The Institute of State and Law of the Russian Academy of Sciences has a long tradition of honoring outstanding Soviet and Russian scientists who at different times served and developed legal science at the highest academic level. One of such recognized outstanding scientists was the Honored scientist of the Russian Federation, Doctor of Law, Professor Mikhail I. Piskotin (1924 - 2003). Mikhail I. Piskotin devoted many years to the formation and strengthening of the science of Financial Law and its sub-branches (tax, Budget Law), in every possible way contributed to the development of the science of Administrative Law. 1973 - 1989 worked at the Institute of State and Law of the Academy of Sciences of the USSR as head of the sector and editor-in-chief of the journal "Soviet State and Law". In his memory and with respect to his merits, the scientific community annually holds scientific events. In April 2021, an International scientific and practical conference was successfully held, the topic of which was "Financial security and law in the digital era ("Piskotin’s readings - 2021"). The organizer of the conference is the sector of Administrative Law and administrative process, the Institute of State and Law of the Russian Academy of Sciences. A distinctive feature of this conference was that as its participants, academic theorists and practitioners in the field of financial and administrative law from leading academic and research organizations from the Russian Federation, as well as citizens of individual European states and Asia, announced and made reports on topical topics. The purpose of the conference was to consider current problems, current trends and prospects for the development of Financial Law in the digital era. The participants were especially interested in those reports in which not only the existing problems were raised, but also the directions and ways of their solution were expressed. As a result of the work, the participants adopted the Resolution of the International scientific and practical conference "Financial security and law in the digital era ("Piskotin’s readings - 2021").

The article examines the indicators of financial security, establishes a system of precursors - indicators of the financial security of the state, allowing to predict the onset of negative consequences. the main indicators of the financial security of the Russian Federation were assessed.

Subject/theme. SWOT analysis of the financial security of modern Russia is carried out herein to identify the prospects for the improvement of the financial security at the macrolevel.Purpose/objectives. The purpose of the article is to analyze the financial security of the state through the example of Russia. To achieve the purpose hereof, it is required to solve the following tasks:To provide the SWOT analysis matrix of the financial security of the Russian Federation.To determine the influence of the strengths on the opportunities and threats to the financial security of the Russian Federation.To determine the influence of the weaknesses on the opportunities and threats to the financial security of the Russian Federation.To quantify the elements of SWOT analysis.To identify the current threats to the financial security of the Russian Federation.To propose the measures to reduce the threats and to improve the level of financial security of the Russian Federation.Methods. The most common and high-quality strategic planning instrument – the SWOT analysis method – is used herein.Results.The imposition of anti-Russian sanctions made it possible to identify the problematic areas of the state, which are a threat to the financial security of the Russian Federation.The following can be identified as the current threats to the financial security of the Russian Federation: the outflow of domestic capital abroad and offshore; the quantitative restriction of money supply when issuing rubles for the growth of foreign exchange reserves; a high level of external public debt; high tax burden on business; weak investment activity and a slowdown in the rate of foreign investment; the instability of the banking system.Despite the considerable pressure from foreign countries, the Russian Federation is taking measures to neutralize the external threats to national security, reducing the possibility of external influence on its international position.Conclusion/relevance.SWOT analysis of the financial security of the state shows that the strengths prevail in the Russian Federation, but there are many weaknesses and external threats. In the aggregate, the field of strengths and opportunities prevails over the field of weaknesses and threats. Consequently, the Russian Federation has the prospects for development, but for further development the strength should be used to neutralize the threats.

The article describes the features of the evolution theory in the system of statistical accounting of commercial bank’s financial security. Based on the analysis of the globalization processes the necessity was justified to plan at any level of financial control system macroeconomic factors of (or threats to) security of the financial state of the object. In the work there were used the methods of graphical data modeling of economic processes and their algorithms. This made it possible to integrate in the study not only literary analysis and the regulatory framework analysis, but also to expand the scope of the study to statistically significant indicators on the basis of the analysis of the fundamental accounting methodology and perspective accounting methodology in the system of transition to the new commercial bank financial security standards. The article examines the existing approaches to understanding the essence of financial security and shows their weaknesses. The article offers to use static and active approaches to the interpretation of the concept of financial security and shows the duality of standards of its evaluation which are operating in the state. This provided us with an opportunity to identify the scientific gap in the accounting system for banks with basic (or internal) license and show the prospects of its neutralizing by accounting methods. The author has proved the need to implement forecasting tools in the current system of accounting of the financial security of the Bank. The author developed a matrix of compliance to the regulations and scientifically-practical methods for controlling commercial bank financial security as part of adapting to the international practice. So, there was the comparative analysis of the core performance indicators characterizing the financial security mainly associated with the functioning of the financial sector of the national economy and it also showed the gaps existing in the Russian Federation system as the basis for further development of the simplified system of statistical accounting of financial security for the banks in the Russian Federation.

The consolidation of municipalities of rural settlements in the Russian Federation has been revealed due to low financial security. The budgetary expenditures in rural municipalities have been analyzed; the dependence of the budgetary expenditures insufficiency for the solution of issues of local importance and stabilization of the rural population has been revealed. A model for assessing the effectiveness of the administrating authorities of rural settlements for possible adjustments of managerial influence in overcoming crisis phenomena in rural areas and involving the population in solving issues of local importance and local development has been proposed.

Analyzes the effectiveness, practical relevance of the introduced techniques by experts in this field. There are three level of normative financing: Federal, regional and municipal. Summarizes the stages of assessment of efficiency of activity of Executive authorities of constituent entities of the Russian Federation. Reflected the positive and negative aspects of the embedded assessment techniques identified, their relevance for the education system.

The article is devoted to the visualization features on the maps of indicators of the socio-economic development of the Arctic territories. In recent years, issues of the development of the Arctic territories of the Russian Federation have been one of the priority directions for the development of the state. That explains the relevance of research in this area. It is proposed to use modern geographical information systems as a method of displaying socio-economic indicators in space. This choice led to the availability of a large array of data necessary for analyzing the opportunities and priorities of the socio-economic development of the Arctic territories. As an example, an indicator is considered - the payroll of all employees of organizations. According to the presented results, we can conclude that there is a strong differentiation of the Arctic territories by the level of financial security.
