Chapter Five examines Cuba’s provision of formal political asylum to political dissidents from the United States. Focusing on black radical activists such as Robert F. Williams, Eldridge Cleaver, Assata Shakur, Nehanda Abiodun, William Lee Brent, Charlie Hill, and Huey Newton, and organizations such as the Black Panther Party and the Republic of New Afrika, the chapter explores the role that political exile and asylum has played within the larger relationship between the Cuban Revolution and the African American freedom struggle, and the impact of this engagement upon U.S.-Cuba relations amid the Cold War and the War on Terror. While some U.S. black activists looked to the Cuban Revolution as a hemispheric beacon of hope, Cuba in turn looked to U.S. black activists as allies in its geopolitical struggle with Washington, viewing the African American freedom struggle as its best hope for a radical ally in its northern neighbor.

This book explores the evolving internationalism of the Black Panther Party (BPP); the continuing exile of former members in Cuba is testament to the lasting nature of the international bonds that were forged during the party's heyday. Founded in Oakland, California, in October 1966, the BPP began with no more than a dozen members. Focused on local issues, most notably police brutality, the Panthers patrolled their West Oakland neighborhood armed with shotguns and law books. Within a few years, the BPP had expanded its operations into a global confrontation with what Minister of Information Eldridge Cleaver dubbed “the international pig power structure.” This book traces the shifting intersections between the black freedom struggle in the United States, Third World anticolonialism, and the Cold War. By the early 1970s, the Panthers had chapters across the United States as well as an international section headquartered in Algeria and support groups and emulators as far afield as England, India, New Zealand, Israel, and Sweden. The international section served as an official embassy for the BPP and a beacon for American revolutionaries abroad, attracting figures ranging from Black Power skyjackers to fugitive LSD guru Timothy Leary. Engaging directly with the expanding Cold War, BPP representatives cultivated alliances with the governments of Cuba, North Korea, China, North Vietnam, and the People's Republic of the Congo as well as European and Japanese militant groups and the Palestinian Liberation Organization.

AbstractSince December 1997, the Democratic People’s Republic of Korea (DPRK), the People’s Republic of China (PRC), the Republic of Korea (ROK), and the United States have met in a series of talks aimed at promoting peace and stability on the Korean peninsula and in the region. According to a November 1998 U.S. Department of Defense report, the discussions have created a “diplomatic venue for reducing tensions and ultimately replacing the Armistice Agreement with a permanent peace settlement.”1 Amidst the tragic human suffering which has occurred in North Korea, there have been some encouraging developments on the peninsula. The 1994 Agreed Framework between the United States and North Korea placed international controls on North Korea’s atomic energy program and cautiously anticipated the normalization of U.S.-DPRK relations. Since assuming power in early 1998, South Korean President Kim Dae Jung has vigorously pursued a policy of engagement with P’yo¨ngyang, known as the “sunshine policy.” Over the past decade, North Korea has also reoriented its foreign policy. In the early 1990s, the regime’s social and economic crisis led to a rethinking of its autarkic economic system. By early 1994, the state had created new free trade zones and relatively open foreign investment laws.2 By complying with the Agreed Framework, the DPRK has also shown a willingness to work with the international community on sensitive issues affecting its internal sovereignty and ability to project power beyond its borders.

Abstract: The profound changes experienced by the international political system from 1988 to 1992, subsumed under the rubric ``the fall of Communism,'' suggest an opportunity for changes in the way North American television news would report on events in Cuba. This article examines major network news coverage of Cuba in Canada (CBC and CTV) and in the United States (ABC, CBS, and NBC) from 1988 through 1992. Given the different histories of Canadian-Cuban and U.S.-Cuban relations since the revolution, the extent of similar negative coverage of the island in both countries' reporting is somewhat surprising. Also, it is apparent that the end of the Cold War did not change, in any fundamental way, the frames employed by television news in its coverage of Cuba. Résumé: Les changements profonds dans le système politique international qui ont eu lieu de 1988 à 1992, et qu'on décrit généralement comme marquant la "chute du communisme", indiqueraient la possibilité d'un changement dans la façon que les chaînes nord-américaines auraient de rapporter les événements dans leurs programmes d'information sur le Cuba. Cet article examinera les programmes d'information des chaînes canadiennes les plus importantes (CBC et CTV) et de celles des États-Unis (ABC, CBS et NBC) de 1988 jusqu'à 1992. Étant donné l'évolution différente dans les relations Canada / Cuba et États-Unis / Cuba depuis la révolution cubaine de 1959, nous avons été frappés par le degré de ressemblance entre les reportages négatifs sur le Cuba faits par les chaînes des deux pays nord-américains. Would the existing powerlessness of American unions be much different had organized labor not been the focus of cold-war repression in the late 1940s and 1950s? How did workers experience the anticommunist upsurge and reshape their political alliances in light of what some have called America's darkest political hour? American Labor and the Cold War is a collection of smart and challenging essays that examine the impact of cold war politics on organized labor and the labor-left. The authors explore the historical impact of the cold war and the constraints placed on working class political power in the United States immediately following the Second World War. They argue that the cold war on labor reflected a process that was driven by state-organized repressive measures that were sustained by regional political-cultural traditions and in some cases high levels of working-class conservatism. The essays highlight the efforts of conservative labor leaders to take control of left-led unions, purging Communist Party (CP) activists and their allies and the ways in which communists sought to resist the radical right-wing movement in their unions and surrounding communities.

This chapter provides an in-depth account of the relationship between the U.S. intelligence apparatus and its private outriders, from the earliest days of the Republic to the end of the Cold War. Covering such a large period sheds light on the deep roots, the broad evolution, and the multiple opportunities and risks accompanying intelligence outsourcing. In the United States, the legitimacy of the federal government has always been entwined with the private sector and this is related to the values underpinning American political culture. As a result, the private intelligence industry continued to thrive, deepen and diversify its involvement in national security affairs when the federal government established itself more firmly in this realm. The institutionalization of intelligence in the twentieth century was accompanied by the diversification and formalisation of the ties between the intelligence community and its contractors. Contractors and their government sponsors share the responsibility for some of the greatest achievements and controversies in U.S. intelligence history, from the success of the U2 spy plane to the excesses of Project MKUltra. The history of U.S. intelligence is characterized by successive movements of expansion and regulation through which outsourcing and accountability have become increasingly intertwined.

This chapter examines US foreign policy in Latin America and the historical evolution of US relations with the region. It first considers the Monroe Doctrine and manifest destiny, which sought to contain European expansion and to justify that of the United States under an ethos of hemispherism, before discussing the projection of US power beyond its frontiers in the early twentieth century. It then explores the United States’ adoption of a less unilateral approach during the depression of the 1930s and an aggressively ideological approach in the wake of the Cuban Revolution. It also analyzes US policy towards the left in Central America, where armed conflict prevailed in the 1980s, and in South America, where the Washington Consensus brought an end to the anti-European aspects of the Monroe Doctrine by promoting globalization. Finally, it looks at the impact of the Cold War on US policy towards Latin America.

Though the Cold War ripped apart the almost century-long sporting connection between Cuba and the United States, Major League Baseball’s (MLB) color line and interference in Cuban and Mexican baseball had already stressed this relationship to the breaking point. The Cuban Revolution triggered the island nation’s final departure from the sporting empire that MLB had created and opened the way for the Dominican Republic to become the most important source of talent in professional baseball. Cuba, however, set its own course, building a noncommercial alternative in which sport became a right of the people and a means of statecraft.

This article explains how Latin American governments responded to the Cuban revolution and how the “Cuban question” played out in the inter-American system in the first five years of Fidel Castro's regime, from 1959 to 1964, when the Organization of American States imposed sanctions against the island. Drawing on recently declassified sources from Argentina, Chile, Mexico, Uruguay, and the United States, the article complicates U.S.-centric accounts of the inter-American system. It also adds to our understanding of how the Cold War was perceived within the region. The article makes clear that U.S. policymakers were not the only ones who feared Castro's triumph, the prospect of greater Soviet intervention, and the Cuban missile crisis. By seeking to understand why local states opposed Castro's ascendance and what they wanted to do to counter his regime, the account here offers new insight into the Cuban revolution's international impact and allows us to evaluate U.S. influence in the region during key years of the Cold War.
