Today municipalities are searching for new tools to empower locals for changing the future of their own areas by increasing their participation in different levels of urban planning. These tools should involve the community in planning process using participatory approaches instead of long traditional top-down planning models and help municipalities to obtain proper insight about major problems of urban neighborhoods from the residents’ point of view. In this matter, public participation GIS (PPGIS) which enables citizens to record and following up their feeling and spatial knowledge regarding problems of the city in the form of maps have been introduced. In this research, a tool entitled CAER (Collecting & Analyzing of Environmental Reports) is developed. In the first step, a software framework based on Web-GIS tool, called EPGIS (Environmental Participatory GIS) has been designed to support public participation in reporting urban environmental problems and to facilitate data flow between citizens and municipality. A web-based cartography tool was employed for geo-visualization and dissemination of map-based reports. In the second step of CAER, a subsystem is developed based on SOLAP (Spatial On-Line Analytical Processing), as a data mining tools to elicit the local knowledge facilitating bottom-up urban planning practices and to help urban managers to find hidden relations among the recorded reports. This system is implemented in a case study area in Boston, Massachusetts and its usability was evaluated. The CAER should be considered as bottom-up planning tools to collect people’s problems and views about their neighborhood and transmits them to the city officials. It also helps urban planners to find solutions for better management from citizen’s viewpoint and gives them this chance to develop good plans to the neighborhoods that should be satisfied the citizens.

Managing household solid waste is an urban problem in recent years. To tackle this problem, recycling is one of the most effective methods applicable in waste management. Recycling in the city of Laramie in Wyoming has a history that dates to 1983 with the establishment of Ark Recycling center. Laramie officially started its curbside recycling services in September 2011 and In April 2012, the city declared its long-term goal to achieve 40% diversion rate by 2030. The study involved a mail-back survey to understand public participation landscape and factors affecting recycling behaviors and attitudes of residents in Laramie. Quantitative result of the survey responses, civic engagement score, recycling importance score recycling satisfaction and recycling behavior scores were created to understand these attributes. In addition, three key informant interviews were conducted to explore efforts of the city, the University of Wyoming and the Ark Regional Services. Findings of the study show that more than 80% of the survey respondents indicated environmental concern was the major motivation to join recycling with high level of recycling importance and satisfaction. The Study further uncovered hints that Laramie needs to introduce an aggressive educational policy, incentive policies and a Master Plan to meet its 40% waste diversion rate by 2030 by maintaining stronger public participation in its planning process and community outreach programs.

This article explores ‘dialectical design dialogues’ as an approach to engage with ethics in everyday urban planning contexts. It starts from Paulo Freire’s pedagogical view (1970/2017), in which dialogues imply the establishment of a horizontal relation between professionals and amateurs, in order to understand, question and imagine things in everyday reality, in this case, urban transformations, applied to participatory planning and enriched through David Harvey’s (2000, 2009) dialectical approach. A dialectical approach to design dialogues acknowledges and renegotiates contrasts and convergences of ethical concerns specific to the reality of concrete daily life, rather than artificially presenting daily life as made of consensus or homogeneity. The article analyses an atlas as a tool to facilitate dialectical design dialogues in a case study of a low-density residential neighbourhood in the city of Genk, Belgium. It sees the production of the atlas as a collective endeavour during which planners, authorities and citizens reflect on possible futures starting from a confrontation of competing uses and perspectives of neighbourhood spaces. The article contributes to the state-of-the-art in participatory urban planning in two ways: (1) by reframing the theoretical discussion on ethics by arguing that not only the verbal discourses around designerly atlas techniques but also the techniques themselves can support urban planners in dealing more consciously with ethics (accountability, morality and authorship) throughout urban planning processes, (2) by offering a concrete practice-based example of producing an atlas that supports the participatory articulation and negotiation of dialectical inquiry of ethics through dialogues in a ‘real-time’ urban planning process.

Planning competitions are used as a way to determine alternatives and promote innovative solutions in the early phase of urban planning. However, the traditional jury-based evaluation process is encountering significant opposition, as it does not consider the views of local residents. This chapter describes how web-based public participation tools are utilized in urban planning competitions to register public opinion alongside the expert view given by the jury. The research focus of this chapter is on studying how public participation can be arranged in competition processes, how the contestants use the information produced, and how it has been utilized in further planning of the area. Based on two Finnish case studies, this study indicates that web-based tools can augment public participation in the competition process. However, the results indicate that the impact of participation on selecting the winner is weak. Instead, in further planning of the area, the public opinions are valuable.

However, the traditional jury-based evaluation process is encountering significant opposition as it does not consider the views of local residents. In recent years, methods of web-based evaluation have been developed and tested to register public opinion in several planning competitions. This paper describes how web-based public participation and GIS-based evaluation tools, such as PPGIS (public participation geographic information system) and public evaluation web pages, are utilised in urban planning competitions. The research focus of this paper is on studying how public participation can be arranged in competition processes and how the competitors use the information produced. In addition, we identify issues that can affect the utilisation of the information. Based on two Finnish case studies, this study indicates that web-based tools can augment public participation in various phases of the competition process.

The paper describes the implementation of the 3D city model of the pedestrian area of Cosenza, which in recent years has become the Bilotti Open Air Museum (MAB). For this purpose were used both the data available (regional technical map, city maps, orthophotos) and acquired through several surveys of buildings and "Corso Mazzini" street (photos, topographic measurements, laser scanner point clouds). In addition to the urban scale model, the survey of the statues of the MAB was carried out. By means of data processing, the models of the same statues have been created, that can be used as objects within the city model. <br><br> The 3D model of the MAB open air museum has been used to implement a Web-GIS allowing the citizen's participation, understanding and suggestions. The 3D city model is intended as a new tool for urban planning, therefore it has been used both for representing the current situation of the MAB and for design purposes, by acknowledging suggestions regarding a possible different location of the statues and a new way to enjoy the museum.

Web based GIS plays a bigrole in tourism, especially in public and management use. The popularity of Web based GIS is increasing dramatically as seen through the number of web GIS emerging over the years. Web based GIS allows professionals, organizations and the public to share and collaborate on information unhindered by geographic boundaries. The integration of GIS with the World Wide Web (WWW) brought a new paradigm of enhancing the collaborative planning effort among stakeholders. It also became a new medium of inviting public participation in planning and management processes by providing information in the form of maps and data for public access and paving the path for data sharing with agencies having the same interest. This paper aims to explore the concept of web based GIS and identify how it can be used towards enhancing collaborative planning and public participation among tourism stakeholders and communities. The Langkawi Island Web GIS is a website which provides tourism related information about Langkawi Island and allows for public participation as an information supplier.

ResumoEste artigo faz uma análise da participação popular no plano diretor do município de Rio Verde - Goiás. Inicialmente, é feito um breve histórico da ideia de como os Estados passam a planejar suas ações para buscar o desenvolvimento. Posteriormente, analisa-se a questão do planejamento urbano, a partir da perspectiva do Estatuto da Cidade, realçando a participação popular na gestão e no planejamento público das cidades. Finalmente, identificam-se os mecanismos de participação previstos no Plano Diretor de Rio Verde, destacando-se o Conselho das Cidades.Palavras-chave: Planejamento; planejamento urbano; participação popular. AbstractThis article is an analysis of citizens’ participation in the master plan of the municipality of Rio Verde – Goiás. Initially, a brief history of the idea of how states start planning their actions to seek development is described. Later, we analyze the issue of urban planning, from the perspective of the City Statute, highlighting public participation in public management and planning of cities.
