Malaysia is among the first few developing countries to have launched a large scale programme of privatization of public enterprises. Malaysia's experience of formulating and implementing the privatization programme is generally hailed as a success story. In this paper, Bakul H Dholakia and Ravindra H Dholakia examine various aspects of Malaysia's privatization programme such as the objectives of privatization policy, methods of privatization, issues in implementation and the impact of the programme on the Malaysian economy, and also discuss the relevance of this experience for privatization in India.

Abstract Sewage discharge is considered to be the primary source of viral contamination in aquatic environments. This study was conducted to evaluate the impact of El-Rahawy wastewater on the water quality of the Rosetta branch of the River Nile (Rosetta River Nile) through detection of astrovirus (AstV) and norovirus (NoV) in the water and sediments of both sites. For this purpose, we collected 72 wastewater and 12 sediment samples from El-Rahawy drain, and 12 river water and 12 sediment samples from Rosetta River Nile before and after mixing with El-Rahawy wastewater between April 2017 and March 2018. AstVs and NoVs were identified in wastewater (40.2% versus 25%), El-Rahawy sediment (41.6% versus 20.8%), river water after mixing with wastewater (25% versus 16.6%), river water before mixing with wastewater (8.3% versus 0%), river sediment after mixing with wastewater (16.6% versus 8.3%), and no viruses were found in river sediments before mixing with wastewater. AstV genogroup B and NoV genogroup GI were the most frequently detected genotypes in the analyzed samples, with a peak incidence in the winter months. Increasing detection rates of both viruses in El-Rahawy drain samples and river water taken from the Rosetta branch after receiving El-Rahawy wastewater reflect the impact of this drain on the water quality of this stretch of the River Nile.

الملخص: هدفت هذه الدراسة لبيان أثر سياسة الخصخصة على التدفقات النقدية في القطاع الحكومي السعودي، حيث تم استخدام المنهج الوصفي التحليلي من أجل تحقيق الهدف من الدراسة، كما أن الدراسة حاولت اختبار فرضيتين تشير الأولى إلى أن للخصخصة أثر إيجابي على التدفقات النقدية في القطاع الحكومي السعودي، أما الفرضية الثانية فتشير الى أن للخصخصة أثر سلبي على التدفقات النقدية في القطاع الحكومي السعودي، وقد تكون مجتمع الدراسة من جميع المؤسسات الحكومية السعودية التي تم خصخصتها في الفترة الماضية، وتم أخذ عمليات الخصخصة التي تمت في وزارة البيئة والمياه كعينة لهذا المجتمع. وقد توصلت الدراسة الى أن لتطبيق سياسة الخصخصة أثر إيجابي على التدفقات الحكومية، حيث ساهمت هذه السياسة في خفض الانفاق الحكومي وزيادة الإيرادات الحكومية، وقد أوصت الدراسة بضرورة تركيز الحكومة السعودية على أساليب الخصخصة التي لا تسند لعمليات البيع بل احتفاظ الحكومة بملكية المشاريع وإدارتها بأسلوب القطاع الخاص، مع ضرورة إبراز الجوانب الإيجابية لهذه السياسة للمجتمع من أجل كسب التأييد المجتمعي لهذه السياسة. الكلمات المفتاحية: الخصخصة، التدفقات النقدية، القطاع الحكومي، وزارة البيئة والمياة، السعودية RESEARCH ARTICLE The Impact of Privatization on Cash Flows in the Saudi Government Sector: A Case Study of the Ministry of Environment and Water Mohammed Marzouq Mefleh Al-Dossary Researcher - Kingdom of Saudi Arabia Abstract This study aimed to demonstrate the impact of the privatization policy on the cash flows in the Saudi government sector, where the descriptive analytical approach was used in order to achieve the objective of the study. The study tested two hypotheses, the first indicating that privatization has a positive impact on the cash flows in the Saudi government sector, while the second hypothesis indicates that privatization has a negative impact on the cash flows in the Saudi government sector. The study community consisted of all Saudi government institutions that have been privatized in the past period, and the privatization processes that took place in the Ministry of Environment and Water were taken as a sample for this community. The study concluded that the application of the privatization policy has a positive impact on government flows, as this policy contributed to reducing government spending and increasing government revenue, and the study recommended that the Saudi government should focus on privatization methods that are not assigned to sales operations but the government retains ownership and management of projects in the private sector style. The study stressed that there is a need to highlight the positive aspects of this policy to society in order to gain societal support for this policy. Pollution of fresh water with organic pollutants and heavy metals has an impact on the environment of the River Nile in Egypt. The environment has become increasingly contaminated by inorganic and organic pollutants which accumulate in the food chain and affect the human health. The pollution of the fresh water environment by heavy metals and organic pollutants is due to the increasing action of flowing out discharge from various industries. Three heavy metals; Cu, Pb, and Zn and organic pollutants as DDT, Chlordane, dieldrin and butylene were investigated in the present study in freshwater and sediment during the year (Autumn2016-summer2017) .The investigated samples were collected from Rashid, Egypt. The present study reported that the mean concentration level of both heavy metals and organic pollutants were correlated in the sediment and in the fresh water of Rashid at p< 0.001.
