In Indonesia, public asset privatization policy has been valid since the Oil and Gas Law Number 22 the Year 2001. The objectives of this research were: (1) To determine the criteria for public assets according to the idea of Syekh Taqiyuddin An-Nabhani., (2) To find out the Islamic economic analysis of the idea of Syekh Taqiyuddin An-Nabhani on the privatization of public assets. The data source of this research is secondary data, which were taken from literature and books from research correlating to the object of this study and other required data. The data analysis in this research is descriptive. First, various data collected were analyzed using content analysis technique (content analysis), then the study and analysis of the data are carried out to obtain the conclusions. After conducting the research and analysis, it is concluded that (1) Syekh Taqiyuddin An-Nabhani classifies public assets based on the types of ownership, namely public ownership and state ownership, (2) Islam strongly prohibits the management of public assets through privatization. However, it is returned to the State, and its use by the public is permitted by shara'.

In order to analyze the privatization policies undertaken by the national and regional governments, I consider a horizontal differentiation model with price competition in which a country consists of two regions of different sizes. I show that public-sector intervention by either the national or regional government is essential for achieving the social optimum. The preferences of consumers and firms about privatization policy are completely opposite: consumers prefer a regional public-sector intervention, while firms prefer a national public-sector intervention. Finally, I find that the preferences of the two regions about market structures are also opposite: the least populated region prefers the private duopoly, while the most populated region prefers a government intervention in the market.

الملخص: هدفت هذه الدراسة لبيان أثر سياسة الخصخصة على التدفقات النقدية في القطاع الحكومي السعودي، حيث تم استخدام المنهج الوصفي التحليلي من أجل تحقيق الهدف من الدراسة، كما أن الدراسة حاولت اختبار فرضيتين تشير الأولى إلى أن للخصخصة أثر إيجابي على التدفقات النقدية في القطاع الحكومي السعودي، أما الفرضية الثانية فتشير الى أن للخصخصة أثر سلبي على التدفقات النقدية في القطاع الحكومي السعودي، وقد تكون مجتمع الدراسة من جميع المؤسسات الحكومية السعودية التي تم خصخصتها في الفترة الماضية، وتم أخذ عمليات الخصخصة التي تمت في وزارة البيئة والمياه كعينة لهذا المجتمع. وقد توصلت الدراسة الى أن لتطبيق سياسة الخصخصة أثر إيجابي على التدفقات الحكومية، حيث ساهمت هذه السياسة في خفض الانفاق الحكومي وزيادة الإيرادات الحكومية، وقد أوصت الدراسة بضرورة تركيز الحكومة السعودية على أساليب الخصخصة التي لا تسند لعمليات البيع بل احتفاظ الحكومة بملكية المشاريع وإدارتها بأسلوب القطاع الخاص، مع ضرورة إبراز الجوانب الإيجابية لهذه السياسة للمجتمع من أجل كسب التأييد المجتمعي لهذه السياسة. الكلمات المفتاحية: الخصخصة، التدفقات النقدية، القطاع الحكومي، وزارة البيئة والمياة، السعودية RESEARCH ARTICLE The Impact of Privatization on Cash Flows in the Saudi Government Sector: A Case Study of the Ministry of Environment and Water Mohammed Marzouq Mefleh Al-Dossary Researcher - Kingdom of Saudi Arabia Abstract This study aimed to demonstrate the impact of the privatization policy on the cash flows in the Saudi government sector, where the descriptive analytical approach was used in order to achieve the objective of the study. The study tested two hypotheses, the first indicating that privatization has a positive impact on the cash flows in the Saudi government sector, while the second hypothesis indicates that privatization has a negative impact on the cash flows in the Saudi government sector. The study community consisted of all Saudi government institutions that have been privatized in the past period, and the privatization processes that took place in the Ministry of Environment and Water were taken as a sample for this community. The study concluded that the application of the privatization policy has a positive impact on government flows, as this policy contributed to reducing government spending and increasing government revenue, and the study recommended that the Saudi government should focus on privatization methods that are not assigned to sales operations but the government retains ownership and management of projects in the private sector style. The study stressed that there is a need to highlight the positive aspects of this policy to society in order to gain societal support for this policy. The baseline of the research work tries to explore the effect of privatisation on Indian railways. Adoption of any policy may have both positive and negative effect. Considering this perspective, the present study explores the prospective measures as well as consequence effect while adopting privatization policy in the Railway sector. The study found that efficiency, quality of services, lesser accidents, fewer political intervene, shareholders value and technological innovation as the prospective measures while adopting privatisation concepts. The study also found that limited coverage, higher fares, accountability and impact on economy as the consequences measures while adopting the privatisation policy in Indian Railways. Therefore, adopting the privatisation policy in the railway sector consideration must be given to the above said factors for future development.
