Managing the Impacts of Human Activities on Fish Habitat: The Governance, Practices, and Science

<em>Abstract</em>.—Artificial reefs quickly became important in Malaysian fisheries management after their introduction in the 1970s. Their popularity lies in their potential for rehabilitating and enhancing coastal resources, particularly after the establishment of legal protection for coastal resources via regulations regarding fishing zonation in 1985. These human-made substrates were created from various materials, from tires to concrete structures. These structures were meant to create permanent sites conceptually similar to traditional artificial reefs deployed by local fishers that were more temporary in nature. Studies conducted up to the 1990s indicated that artificial reefs had the potential to bring resource users and managers together to establish a community-based management of small-scale coastal fisheries. However, the degree of progress made toward using artificial reefs to bring together users and managers remained obscure. Subsequently, a case study conducted between 2008 and 2010 used the sustainable livelihood approach to gain the perspectives of small-scale fishers on artificial reefs in Terengganu. This paper revisits the potential and challenges of using artificial reefs to implement a community-based fishery management approach. Focus is given to the institutional arrangements, both indigenous and official, that mediate the use of artificial reefs by small-scale fishers in Setiu. While many enabling factors exist, institutional weaknesses that impede a more inclusive management structure also persist. The importance of leveraging traditional fishing codes of conduct to manage access to artificial reefs is highlighted as the key to realizing the potential of deploying artificial reefs to enhance livelihoods based on sustainable fisheries resources.

Abstract Artisanal and small-scale mining (ASM) has long been a vital source of livelihoods for rural populations in the global South. Yet, it has also been linked to a host of social, political and environmental adversities, including violent conflict. As environmental peacebuilding increasingly stresses the importance of livelihood improvement as a means of fostering peace in conflict-affected extractive societies, ASM formalization has been identified as a solution to mitigate the sector's challenges, thereby addressing underlying causes of conflict. This article critically investigates the contribution of ASM formalization to sustainable peace by focusing on its impact on the livelihood dimension of peacebuilding. It analyses the livelihood impact of three formalization interventions in the diamond sectors of two countries: cooperatives in Liberia, and, in Sierra Leone, ethical sourcing schemes and a community-based natural resource management initiative. In line with calls for a paradigm shift from a narrow legalization-centred understanding of formalization to a broader approach that accounts for livelihood quality, the analysis presented here focuses on interventions that were informed by the ideal of improving the well-being of ASM workers and communities. We propose three pathways through which ASM formalization could potentially contribute to livelihood enhancement: income security, working conditions and community benefits. Based on fieldwork, this article highlights the challenges of generating livelihood improvements through formalization. Even when specifically designed to address the needs of ASM communities, during implementation, they risk prioritizing a narrow conceptualization of formalization and thus failing to become a conductor of transformative change.

The repercussions of reforming an agricultural market are mainly observed at the most vulnerable segment of the value chain, namely, the producers. In the current commodity market created with trade through the Ethiopian Commodity Exchange (ECX), coffee is less traceable to its producers. Only cooperatives that sell certified coffee through the unions they belong to, are allowed to bypass the more commodified ECX market. This study aims to investigate if small-scale coffee producers in southwestern Ethiopia that sell coffee through the certified cooperative are better off. It is assumed that the coffee sales through, and membership of, a cooperative, allows farmers to improve their coffee production as well as to improve other aspects of their livelihood. A sustainable livelihood approach was used as the inspiration for the welfare indicators that needed to be considered, data collected amongst members and non-members of certified cooperatives, and a propensity score model to investigate the impact of cooperative membership on the livelihood indicators. Results suggest that members of certified cooperatives indeed receive, on average, better prices. Yet, no evidence was found that indicates that the higher price is translated into better household income. Furthermore, coffee plantation productivity of those members who were interviewed was lower than that of the non-members. This finding could explain the failure to find an overall effect. Since the majority of the producers’ income emanate from coffee, a sustainable way of enhancing the productivity of the coffee could revitalize the welfare of the coffee producers.

Secara teoritis, praktek pengelolaan sumberdaya laut secara co-management lahir sebagai kritik terhadap pengelolaan yang bersifat sentralistik, seperti yang selama ini dipraktekkan di Indonesia dan community-based management. Kedua praktek pengelolaan sumberdaya laut ini memiliki kelemahan, yang diantaranya disebabkan oleh ketiadaan sinergi antara pemerintah dengan masyarakat (user group). Praktek co-management sebagai alternatif untuk mendorong terjadinya sinergi antar semua stakeholder terkait dalam pengelolaan sumberdaya laut. Penelitian ini mencoba mempelajari penerapan Co-fish di Kabupaten Lombok Timur- Nusa Tenggara Barat, yaitu pengelolaan sumberdaya laut yang dilakukan dengan pendekatan co-management dengan melibatkan stakeholder terkait. Bagaimana mekanisme dan dampaknya terhadap masyarakat binaannya serta bagaimana kekuatan dan kelemahannya yang didasarkan pada prinsip pendekatan co-management. Penelitian ini dilakukan melalui pendekatan kualitatif. Tittle: Co-management of Marine Resource : Lesson Learnt from the Management Model of Co-Fish in Lombok Timur District, Nusa Tenggara Barat Province.Theoritically, the practice of marine resource management was created as a criticied of centralistic management wich being, that was practiced in Indonesia for a long time , and community-based management. Both of these practices of marine resource management have weaknesses, caused by the inexistance of cooperation between government and society (user group). actice of co-management is an alternative option to push a cooperation among all of related stakeholder in marine resourcemanagement. The research to study the implementation of Co-Fish in Lombok Timur District, Province of Nusa Tenggara Barat. Marine resources management was carried out by co-management approach involving related srakeholders. The mechanism and impact of the implementation of Co-fish to the society, and how the strengths and weaknesses of Co-fish based on principal of co-management approach were analsed with qualitative approach.

Generation of solid waste (SW) is a major problem in urban areas, thus its management is one of the important obligatory functions to not only urban local authority but also for the inhabitants. The citizens expressed their concerns about the waste management system in KCC and associated problems that they are encountering. Waste generation in Khulna City Corporation is around 455 tons of municipal solid waste/day and generation rate is now 0.75 Kg/capita/day on an average. Existing public utility services and facilities are not adequate to meet the demand of disposing these massive amounts of wastes and that’s why several problems are arising. There are some deterrents in the KCC’s solid waste Management system, arising from both the city corporation authority and the citizen of different levels. With a view to address the problem from through community participation, this paper intends to evaluate the potential of community based solid waste management approach in context of Khulna city.
