Virtual user engagement methods for working with stakeholders in China

<div> </div><div> <p>Climate services provide information to help better manage climate-related risks and opportunities in different sectors around the world. This requires work at the interface between scientific research and decision-making. Studies have found that climate services are most effective when they are co-developed and co-produced with the intended users of the services. To achieve this, climate service developments often involve scientists engaging with users and potential users, which traditionally has been most productive face-to-face, at least in the early stages of engagement and co-development to build relationships.  </p> <p>In March 2020, the COVID-19 pandemic dramatically restricted face-to-face engagement, particularly for international activities. Climate service providers and users had to suddenly adapt and find methods to engage with each other virtually. Here we discuss the software and methods that are being used to ensure that provider-user engagement could continue, despite international travel restrictions, with a specific focus on working with users in China as part of the Climate Science for Services Partnership China project; a collaboration between the UK Met Office and other UK partners, the China Meteorological Administration, and the Institute of Atmospheric Physics. Using examples from work on food security with the agriculture sector in Northeast China, we will showcase different climate service prototype products, such as brochures, information packs, and comic book storylines which are helping us to engage with and understand the requirements of multiple audiences despite the lack of in-person engagement.  </p> <p>Through this work, we have discovered additional benefits to virtual engagement, such as more frequent interactions with users, the ability to involve participants who wouldn’t usually be able to travel to attend events, and new metrics for evaluating climate services. These benefits will likely make virtual provider-user engagement a more common tool for developing and refining climate services with international partners in the future. We hope that the tools and methods presented here will help other climate service providers to conduct productive virtual provider-user engagement in the future, both in China and in other countries around the world. </p> </div>

AbstractThe Climate Science for Service Partnership China (CSSP China) is a joint program between China and the United Kingdom to build the basis for climate services to support the weather and climate resilient economic development and welfare in China. Work Package 5 (WP5) provides the translational science on identification of: different users and providers, and their mandates; factors contributing to communication gaps and capacities between various users and providers; and mechanisms to work through such issues to develop and/or evolve a range of climate services. Key findings to emerge include that users from different sectors have varying capacities, requirements, and needs for information in their decision contexts, with a current strong preference for weather information. Separating climate and weather services when engaging users is often not constructive. Furthermore, there is a need to move to a service delivery model that is more user-driven and science informed; having sound climate science is not enough to develop services that are credible, salient, reliable, or timely for diverse user groups. Greater investment in building the capacity of the research community supporting and providing climate services to conduct translational sciences and develop regular user engagement processes is much needed. Such a move would help support the China Meteorological Administration’s (CMA) ongoing efforts to improve climate services. It would also assist in potentially linking a broader group of “super” users who currently act as providers and purveyors of climate services because they find the existing offerings are not relevant to their needs or cannot access CMA’s services.

As the end of the year 2021 draws near, it is time to reflect and take stock as well as look into the future. This year like 2020 was equally tough as the coronavirus (COVID-19) pandemic continues to wreak havoc in the world. The mortality and morbidity rates remain high despite the development of a vaccine and many people being vaccinated. New variants of the virus emerged in 2021 leading to renewed restrictions on businesses and internal mobility as well as international travel to some parts of the world. No doubt, the pandemic has had a cascading disruptive effect on all facets of life and continues to impact on people’s mental health, and academic being a stressful career than others, scholars need to do what they can to take care of their mental health and wellbeing during this period. This can involve simple steps such as taking a few days off to relax or to connect with family and friends. I hope you have started planning and hopefully, we have learned some lessons from 2020 and 2021 and will be better prepared and equipped to adjust to whatever the ‘New Normal’ has in store for us in 2022.

<p>National meteorological institutes have generally a longstanding scientific expertise in climate research, climatological observations, and state-of-the-art climate modelling. In the context of climate change this expertise and service provision of climatic data, information and knowledge is of crucial importance to meet the societal needs. Furthermore, in each country the provision of climate services is generally arranged differently and strongly determined by governance, the official strategy and tasks of the meteorological institutes, as well as financing.</p><p>To better align the activities between national climate service providers, the Royal Netherlands Meteorological Institute and the Royal Meteorological Institute of Belgium successfully applied for the ERA4CS action for the exchange of staff, aiming to contribute to the alignment of R&D programmes, tools/instruments and/or climate related agendas of both countries.</p><p>In the context of climate services, previous interactions between both institutes are mainly related to sporadically contacts between scientists in need of climatological data or information on methods for the definition of e.g. climate scenarios. However, Belgium and the Netherlands are neighbouring, both small countries, and climate change doesn’t stop at the border. Furthermore, coastal and inland regions along the borders are yet very sensitive to the impacts of climate change, and thus might cause cross-border issues in the future. </p><p>Therefore, a two-way visit of senior staff responsible for climate services in both institutes is planned for early 2020. The visits aim to identify the differences and similarities on how climate services are currently provided and the broader context in which climate services are developed and delivered (legal mandate, what other organisations deliver climate services, relation with policy e.g. National Adaptation Strategies). More specifically, the services related to both current and future climate conditions (i.e. climate scenarios), the respective impact sectors and users/stakeholders of the climate services and the interaction with them, the used tools and methods for the creation of climate services, and the outreach and communication strategies for climate services will be discussed through informal interactions, meetings and presentations. </p><p>An overview of these discussions together with conclusions on how climate-service related actions can be aligned and consolidated within future collaborations, will be presented.</p>

<p>The Met Office has developed internationally recognised expertise in delivering scientific collaboration, capacity building, training, user-engagement and service development. However, during the last 18-months, as travel restrictions prevented planned in-country delivery of our climate science to services work, our ways of working were forced to evolve so that we could continue meet objectives across a number of international climate service programmes and projects. Successful remote co-delivery of climate services has been possible because of the necessary ground-work put in place through:</p><ul><li>A focus on the co-production of climate science and services with a strong stakeholder-led approach;</li> <li>Strong established international partnerships and networks;</li> <li>Previous and current innovative international climate services projects, such as the Future Climate for Africa (FCFA) Future Resilience for Africa Cities and Lands (FRACTAL) project, the Weather and Climate Information Services for Africa (WISER) programme, and the Asia Regional Resilience to a Changing Climate (ARRCC) programme.</li> </ul><p>Delivering international climate science to services work in innovative and thoughtful ways via online platforms, is not just a seen as a temporarily replacement for in-country activity. The examples we showcase will demonstrate how we are evolving our international climate science to services delivery.</p><p>During the presentation, we will showcase examples of successful virtual co-delivery of climate services, alongside taking a considered look at the both the opportunities and challenges of virtual collaboration and communication, particularly when working with developing and emerging countries. We will conclude by opening up discussion around others experiences of remote co-delivery of climate services, exploring how a international climate services co-delivery could look in the future.</p>

Disillusioned knowledge workers move around the world to get away from places they find toxic. However, they find that place matters. Even these digital nomads, who value freedom and mobility above nearly all else, seek places where they can build face-to-face community with like-minded others. Digital nomads reject the bargain offered to today’s creative professionals in world class cities, believing it to be too damaging to the values they hold dear. They have created a community where they believe they can reach their full human potential. This chapter summarizes findings, discusses their relevance for theories about community and the creative class, and offers insights about the future of work and cities.

This chapter presents the history of an event in January 1956 that gave birth to an iconic missionary martyr narrative with a lasting impact on American evangelicalism and on the future of the Waorani people in Amazonian Ecuador. It began with five young men, representing evangelical faith missions. They were determined to make peaceful contact with the Waorani (aucas), a violent and isolated tribal people who had never heard the Christian gospel. The five men used aviation as an innovative technology to locate a Wao clearing and attempt to pacify the inhabitants by dropping trade goods from the air, followed by a face-to-face encounter. After the apparent friendliness of this first meeting, the Waorani returned two days later with spears and killed the missionaries. News of their deaths was publicized in the US and around the world.

<p>In 2018, the UN estimated that around 55% of the world’s population currently live within urban areas, with this value projected to rise to 60% by 2030 (United Nations, 2018). High levels of urbanisation, coupled with an increasing trend in extreme weather under future climate change scenarios, combine to create significant challenges to increasing urban resilience for the future (Masson et al., 2020).</p><p>Urban climate services provide tools to support decision making at a range of scales across the city, from day-to-day operations to informing urban design over longer timescales (Grimmond et al., 2015). Whilst urban climate services may be developed at a range of scales (Grimmond et al., 2020), this presentation looks at a prototype climate service which provides long-term climate change projections at the city-specific scale. The ‘City Pack’ was developed through a process of co-production, in which project development aims to move away from a one-way push of scientific information, to a two-way collaborative process of knowledge construction and sharing (Vincent et al., 2019).</p><p>This ‘City Pack’ service was co-developed by the Met Office and Bristol City Council following an assessment of the Council’s climate information needs. The City Pack comprises of three non-technical factsheets which explain how the climate of Bristol has changed and will continue to change into the 21<sup>st</sup> Century based on the UKCP climate projections. The City Pack’s primary aims are to raise awareness of how a cities climate may change in the future and to inform the development of city resilience whilst also providing a tool to be used by city stakeholders to raise awareness of climate change across the council. The audience for the City Pack therefore includes city officials, city planners and the general public. The Bristol City Pack has since provided an evidence base for the Bristol City Council Climate Change Risk Assessment and informed Bristol’s Climate Strategy. In addition, the City Pack has been used to engage with the council’s wider stakeholders and also as a communication and training tool. As such, whilst the co-production of a climate service may be time and resource intensive, the process may also be rewarded with the production of a highly tailored and user-relevant tool.</p><p>Following the success of the prototype ‘City Pack’ service for Bristol City Council, the Met Office are continuing to produce City Packs for additional cities across the UK, and also in China. The project is seeking to ascertain if services which are co-produced with and bespoke to one set of stakeholders, may provide an equally valuable service for other cities and if so, how can we make these services scalable.</p>

Climate services can help society manage climate-related risk and capitalize on favorable conditions by providing data analysis, data products, and scientific expertise. Meeting society's needs requires matching them with ongoing scientific research. Despite the best of intentions, some research never makes it into operational products or services. Likewise, some societal needs are never met and scientific capabilities never realized. The three E's of climate services—engagement, entrepreneurship, and evaluation—can help climate service providers bridge this research-to-operations “valley of death” and create valuable, innovative climate services for our nation. This essay aims to stimulate such progress in the climate services enterprise.

<p>There is an increasing demand for tailored climate information to feed into decision making. At the UK Met Office, we are responding to this need through work in the Climate Science for Services Partnership (CSSP) China, a scientific research programme in collaboration with the China Meteorological Administration and the Institute of Atmospheric Physics at the Chinese Academy of Sciences. We are applying a full cycle of prototyping to a range of new and existing climate services for priority sectors in China, such as food security and urban hotspot satellite mapping, using leading climate research to co-develop useful and useable climate services.</p><p>Recent research in food security has produced a toolkit for risk to crop production across multiple regions in China. We are now evolving the accessibility and communication of this information with decision-makers to enable delivery of this service to the appropriate end-user groups. We are also working to tailor urban hotspot satellite data to specific users, for instance the health sector, to identify and inform vulnerable populations. Through appropriate user engagement, such as workshops, surveys and interviews, we are exploring specific stakeholder requirements to pull-through science to services. This work has wider implications in having the potential to feed into important adaptation decisions and to demonstrate the effectiveness of the cycle of prototyping.</p>
