A New Era of American Intervention: The Truman Doctrine, the Marshall Plan and the Beginning of the Cold War

The article is devoted to the history of elaboration, adoption and implementation of the Truman Doctrine and the Marshall Plan in the context of the Soviet-Turkish Relations. The authors observe these two key US external policy’s initiatives of the beginning of the Cold War for the analysis of the influence of geopolitical confrontation between the superpowers on the state of relations between Moscow and Ankara. The economic aid programs were significant leverages of the US influence on shaping the postwar system of international relations, which impacted decisively on the Turkish postwar foreign policy, especially toward the USSR, and predetermined to a large extent its further policy in the Cold War. The current article considers the reasons for rapprochement between the US and Turkey stands on the relations with the USSR, analyses the process of elaboration and adoption of aid plans for Turkey and the outcomes of their implementation. The article explores the origins of the US-Turkey cooperation based on sharing the common stance on confronting Moscow and can be used as a source of information on the Russian-Turkish relations problem in historical context.

Now that more than a decade and two American presidencies have come and gone since the end of the Cold War, the United States has articulated no new grand strategy to address the novel security demands of the new age. There is nothing remotely comparable to the Truman Doctrine and the Marshall Plan that so radically reoriented U.S. strategic policy at the start of the era now ended. No doubt, the reasons for that absence have something to do with the "if-it-ain't-broke" dictum. Confrontation and deterrence ev- idently worked to win the Cold War and, by this logic, should continue to serve the nation's security into the murky future.

Kennedys presidency marked a new era, but not to the extent of fulfilling Israel’s goals. It stopped treating Jewish emigration to Israel as escalating the conflict with the Arabs, and took Israel’s security issues more seriously. That led to the American decision to supply Israel with the Hawk missiles, although Israel was disappointed because they were defensive missiles, while Egypt had already offensive weapons, such as bombers and missiles. However, US was trying hard to convince Egypt side with the west by launching a new initiative to solve the Arab refugee question. Israel knew the return of the refugees would be the equivalent of the annihilation of the state of Israel. Ben-Gurion met Kennedy but could not convince him that Israel should be treated as an ally. Kennedy did not promise the immediate supply of Hawk missiles, and warned Israel against developing nuclear weapons, which would damage American-Israeli relations, In view of Soviet–Arab alliance Israel was left with no choice but to build the Dimona nuclear facility, thus gaining a powerful bargaining card.

This chapter deals with the term of the Committee of Information from 1947 to 1949, which introduced a variety of proposals for accountability. It points out how solid Western state domination of the General Assembly and the states' manipulation of UN procedure prevented much of the proposals for accountability from being accomplished. It details the importance of the Cold War in shaping discussion of the UN role in the nontrust dependent territories as the Soviet bloc worked to use colonialism as a propaganda weapon against the West across UN forums. The chapter outlines proponents of an activist UN role in the Chapter XI territories built on the creation of the Ad Hoc Committee on the Transmission of Information to advance a variety of proposals for accountability. It looks at the Truman Doctrine, Marshall Plan, Berlin Blockade, creation of the North Atlantic Treaty Organization, and other international developments that marked the superpower confrontation in Europe.

This chapter examines how the world was divided into two opposing blocs, East and West, during the period 1945–1948. It begins with a discussion of the Marshall Plan, focusing on its implementation and its Cold War consequences, and the Western economic system. It then considers the Soviet Union’s takeover of Eastern and Central Europe, with emphasis on the split between Soviet leader Joseph Stalin and Marshal Tito of Yugoslavia. It also looks at the struggle for influence in East Asia and concludes with an assessment of the division of Germany. The chapter suggests that the Berlin crisis was in many ways a symbolic crisis in a city which came to epitomize Cold War tensions until 1989; the crisis has also been regarded as an important cause of the militarization of the Cold War and the formation of NATO.

During the twenty year period of 1945 through 1965 perhaps the most dramatic example of presumed presidential opinion leadership is President Truman’s speech proclaiming what came to be called the Truman Doctrine. Delivered to Congress and broadcast across the nation on radio, the speech has been widely acknowledged as establishing the temper of postwar U.S. foreign policy. Historians whether sympathetic or critical of the Truman administration agree that this speech more than any other single event marks the beginning of the Cold War between the United States and the Soviet Union. Moreover, its implications for the future did not require hindsight available only to historians. Immediately, contemporaries in Washington and abroad grasped that President Truman was advocating a fundamental change in the U.S. responsibility and posture toward the world.
