Since 2016, China has engaged in a nationwide effort to "merge" AI and neuroscience research as a major part of its next-generation AI development program. This report explores China’s AI-brain program — identifying key players and organizations and recommending the creation of an open source S&T monitoring capability within the U.S. government.

Globally, there is an emergence of open source consortia focused on the sharing of resources and code, and a desire to promote an open source approach generally. In this paper, we describe our findings from interviews with participants working in two relatively new consortia in the government sector: the Government Open Code Collaborative or GOCC, and the Open Source Software Institute or OSSI. For each case we consider six major questions: (1) How and why did these collaborative efforts begin? (2) What are their motivations? (3) How are these collaborative efforts governed? (4) What communication and collaborative infrastructure do they utilize? (5) What software do they focus on? and, (6) What is their current status? Our findings suggest that incentives, membership structures, stable paid staff, concentrated focus and attention to the creation and delivery of “value” to participating organizations are important factors leading to successful open source consortia.

The article suggests an approach to revelation anthroponymic markers of the integrated national cultural space, the creation and the preservation of which acquired especial significance in the 21st century due to the rapid globalization. Obviously, that proper names, which carry multifaceted historic and cultural information concerning people's life, constitute the major part of Russian cultural basis. Thus, the question arises, how to find these proper names in such a vocabulary diversity. Correspondingly, the exploration of proper names and theirs value on regional level using objective experimental data, can be considered as a “filtr” for the detection of such proper names. The experience of conducting such explorations of Smolensk's onomastic material is described in this article.

In a precision agriculture context, the amount of geospatial data available can be difficult to interpret in order to understand the crop variability within a given terrain parcel, raising the need for specific tools for data processing and analysis. This is the case for data acquired from Unmanned Aerial Vehicles (UAV), in which the high spatial resolution along with data from several spectral wavelengths makes data interpretation a complex process regarding vegetation monitoring. Vegetation Indices (VIs) are usually computed, helping in the vegetation monitoring process. However, a crop plot is generally composed of several non-crop elements, which can bias the data analysis and interpretation. By discarding non-crop data, it is possible to compute the vigour distribution for a specific crop within the area under analysis. This article presents QVigourMaps, a new open source application developed to generate useful outputs for precision agriculture purposes. The application was developed in the form of a QGIS plugin, allowing the creation of vigour maps, vegetation distribution maps and prescription maps based on the combination of different VIs and height information. Multi-temporal data from a vineyard plot and a maize field were used as case studies in order to demonstrate the potential and effectiveness of the QVigourMaps tool. The presented application can contribute to making the right management decisions by providing indicators of crop variability, and the outcomes can be used in the field to apply site-specific treatments according to the levels of vigour.

AbstractIn this paper, we describe the creation of an open-source, finite-state based system for back-transliteration of Latin text in the Indian language Marathi. We outline the advantages of our system and compare it to other existing systems, evaluate its recall, and evaluate the coverage of an open-source morphological analyser on our back-transliterated corpus.

AbstractObjectivesA panel of emergency medicine (EM) leaders endeavoured to define the key elements of leadership and its models, as well as to formulate consensus recommendations to build and strengthen academic leadership in the Canadian EM community in the areas of mentorship, education, and resources.MethodsThe expert panel comprised EM leaders from across Canada and met regularly by teleconference over the course of 9 months. From the breadth of backgrounds and experience, as well as a literature review and the development of a leadership video series, broad themes for recommendations around the building and strengthening of EM leadership were presented at the CAEP 2015 Academic Symposium held in Edmonton, Alberta. Feedback from the attendees (about 80 emergency physicians interested in leadership) was sought. Subsequently, draft recommendations were developed by the panel through attendee feedback, further review of the leadership video series, and expert opinion. The recommendations were distributed to the CAEP Academic Section for further feedback and updated by consensus of the expert panel.ResultsThe methods informed the panel who framed recommendations around four themes: 1) leadership preparation and training, 2) self-reflection/emotional intelligence, 3) academic leadership skills, and 4) gender balance in academic EM leadership. The recommendations aimed to support and nurture the next generation of academic EM leaders in Canada and included leadership mentors, availability of formal educational courses/programs in leadership, self-directed education of aspiring leaders, creation of a Canadian subgroup with the AACEM/SAEM Chair Development Program, and gender balance in leadership roles.ConclusionsThese recommendations serve as a roadmap for all EM leaders (and aspiring leaders) to build on their success, inspire their colleagues, and foster the next generation of Canadian EM academic leaders.

This article sets out to present a new imagery for capturing the power and potential of Olympism in attempting to educate the next generation of sport consumers and decision makers. It is hoped that the new imagery can make a contribution on how to moderate and regulate the rampant commodification of sport. This new imagery begins with the need for physical educators to open their minds and instigate a critical orientation to thinking about sport and Olympic matters. It is argued that doing this might help in the creation of new possibilities and visions for Olympism and sport and allow us to confront some of the disagreeable contemporary concerns in sport that scholars have identified. The new imagery for Olympism is based on the development of a critical pedagogy that draws on the works of Apple, Freire and Kincheloe, and is re-contextualised for school physical education and sports programmes. It is concluded that decisions, behaviours and actions that are made at present actually propagate many of the policies that will be made tomorrow. It is argued that a critical pedagogy for Olympism is needed to address the many current disagreeable aspects of sport.
