Phan Chau Trinh (1872 – 1926) was a leader of the Duy Tan Movement. With his conception of the position and role of the people, he left a bold mark on the nation’s development history from the end of the nineteenth century to the beginning of the twentieth century. From analyzing and clarifying the main contents and limitations of Phan Chau Trinh’s conception of the position and role of the people, the article has also raised its meaning for promoting the role of the people in the present period.

To the dismay of today's social progressives, the Argentine Catholic church addresses the moral situation of its people but also shies away from specific political positions or other hint of secular involvement. At the beginning of the twentieth century, the church set out to secure its place in national leadership by strengthening religious institutions and withdrawing clergy from politics. The church struggled to overcome a heritage of organizational weakness in order to promote evangelization, that is, to extend its spiritual influence within Argentina. The bishop of the central city of Córdoba, Franciscan Friar Zenón Bustos y Ferreyra (1905-1925), reinforced pastoral care, catechesis, and education. After 1912, as politics became more heated, Bustos insisted that priests abstain from partisan activities and dedicate themselves to ministry. The church casts itself in the role of national guardian, not of the government, but of the faith and morals of the people.

This book reviews the role of British Foreign Secretaries in the formulation of British policy towards Japan from the re-opening of Japan in the middle of the nineteenth century to the end of the twentieth century. It also takes a critical look at the history of British relations with Japan over these years. Beginning with Lord John Russell (Foreign Secretary 1859-1865) and concluding with Geoffrey Howe (Secretary of State for Foreign & Commonwealth Affairs, 1983-1989), the volume also examines the critical roles of two British Prime Ministers in the latter part of the twentieth century, Edward Heath and Margaret Thatcher, who ensured that Britain recognized both the reality and the opportunities for Britain resulting from the Japanese economic and industrial phenomenon. Heath’s main emphasis was on opening the Japanese market to British exports. Thatcher’s was on Japanese investment. This volume is a valuable addition to the Japan Society’s series devoted to aspects of Anglo-Japanese relations which includes ten volumes of Britain & Japan: Biographical Portraits as well as British Envoys in Japan.

Corporations have limited responsibilities in international law but enjoy far-reaching rights and privileges. International legal debates often conceive of this issue as a problem of business accountability for human rights violations. Conceptually, the issue of corporations in international law has focused on whether or not they are, or ought to be, recognized as ‘subjects’ of responsibility in international law and on the adequate conceptual analogy to the corporation. The introduction presents an alternative way of thinking about the role of international law and its relevance to the private business corporation. It traces the emergence of the contemporary legal architecture for corporations in international law and shows how modern international law constitutes a framework within which businesses and governments allocate resources and responsibilities—a framework that began to operate as early as the late-nineteenth century and continued throughout the twentieth century.

The secularizing efforts of the Spanish Second Republic met fierce resistance from Catholics and the Church. Local authorities spearheaded secularization in an unclear legal context, yet they also attempted to mediate between different demands, while protecting Catholic sentiment and respecting property rights. Cemeteries and funeral processions were a key battleground in a ‘culture war’ which straddles the nineteenth-century preoccupation with the role of religion in the lives of Spanish citizens and the intensity of interwar conflict, the bitter struggles to occupy public space, and the mobilization of antagonistic conceptualizations of the ‘people’.

This chapter considers how gay identities—and so gay affections—were formed in the course of the twentieth century, building on the late nineteenth-century invention of the ‘homosexual’. It also considers earlier construals of same-sex affections and the people who had them, the soft men and hard women of the first century and the sodomites of the eleventh. It thus sketches a history of continuities and discontinuities, of overlapping identities and emotional possibilities. The chapter resists the assumption that gay identity and experience can be reduced to anything less than the multitude of gay people, and that as Christians they have to give an account of themselves in a way that heterosexual Christians do not. The chapter warns against thinking gay identity undone in Christ.

Drawing on examples from Danish and Norwegian history, this article traces the ideological origins of Nordic democracy. It takes as its starting point the observation that constitutional theories of democracy were rather weak in the Nordic countries until the mid-twentieth century; instead, a certain Nordic tradition of popular constitutionalism rooted in a romantic and organic idea of the people was central to the ideological foundations of Nordic democracy. This tradition developed alongside agrarian mobilization in the nineteenth century, and it remained a powerful ideological reference-point through most of the twentieth century, exercising, for instance, an influence on debates about European integration in the 1960s and 1970s. However, this tradition was gradually overlaid by more institutional understandings of democracy from the mid-twentieth century onwards, with the consequence that the direct importance of this folk’ish heritage declined towards the late twentieth century. Nevertheless, clear echoes of this heritage remain evident in some contemporary Nordic varieties of populism, as well as in references to the concept of folkestyre as the pan-Scandinavian synonym for democracy.

Abstract In this article I briefly examine the perceived role of Brazil, Russia, India, China, and South Africa—also known as the BRICS—as an alternative to the West in the Global South. Their patterns of development must be placed in the context of the West’s development prior to and during the twentieth century. In fact, the burden of “development” remains on the shoulders of the people on the peripheries of the Americas and Africa.

This chapter presents an analysis of Italy's administrative history. It looks at the historical development of Italian public administration and administrative law in Italy beginning from the nineteenth century. The chapter then proceeds to the first half of the twentieth century, focusing primarily on the policies of Prime Minister Giovanni Giolitti, which saw a marked rise in changes and developments within administrative law. Also of note during this period was the role of administrative law during the era of fascism in Italy. The latter half of the twentieth century would mark a departure from this period, focusing mainly on liberal administrative law and the Republic. Finally, the chapter turns to the features of administrative law in the twenty-first century, before closing with some concluding remarks on the features peculiar to Italian administrative law.

Tikoloshe, “a Bushman, outa Hendrik” and denialist close readingsThis article explores in two main sections the changing perceptions of Afrikaner folklorists and literary critics on the origins of selected indigenous Southern African oral tales. With the emergence of Afrikaner Nationalism at the end of the nineteenth century, young Afrikaner activists often incorporated indigenous folktales in the development of a nascent Afrikaans literary tradition. Initially, the origins and the authenticity of such written-down versions of performances were rarely in dispute. However, around the mid-twentieth century, a period that coincides with a more confident Afrikaner Nationalism, Afrikaner folklorists came to doubt these original explanations. One prominent scholar in particular advanced views that seemed to favour European influence and structural refinement rather than indigenous origination. The second section ties in with the first in a discussion of the tale, “Klein Riet-alleen-in-die-Roerkuil” from “Dwaalstories en ander vertellings” (1927) by Eugène N. Marais. An intinerant storyteller, Hendrik, originally performed the tale which Marais, immediately following the performance, committed to print. Lately a body of scholarly literature, mostly close readings, came about which diminishes the role of the initial performer in favour of Marais’ writerly aesthetics. The article takes issue with these interpretations and argues for the restoration and recognition of Hendrik’s role as the creator of the initial performances.

Late nineteenth-century journalistic criticism in Vienna offers many precedents for Paul Bekker's interpretation of the symphony. Beethoven's symphonies provided the model for an aesthetics of the genre-couched in metaphors connecting it to "the people"-that motivated the reception of works by Brahms and Bruckner. Activists who wished to inaugurate symphonic Volksconcerte in the city took the figurative utopian function of the genre literally. Though their efforts were confounded not only by institutionalized elitism but also by the preferences of the Viennese Volk for other kinds of music, their work bore fruit in the early twentieth century with the founding of the Wiener Konzertverein and the Arbeiter-Symphonie-Konzerte.
