 白居易 (772–846), Li Ao 李翱 (772–841), and Han Yu 韓愈 (768–824). The writings of these literati allow us to trace the various phases of the monastery’s reconstruction, fundraising activities, and the network of individuals who participated in the project. We learn that the rebuilt multi-compound complex not only provided living areas for masses of pilgrims, traders, and workers but also functioned as a barrier that protected the populations of Sizhou and neighboring prefectures from flooding. Moreover, when viewed from a broader perspective, the renovation of the Kaiyuan monastery demonstrates that Buddhist construction projects played a pivotal role in the social and economic development of Tang China’s major metropolises as well as its regions.

This article underscores the need to establish strong linkages between industry and universities in India; assesses the extent to which such linkages exist in a cross-section of Indian universities; and identifies remedial measures as appropriate. The authors describe the challenges facing universities and industry: identify the areas most appropriate for collaboration and the various kinds of collaboration that exist or are possible in India; assess the extent to which collaborative efforts are succeeding in selected universities; and identify factors which help or hinder the development of cooperative activity. Finally, they list the policy implications of their analysis. The article provides an overview of the current situation in India and sets out practical measures for increasing collaboration between industry and higher education which the authors consider essential to the social and economic development of the country.
