Corruption is an endemic sociological occurrence which undermines public security, economic performance, and even nation and financial security of Russian Federation. Corrupt practice is a major problem of federal, region and even municipal level of governance. So it’s a thing of great importance to investigate and estimate efficiency of anticorruption measures, which are implemented in a particular region. Geographical location of of Kaliningrad region makes facts of corruption more dangerous, as they are able to undermine economical security and become the reason of political unrest. These factors necessitate special anticorruption control in this region. In that regard, analyses and estimation of anticorruption measures applied in Kaliningrad region are the main goals of the research.

The article analyzes the current state and level of development of publicprivate partnership (PPP) projects in the subjects of the Russian Federation. The authors conclude that a significant proportion of projects is implemented on a concession basis at the municipal level in the communal sphere. A detailed analysis of the project data showed that the structure of the projects is deformed in favor of the central regions of the Russian Federation, and a significant share in the total amount of financing falls on the transport sector. At the stage of assessing the level of development by the subjects of the Russian Federation, criteria were proposed, and index and integral indicators were used, which ensured comparability of the estimates obtained. At the end of the analysis, the regions were ranked and clustered according to the level of PPP development, which allowed to reveal the number and structure of leaders and outsiders.

Subject. This article examines the set of economic relations and problems emerging within the spatial development of settlements and constituent entities of the Russian Federation. Objectives. The article aims to develop key indicators and methods for assessing transport accessibility, potential market capacity, taking into account socio-economic characteristics, geographical location and the level of connectivity of areas. Methods. For the study, we used the methods of economic, statistical analysis and synthesis, comparison, and the k-means method. Results. The article proposes a system of cost-benefit equations for economic agents, and criteria, and a methodology for assessing the Transport Accessibility Index. Based on the clustering of Russian subjects by k-means, the article describes four groups of regions by level of transport accessibility. Conclusions and Relevance. The practical use of the approach presented to assess the Transport Accessibility Index will help form the basis for management decisions aimed at improving efficiency in the planning of spatial development and assessing the socio-economic effects of the proposed measures. The developed Transport Accessibility Index should be used as part of the analysis and monitoring of the effectiveness of infrastructure expenditures affecting changes in the transport accessibility of settlements within individual regions (municipalities).

The Institute of State and Law of the Russian Academy of Sciences has a long tradition of honoring outstanding Soviet and Russian scientists who at different times served and developed legal science at the highest academic level. One of such recognized outstanding scientists was the Honored scientist of the Russian Federation, Doctor of Law, Professor Mikhail I. Piskotin (1924 - 2003). Mikhail I. Piskotin devoted many years to the formation and strengthening of the science of Financial Law and its sub-branches (tax, Budget Law), in every possible way contributed to the development of the science of Administrative Law. 1973 - 1989 worked at the Institute of State and Law of the Academy of Sciences of the USSR as head of the sector and editor-in-chief of the journal "Soviet State and Law". In his memory and with respect to his merits, the scientific community annually holds scientific events. In April 2021, an International scientific and practical conference was successfully held, the topic of which was "Financial security and law in the digital era ("Piskotin’s readings - 2021"). The organizer of the conference is the sector of Administrative Law and administrative process, the Institute of State and Law of the Russian Academy of Sciences. A distinctive feature of this conference was that as its participants, academic theorists and practitioners in the field of financial and administrative law from leading academic and research organizations from the Russian Federation, as well as citizens of individual European states and Asia, announced and made reports on topical topics. The purpose of the conference was to consider current problems, current trends and prospects for the development of Financial Law in the digital era. The participants were especially interested in those reports in which not only the existing problems were raised, but also the directions and ways of their solution were expressed. As a result of the work, the participants adopted the Resolution of the International scientific and practical conference "Financial security and law in the digital era ("Piskotin’s readings - 2021").

The article examines the indicators of financial security, establishes a system of precursors - indicators of the financial security of the state, allowing to predict the onset of negative consequences. the main indicators of the financial security of the Russian Federation were assessed.

The aim of the study is to consider issues related to the definition of public danger and the object of smuggling of strategically important goods and resources as a crime under Article 226.1 of the Criminal Code of the Russian Federation, as well as the positions of individual researchers on these issues. The methodological basis of the research was formed by the general scientific theory of knowledge; the method of comparative analysis and the logical-legal method of cognition were also used. The latter was used for a more accurate understanding of the norms of Russian criminal legislation, their analysis, as well as for the interpretation of the main provisions reflected in the legal literature. As a result, the author questions the correctness of the placement of the smuggling of strategically important goods and resources in Chapter 24, Crimes Against Public Security, of Section IX, Crimes Against Public Security and Public Order: in cases of smuggling of strategically important goods and resources, the procedure for movement established in the international treaties and legislation of the Russian Federation always suffers directly, while, taking into account the possibility of further distribution of smuggled objects in the event of an untimely suppression of these objects' illegal movement, public security is only endangered but does not suffer directly. The legislator establishes the qualification of smuggling of strategically important goods and resources in large volumes as exceeding one million rubles, which confirms that the public danger of this crime is determined by economic indicators. The author proves that smuggling of strategically important goods and resources harms public relations in the economic sphere rather than public relations that ensure public security. The conclusion is formulated that the totality of social relations that ensure the normal functioning and development of the economy should be considered as the main generic object of this crime. The direct object of smuggling of strategically important goods and resources is the procedure established by the international treaties and legislation of the Russian Federation for moving strategically important goods and resources through the customs border of the Eurasian Economic Union or the state border of the Russian Federation with the member states of the Eurasian Economic Union. Criminal liability for smuggling of strategically important goods and resources is proposed to be provided for in a separate article, which should be placed in Section VIII, Crimes in the Economic Sphere, of the Criminal Code of the Russian Federation.

The article is devoted to assessing the relationship between productivity as the most important source of sustainable economic development, and various factors that can explain this productivity. The method of productivity estimation used in the paper takes into account that income is created using not only living labour, but also capital stock. In contrast to previous studies, the paper uses the productivity index that meets the transitivity criterion, which allows for geographical comparisons. To assess the benefits of economic-geographical location (EGL), a new centrality measure is presented that reflects the network nature of territorial connections and allows us to switch to accounting for not only points but also areal objects, particularly the subjects of the Russian Federation. Using the new centrality measure, it is shown that EGL explains the differences in productivity between the regions – the subjects of the Russian Federation in 2010–2016 better than other factors. At the same time, it follows from the estimated model that various properties of the labour force described by the concepts of human capital, and the institutional environment are significantly less related to the observed productivity of regions. To demonstrate the superiority of economic-geographical approaches to explaining productivity, we used relatively new for economic geography methods of machine learning.
