عمليات إدارة المعرفـة ودورها في تطوير المـوارد البشرية في وزارات السلطة الفلسطينية بقطاع غزة دراســـــــة ميدانيــــــة

ملخص : هدف البحث إلى التعرف على دور عمليات إدارة المعرفة متمثلة في اكتساب المعرفة، تخزين المعرفة، نقل المعرفة، تطبيق المعرفة) في تطوير الموارد البشرية في وزارات السلطة الفلسطينية بقطاع غزة واستخدم الباحث المنهج الوصفي التحليلي حيث تم تطبيقه على الوظائف الإشرافية من رئيس شعبة ولغاية وكيل وزارة لذلك تم استخدام العينة الطبقية العشوائية حيث بلغت (550) مفردة، وكانت أهم نتائج البحث انه يوجد علاقة ذات دلالة إحصائية بين عمليات إدارة المعرفة وتطوير الموارد البشرية ويوجد ضعف لدى وزارت السلطة الفلسطينية في رصد مبالغ كافية لاكتساب المعرفة بينما تعمل على تخزين المعرفة من خلال استخدام التكنولوجيا وهذا يساعد على نقل المعرفة داخلها وتحرص على تبادل المعرفة من خلال عقد الندوات لوجود تقبل لدى موظفي الوزارات في نقل ومشاركة المعرفة بداخلها وكذلك يوجد تخطيط للموارد البشرية ولكن مطلوب تطوير آليات اختيار الموارد البشرية في الوزارة بشفافية ونزاهة، وان التدريب الذي يحصل عليه الموظفين يزيد من معرفتهم وخبرتهم ويزيد من كفاءتهم في العمل ولكن يوجد ضعف شديد للحوافز المادية والمعنوية فيها. Abstract The research aimed to identify the role of knowledge management processes in terms of knowledge acquisition, storage, transfer and enforcement in developing human resources in the ministries of Palestinian Authority.The researcher used a descriptive analytical method which has been applied to the supervisory positions (from division head to deputy minister). Therefore, a stratified random sample of 550 employees was used. The study concluded with the following findings:– There is statistically significant relationship between the processes of knowledge management and the development of human resources.– The ministries of the Palestinian Authority are incapable of obtaining adequate funds for knowledge acquisition. However, they are working on storing knowledge by using technology in order to help spreading knowledge within these ministries. In addition, they are keen to exchange knowledge through seminars which is accepted by the staff. Furthermore, although there is human resources planning, yet there is a need to develop the mechanisms of selecting human resources transparently and impartially.– The training received by staff increased their knowledge, experience and efficiency. Nevertheless, the is a severe lack of material and moral incentives.

The development and expansion of knowledge management as an important management philosophy has a significant impact on human resources management as well as on organization as a whole. In this context, knowledge management processes have been used as a strategic tool within human resources management.Therefore, functions of human resources management must adapt itself to this change. The purpose of this study is to determine the role of human resources management in the management of knowledge and to reveal the effects of knowledge management practices on the functions of human resources byexamining the relationship between human resources and knowledge management. In this context, a theoretical investigation was conducted. It has been determined that significant changes occurred on the functions of human resources management such as selection and recruitment, performance management, remuneration and reward, training and development within the framework of the knowledge management strategies.

<p>Nature has always been an important element of myths and religions and had a different standing within ideologies. Because various factors have been involved in creation of myths, this research aims to clarify the role of nature in creation of Iranian myths. Generally, the structure of Iranian myth is a kind of belief in duality of nature, in human and in the conflict forces existing in the world which best are expressed in the continued conflict between good and evil forces. Iran is a country with varied natural geography and can be called the land of great conflicts, so this paper aims to investigate the role of nature in the creation of Iranian myths and determine the effective natural and mythological forces. Data gathered by the documentary method and the research was performed by a descriptive, adaptive and analysis method. According to the results, this research concludes that natural elements play a significant role in the Iranian myth.</p><p>llected through library-field. The subjects in this study consist of Payame Noor University staff of Hormozgan province.</p><p> </p><p>In this study, 54 staff of Bandar Abbas Payame Noor University were selected through random sampling. After gathering the required data through knowledge management questionnaire, knowledge management processes were measured based on the five dimensions such as the capture of knowledge, acquisition of knowledge, transmission of knowledge, creation of knowledge and application of knowledge. In order to provide for the reliability of the questionaire cronbachs alpha was used. In order to check the significance of the difference between responses descriptive and inferential statistics such as regression, one way anova and t test were run using SPSS version 20. The result show that the staff means score of knowledge management was 76/66±20/48. The result shows that there was a significant relationship between social capital and knowledge management. Also there was a significant relationship between social capital and the five components of knowledge management such as capture of knowledge, acquisition of knowledge, transmission of knowledge, creation of knowledge and application of knowledge. Also there was a significant relationship between human capital and the component of knowledge management.</p>

This chapter provides important empirical evidence to support the role of individual knowledge management processes and separate innovation types within firms. Specifically, knowledge acquisition and knowledge application are analyzed and empirically tested in relation to product and process innovation as well as business performance. The results support the direct impact of product and process innovation on business performance. In addition, the results show the indirect effect of knowledge acquisition and knowledge application on firm business performance through product and process innovation.

Purpose- In today’s heavy competitive environment, organizations have found that the knowledge is the best tool for keeping up with competitors. In this regard, the role of employees, as knowledge holders and the most important capital of organizations have been being taken into account more than before. Since the existence of social capital in organizations lead to improvement and development of knowledge management processes (KMP), examining the level of social capital as an important dimension of intellectual capital and its role in KMP is the main purpose of this article. Design/methodology/approach- By reviewing the existing literature and using standardized questionnaire, it was tried to examine the relationship between social capital and KMP through the moderating role of organic structure and innovative culture in the organization. After review of the existing literature in depth, we took advantages of Nahapiet and Ghoshal Model for measuring social capital and in order to measure the KMP, Bukowitz and Williams Model was used. The main hypothesis of this research was that there was a significant relationship between KMP and social capital through moderating role of organic structure and innovative culture in the organization. In order to test the hypothesis, using the test methods for correlation coefficients (Pearson and Spearman), a standardized questionnaire was designed and distributed among our target segment including faculty members, researchers and administrative staffs of university. Findings- The results showed that contrary to our expectation, considering moderator variables, structure and culture does not have positive and significant effect on KMP in the level of the organic structure and innovative culture of social capital. It was revealed that considering those two variables, social capital does have a significant and positive effect on KMP in the level of mechanical structure and non-innovative culture. We also found that there was a considerable relationship between cognitive and relational dimensions of social capital and KMP. Besides that, it was understood that there was a positive and significant relationship between each of organic structure and innovative culture’s variables and social capital and KMP’s variables. Research limitations/implications– Risks of method variance or response biases are likely as all Data are drawn from employee surveys, and some selection bias as respondents could not be directly compared with non-respondents. Originality/value – This study makes a significant contribution to the intangible assets literature by providing further evidence of the impact of culture and structure on intellectual capital.

PurposeConstructed upon a knowledge-based view, the purpose of this paper aims to empirically examine the entrepreneurial leadership impact as knowledge management enabler on knowledge management processes and knowledge management processes on project success. The study further ascertains the mediating role of knowledge worker satisfaction among knowledge management processes and project success.Design/methodology/approachUsing the data collected from 302 project workers from the software industry, China. The research used structural equation modeling (SEM) to analyze the hypothesis relationships using smart-PLS 3.2.9.FindingsThe outcome of the study reveals that entrepreneurial leadership has a substantial significant impact on knowledge management processes, and knowledge management processes influence project success via knowledge worker satisfaction as a mediator both directly and indirectly. Moreover, the study found partial mediation of knowledge worker satisfaction between knowledge management processes and project success.Practical implicationsThe current research identifies that entrepreneurial leadership may play a role in fostering knowledge management processes in project-based organizations (e.g. software industry) that can use the knowledge management processes to increase their chances of project success. More broadly, the current study contributes to the entrepreneurial leadership, knowledge management processes, knowledge worker satisfaction and project success existing literature and strengthens the relationship and suggest that how project manager's value knowledge worker satisfaction and help organizations gain competitive advantage and project success.Originality/valueAlthough there is an increased significance of knowledge management in the software industry, there is a lack of research that examines the enabling factors and outcomes of knowledge management practices. The present study is one of the first studies to ascertain the relationship of entrepreneurial leadership, knowledge management processes, knowledge worker satisfaction and project success. This is one of the initial researches that not only empirically examines the interrelationships among these variables but also enlighten insights into the current literature by instantaneous investigation of the mediating role of knowledge worker satisfaction.
