The article examines the results of market reforms in Kazakhstan in the post-Soviet period, comparing the past and present. For 30 years, the market economy has decided only some of the most pressing issues of the economy. The full transition to private ownership, which began in the 1990s, is already in its infancy. To get out of the current crisis in Kazakhstan, it is necessary to change the direction of economic development. The state must take responsibility for these changes. The result in the country should be a model of mixed economy, offering different forms of ownership. At the same time, the state must control the spheres that facilitate the lives of people and play a key role in the security of the country.

The article is devoted to the study of the party model of Russian parliamentarism in post-soviet period. The focus is on the issues of party representation and its correlation with the distribution of the managerial positions and introduction of collective legislation at State Duma. These issues are examined from the point of view of reaching cross-party consensus and implementation of fair parliament party representation principle. According to the author Russian parliamentarism model aims at reaching full-fledged party consensus that corresponds better to the principles of popular representation than strict parliament polarization along the line of “authority-opposition”. Understanding of those issues by the majority of the players was noted from the very start of the State Duma activities, in spite of the acute conflicts in the 1990-ies.The author draws the conclusion that the equation of party representation continues to grow at the level of managerial positions in the parliament that allows to improve cooperation of the parties and to reduce authority and opposition conflicts. Thereby the Russian parliamentarism model makes an important contribution to the stabilization of socio-political situation of the country.

Effective counteraction to corruption remains relevant in some countries of Eastern Europe and the former Soviet Union, given that manifestations of corruption are a real obstacle to the realization of human rights, social justice, economic development and jeopardizes the proper functioning of a market economy. However, if such countries of the region, such as Poland, succeeded in ensuring the implementation of an effective anti-corruption policy, a number of post-Soviet countries, in particular Ukraine, faced significant obstacles to overcoming corruption and effectively implementing national anti-corruption policies. Therefore, within this article, a comparative legal analysis of the anti-corruption legislation of these countries has been carried out. The state of implementation of national anti-corruption policies and the formulated conclusions, which provide answers to the questions of improving the implementation of national anti-corruption policy, in particular Ukraine, are considered. Thus, the existence of modern national anti-corruption legislation that best meets the requirements and recommendations on which the state relies on relevant international treaties can be the key to successful anti-corruption efforts.

The article is devoted to ideas about the Soviet era, widespread in а village in the north-east of Crimea. The paper offers an analysis of how the community, formed around a partially preserved state farm, builds its own picture of historical time, expands the imaginary boundaries of the Soviet period, and also thinks of it not so much as the past, but as the past future. Particular attention is paid to the object that organizes its temporality — а time capsule, which was laid twice in the studied village (in 1967 and in 2017), as well as its connection with the teleology of modernism. The article compares letters to descendants, sealed in two time capsules, as well as additional documents sent to the future. The text of the 1967 letter is based on a progressive narrative and contains a list of economic indicators of the success of the Soviet economy. By contrast, the 2017 text creates a picture of an unstable time of change, in which the focus is not on the predictable future, but on the vague past and present. The author of the article explains the nostalgia for the Soviet era in the studied community by the reaction to the changes and crises of the post-Soviet period, and suggests using temporal logic in the research of post-socialism.

According to Dante, “Limbo” is the first circle of Hell located at its edge. Unlike other residents of Hell, the Limbo population suffers no torment other than their lack of hope. We argue that a lack of hope in post-Soviet Ukraine is expressed by a lack of conditions for a better future since the past is overrepresented in the present. Therefore, every movement transforms under the past’s pressure, changing its course in order to reproduce and perpetuate ghosts of what is long gone. We argue that the current state of Ukraine can be framed as “post-Soviet limbo.” If the great stability of the Soviet regime was a result of overregulation and extensive control, or of “uncertainty avoidance,” then a post-Soviet limbo is a result of “managing uncertainty” simultaneously influenced by Soviet legacies and neoliberal promises of growth, calculability, and deregulation on the part of the State. “Soviet legacies” are dominant and represent a mix of formal overregulation explicitly presented through laws and policies and informality which, according to some authors, became even more widespread in the post-Soviet period than it used to be under the Soviet rule. We do not aim to consider the past legacies as being opposite to neoliberal features and futures, but negotiate the way the two are interrelated and mutually reinforced in the present to produce the post-Soviet limbo. Ukraine’s performance of Opioid Agonist Therapy (OAT) coverage is consistently estimated as insufficient and needing further improvement. However, we argue that that there are two modes of OAT implementation in Ukraine: state-funded (formal) and privately-funded (informal). The latter’s size does not fall into official estimates since the national reports on OAT performance never include the numbers of patients involved in informal treatment. We suggest, that the informal mode of OAT implementation appeared as a result of contrasting efforts towards intensive regulation and extensive growth. To understand how these two modes are produced in the context of post-Soviet narcology, how they differ and where their paths cross, we analyze two types of texts: legal and policy documents regulating substance use disorder (SUD) treatment, mainly OAT; and qualitative data, including interviews with OAT patients and field notes reflecting the environment of OAT programs. Finally, the presented article seeks to answer how the state’s contrasting efforts to manage the uncertainty of SUD treatment through OAT regulation and implementation reproduce the post-Soviet limbo and, thus, people with SUD as “patients of the state” who are frozen in a hopeless wait for changes.

At the National Conference on Learning from Taching in Industry, held in Peking in May 1977, vice-premier of the State Council, Yu Ch'iu-li, first publicly mentioned the recreation of regional “economic systems.” Although there has been no reference to any administration for governing these regions, the use of the term “systems” (t'i-hsi), which must be “established,” suggests organized co-ordination on a regional basis. Several Hong Kong-based journals that report on current Chinese economic or political developments took note of Yu's remarks, speculating, respectively, that they were to serve economic development or defence goals, or that they might represent a concession to provincial leaders demanding autonomy. Thereafter, no further word of these regions surfaced for over four months. Then, in mid-September, in an article on socialist construction, the State Planning Commission drew attention again to these regions.

The article deals with environmental obstructions and limitations for a dynamic political and socioeconomic development of modern Russia. Environmental problems accumulated in the past decades, including problems that appeared in the "Soviet" period of the country's development, together with growing new environmental risks, become a serious obstacle to the progressive development of the country. Contemporary Russian manufacturing practices continue to use extensively anti-environmental obsolete technologies, which lead to increasing degradation of the natural environment and an increase in negative trends in the health of the population. The absence or limited use of remediation activities in extractive industries has led to the natural degradation of a number of territories in the country. Unfavorable socio-demographic characteristics of the development for modern Russia caused by the environmental factors hinder innovative development in all spheres of society in the present period; moreover, their increasing impact will be an obstacle to socio-economic development in the future. Additionally the article discusses long-term negative trends in the development of environmental policy and weakening of the ecological spectrum of civil society.

The article discusses the systemic obstacles to the sustainable development of territorial communities in the context of the historical transition from post-communist Ukrainian society, loaded with structures of the past social order, to the modern – in the process of modernizing the country. At the same time, special attention is focused on the factors blocking this development when reforming local self-government. These blockages include, above all, systemic nonlegal practices, the legitimacy of which is ensured not only by the inertia of the Soviet traditions of arbitrariness of the executive power, but also by certain laws of the post-Soviet period. This is especially noticeable in the field of public utilities and property management of territorial communities.

The article deals with the issues of socio-economic development of Ganja as one of the major cities of Azerbaijan and the main directions of local social policy related to the social problems of post-Soviet development. It is determined that there are positive changes in the improvement of the city, the expansion of its administrative borders, consistency in addressing issues of enhancing the quality of education and health, the development of tourism, services, and social assistance to vulnerable segments of the population. Meanwhile, the issues of providing jobs for various segments of the population, improving infrastructure, and regulating internal migration, including one as a result of the Nagorno-Karabakh conflict, are still to be resolved.

Chapter 5 discusses how, in the past three decades, black southern Pacific traditional music has been recast as a touchstone for cultural difference through its mobilization by black artists, activists, and intellectuals and the Colombian state. Positing black identity in Colombia depended on what might be called a politics of resemblance, the couching of local black cultural practices in such a way as to be recognizable as legitimate bearers of credible difference. Once adopted by the state in the 1991 multicultural Constitution, the music of the Pacific has been taken up in a context of neoliberal multiculturalism, as a resource for a variety of divergent and even contradictory agendas, including economic development, social amelioration, governance, and local activism.
