The article deals with environmental obstructions and limitations for a dynamic political and socioeconomic development of modern Russia. Environmental problems accumulated in the past decades, including problems that appeared in the "Soviet" period of the country's development, together with growing new environmental risks, become a serious obstacle to the progressive development of the country. Contemporary Russian manufacturing practices continue to use extensively anti-environmental obsolete technologies, which lead to increasing degradation of the natural environment and an increase in negative trends in the health of the population. The absence or limited use of remediation activities in extractive industries has led to the natural degradation of a number of territories in the country. Unfavorable socio-demographic characteristics of the development for modern Russia caused by the environmental factors hinder innovative development in all spheres of society in the present period; moreover, their increasing impact will be an obstacle to socio-economic development in the future. Additionally the article discusses long-term negative trends in the development of environmental policy and weakening of the ecological spectrum of civil society.

Demographic crisis remains one of the main challenges to socio-economic development of Russia. The COVID–19 pandemic has aggravated preconditions for a possible recovery from depopulation. The present article substantiates the need to develop and approve the RF social doctrine upon completion of national projects in 2018–2024. The authors suggest their own approach to overcoming the socio-demographic crisis with regard to the long-term demographic dynamics in Russia. Various scenarios of the “post-coronavirus” future of both specific countries and the world as a whole are proposed.

In the era of the development of digital technologies, a low level of trust in the digital environment with the spasmodic growth of transactions becomes one of the challenges. In Russia, ensuring the accelerated implementation of digital technologies in the economy and social sphere is one of the national development goals. A high and stable level of trust of citizens and entrepreneurs in basic institutions largely determines the country’s ability to achieve socio-economic development. In turn, the confidence indicator also reflects the economic situation and the potential for socioeconomic development of the country. The purpose of the study is to assess the level of trust and its dynamics in Russian society for the period 2012–2018, using an indicator of confidence in business. The empirical base is the Edelman PR Worldwide analytical reports — “Edelman Trust Barometer”, the results of the annual Deloitte Millennial Survey, and the Doing Business analytical reports prepared by the World Bank and the International Finance Corporation. Despite the penultimate places of Russia in the ranking of the countries where the survey was conducted, there is a positive trend: an increase in the level of trust from 38% in 2016 to 41% in 2018 and, accordingly, a shift in the rating position from 27th place in 2016 to 25th place in 2018. The change in the level of confidence of Russian citizens was carried out in relation to four basic enlarged groups of institutions: government organizations, the media, business and non-governmental organizations. A long-term trend of the level of trust was built and its features in the Russian Federation revealed. Keywords: trust, digital economy, institutions, socio-economic development

The document is characterized by a systematic vision of the actual and perspective trends in the economic and social development of the country; the desire to use a scenario approach in setting the goals of the Concept; the intention to provide the formulated priorities with the necessary economic resources, institutional and legal innovations. Among these items of fundamental importance is the policy of developing economic and legal mechanism of federal relations and priorities’ setting for the state policy of regional development. After the Concept was adopted (this document is currently listed as valid in all databases), it was changed several times. The nature of these changes is very different, but their general vector is clearly visible: to remove from the document those benchmarks, targets, etc., which quite soon after the adoption of the document appeared to be clearly unattainable. The article discusses some of the key items of the Concept and the reasons why the document was not implemented.
