To ensure the food security of the country, it is necessary to harvest grain seeds annually by agricultural producers. Drying is the most important, energy-intensive and time-consuming post-harvest stage in seed preparation. At present, convective drying with a constant heat supply is the most widespread on the territory of the Russian Federation. To intensify the convective drying process, it is preferable to use the differentiation of heat supply. In order to implement these measures, the possibility of using a heat pump installation of an original design, developed by scientists of the Federal State Budgetary Educational Institution of Higher Education of the State Agrarian University of the Northern Trans-Urals, is presented. Abstract. The paper presents the description and operating principle of energy-saving mini-grain dryers for drying small grain batches on farms using conductive and convective drying methods and the process of grain cooling with heat obtained from a traditional heat source and a heat carrier prepared with a solar collector or a charged heat storage. (Research purpose) To develop and study a compact energy-saving grain dryer, with a heat supply system based on both a traditional source and a heat transfer fluid heated by a solar collector or a charged heat storage. (Materials and methods) The authors have carried out experimental studies of the drying process of wheat grain to determine the effectiveness of the developed unit for grain drying; the main condition for saving energy has been taken as the minimization of the total unit cost of the evaporation of one kilogram of moisture. (Results and discussion) The authors have conducted a two-factor experiment to determine the main optimal parameters affecting the grain drying process - the speed of grain movement in the conductive chamber and the temperature of the heating surface of its casing based on the calculated mathematical model. In the first variant, the drying process was carried out only by the conductive method using the heat from a traditional energy source. In the second variant, the drying was carried out by successive use of conductive and convective methods, and the grain was cooled using both thermal energy received from a traditional source and solar radiation heat along with the heat of the spent heat carrier. (Conclusions) The study has revealed that the most effective option in terms of saving thermal energy is grain drying with the consistent use of conductive and convective drying methods followed by grain cooling. The heat supply of the drying unit was partially carried out by using the heat of solar radiation and the heat obtained from the spent coolant recycling. In this optimal variant, the heat consumption for evaporation of one kilogram of moisture from the grain is minimal and amounts to 1.53-2.50 MJ per kilogram with a grain movement speed of in the dryer of 0.007-0.011 m per second and a heating surface temperature of 85-91 degrees Celsius.

The reform of the control and supervison activities of the Russian Federation authorities is studied in the article on the example of the implementation of the federal state energy supervision. The provisions are compared related to the current federal laws on the state control (supervision), and those that will enter into force on July 1, 2021. The implementation of a risk-oriented approach in the activities of Rostechnadzor, and the changes during inspections and implementation of such a new control activity as an inspection visit are also considered in the article. These changes are associated with a decrease in the administrative burden on the activities of the organizations controlled by Rostechnadzor. This will be facilitated by greater transparency of the procedures for control activities, the implementation of a risk-oriented approach, simplification of the procedure for appealing an audit, and a reduction in the period for conducting an audit. With the implementation of a risk-oriented approach in 2018 in the Provision on the implementation of the federal state energy supervision and assignment of risk categories to the controlled organizations within the framework of the federal state energy supervision, the unscheduled inspections are carried out, and from 2021, the scheduled inspections will begin. Introduction of the checklists into the inspection procedure should affect the clarity of the inspection procedure itself and the interaction of control bodies and controlled organizations. Also, the issues of special administrative and legal bases for conducting control activities in terms of the implementation of state control in the field of electric power and heat supply, in the field of energy saving and compliance with the requirements of protected zones require further consideration. Changes are proposed to the checklists regarding the implementation of the federal state energy supervision and the allocation of specific sections in them.

Subject. Under the current circumstances, the State and commercial banks invent how to support agricultural producers due to the high priority of agriculture for the national security and the high standards of living of people. Soft financing is a mechanism the State uses to support agricultural enterprises, thus stimulating the agricultural production through debt finance. Objectives. I identify distinctions and determine positive and negative aspects of soft financing granted for agricultural producers. Methods. I referred to official data of the Federal State Statistics Service of the Russian Federation, Ministry of Agriculture of the Russian Federation, Russian Agricultural Bank. I applied methods of analysis and synthesis, induction and deduction, the systems approach. Results. I analyzed typical traits of soft financing to agricultural enterprises. The article indicates the role of authorized banks as systemically important credit institutions in Russia as part of the soft financing mechanism. I conducted the comparative analysis of commercial lending and soft financing to businesses, pointed out key differences between their mechanisms. The article spotlights the shortage of working funds, which results from distinctions of the agricultural sector. I investigated the impact of the sectoral and intrasectoral specifics of agriculture on the lending process. Referring to the key differences of commercial lending and soft financing to agricultural producers in the Russian Federation, I figured out positive and negative aspects of soft lending. Conclusions and Relevance. Agricultural producers operate, being exposed to high risk. Therefore, commercial banks take risks into account when setting up the cost of loans. High rates on loans are unaffordable for the majority of small and medium-sized agricultural businesses, thus complicating the finance of agricultural producers’ operations. Agricultural enterprises demonstrate a rather low profitability, thus impeding the performance of lending principles, such as repayment, timeliness, serviceability.
