This paper outlines the efforts of the University Library of the University of Illinois at Chicago to provide free open access to information so that everyone has equal access to it. The library does this through advocacy for open access, providing resources to make information openly accessible, and providing training in information literacy to access and use open information.

This paper investigates the University of Zululand Library’s response to the university’s inclusive education agenda with respect to the accessibility of library services to students with disabilities. This was a qualitative study within the interpretive paradigm that used Michael Oliver’s social model of disability as an underpinning theory. Semi-structured interviews were used to collect data from students with disabilities and library staff. In addition, physical inspection of the library building was also conducted. Data analysis was done by thematic analysis. The study reveals that the University of Zululand Library services are not inclusive. Students with disabilities struggle to access library services. They faced such challenges as inaccessibility of library services, unavailability of resources in alternative formats and assistive technologies, and the lack of a disability policy. The study also found that the library faced the following challenges in providing services for students with disabilities: limited funding, a lack of staff awareness and training, the lack of a disability policy and a lack of collaboration. Formulating regulations to enforce the implementation of disability policy and legislation, developing institutional disability policies, and providing assistive technologies are critical in ensuring the accessibility of library services to students with disabilities at the University of Zululand. Unless students with disabilities have equal access to information, the university’s inclusive education agenda will remain a distant dream. Access to academic library services is critical to the full participation of students with disabilities in education. Likewise, inclusive university education can only be realised when students with disabilities have equal access to information. This aligns with the Sustainable Development Goals and the United Nations Convention on the Rights for Persons with Disabilities, which promote equal access to services and facilities to persons with disabilities. This paper raises awareness for both library staff and university management about the current status of library facilities and services with respect to accessibility for students with disabilities and how to address inclusiveness in library service provision.

Palavers, great meetings, grand conferences, “tribal” meetings— these are terms used to describe meetings among peoples in and near Sierra Leone, meetings in which political, diplomatic, and economic questions are discussed and sometimes resolved at the village, intervillage, and occasionally, national levels. These conferences vary in size and importance, depending on dimensions of conflicts or questions to be resolved. This paper focuses on one such conference that convened at Forékariah, the capital of Moria, in 1805 and on circumstances leading to it. It is based largely upon a lengthy first-hand report deposited at the University Library, University of Illinois at Chicago. This paper is presented in two parts: a description of the conference and its placement in Sierra Leone and Morian histories, and the text of the report produced by Sierra Leone observers.From the earliest records of British officials at Sierra Leone, there are citations to specific “indigenous” meetings and allusions to others that supposedly occurred (indeed they would have had to occur for certain events to follow). One of the earliest large conferences described in detail in these records is one that convened at Forékariah from 24 March to 6 April 1805. The extant contemporary written record of this conference was produced by Alexander Smith, the Sierra Leone Company's and Governor William Day's principal representative at the conference. Other observers from Freetown included William Francis, Andrew Moore, Captain Smith, and Charles Shaw. Alexander Smith did not identify a specific interpreter nor describe what method he used to record the detailed arguments presented by participants. Certainly the filter of language and inter pretation must have influenced the record's content. If one places the conference within the framework of Company and Sierra Leone history, however, and accepts the premise that the Freetown observers were relatively unbiased since they were not principal parties to the palavers resolved, the report can be seen as one of a very few in which Sierra Leone's officials presented themselves in such uninvolved fashion.

Recently, a new source on the history of Crimean Khanate and the Golden Horde has received open access for the scientific world. The digitized manuscript is dated 1701 and has the title “Résumé de l’histoire de Crimée” des origines, sous les Abbassides, à Mengli Giray (870/1465) (“The summary of the Crimea’s history” from its origins, under the Abbasids, to Mengli Geray, 870/1465). The location of the manuscript is the University Library of Languages ​​and Civilizations (Bibliothèque universitaire des langues et civilizations). The source is presented in the collection of the Ottoman Turkish manuscripts (Fonds de manuscrits turcs ottomans) under the code MS.TURC.110g.

In spring 2017, the University Library of the Norwegian University of Science and Technology (NTNU) launched VIKO, the redesigned tool for fostering information literacy and academic writing skills. The digital and technological development as well as new requirements for information literacy and academic writing skills have made it necessary to revise this tool. A working group at NTNU University Library developed and carried out an electronic survey to map specific needs of students, teachers, and researchers. We involved our users in developing our information literacy tool in order to give them a more useful user experience. We asked the following questions: Is information about academic writing something you need? Where do you go to find information about this? What kind of content do you desire? The answers suggested that “Yes!” this was something both students and teachers wanted. They were eager to get all the information they needed in their studies in one place. Results of this survey and additional depth interviews with students and staff have been the starting point for both the updated content and the new graphical design of VIKO. To accommodate the wish of having all information in one place, all content is now placed on the University Intranet together with all other information relevant for the students. A page listing relevant topics helps students navigate in the content relating to academic writing. The content of the redesigned tool is structured into four topics: defining a research topic, finding sources, structuring your text, and using and citing sources. We know that people have different ways of learning, so offering content for different learning styles like visual learning, auditory learning, and read/write learning will contribute to improving the learning outcomes.

Abstract Objectives – This exploratory research seeks to broadly understand the publishing behaviours and attitudes of faculty, across all disciplines, at the University of Saskatchewan in response to the growing significance of open access publishing and archiving. The objective for seeking this understanding is to discover the current and emerging needs of researchers in order to determine if scholarly communications services are in demand here and, if so, to provide an evidence-based foundation for the potential future development of such a program of services at the University Library, University of Saskatchewan. Methods – All faculty members at the University of Saskatchewan were sent personalized email invitations to participate in a short online survey during the month of November 2012. The survey was composed of four parts: Current Research and Publishing Activities/Behaviours; Open Access Behaviours, Awareness, and Attitudes; Needs Assessment; and Demographics. Descriptive and inferential statistics were calculated. Results – The survey elicited 291 complete responses – a 21.9% response rate. Results suggest that faculty already have a high level of support for the open access movement, and considerable awareness of it. However, there remains a lack of knowledge regarding their rights as authors, a low familiarity with tools available to support them in their scholarly communications activities, and substantial resistance to paying the article processing charges of some open access journals. Survey respondents also provided a considerable number of comments – perhaps an indication of their engagement with these issues and desire for a forum in which to discuss them. It is reasonable to speculate that those who chose not to respond to this survey likely have less interest in, and support of, open access. Hence, the scholarly communications needs of this larger group of non-respondents are conceivably even greater. Conclusion – Faculty at the University of Saskatchewan are in considerable need of scholarly communications services. Areas of most need include: advice and guidance on authors’ rights issues such as retention of copyright; more education and support with resources such as subject repositories; and additional assistance with article processing charges. The University Library could play a valuable role in increasing the research productivity and impact of faculty by aiding them in these areas.

In a previous number of this journal, a note on the development of a computer-based Arabic manuscript finding aid described its application to a manuscript microfilming project in Boutilimit, Mauritania. The filming of that collection was then (at the time the note was written in the spring of 1989) in its second phase, and the work was concluded in December of that year. Thanks to the technology developed for the finding aid to that collection, the catalog was completed six months later, and it is now possible to do database searches on that material (and soon on other collections now being entered in the same format). This note comes as a description of the Boutilimit collection, the film of which is now available to researchers at the University of Illinois Archives, in the University Library.

Located in Lyon, France, the Jean Moulin Lyon 3 University is home to 30 000 students in law, management and humanities, around 600 academic staff and 18 research units. A dedicated research support team was implemented within the University library in 2015, to promote open access to their results. In 2017, answering to requests expressed by researchers to be helped in their online publishing, the library launched an in-house incubator for open access journals in social sciences and humanities. Staff from the research units was offered an open access standard-compliant publishing platform, technical and editorial assistance, training for publications, and program to have the backlog of issues addressed.The journal incubator raison d’être is to allow the University’s research to be available on an open access basis, to reinforce good open access journal publishing practices among research units and to improve the overall visibility of the research produced by Jean Moulin Lyon 3 researchers. The project quickly gathered momentum: two other higher educational institutions have approached the library to see if they could publish on the platform, thus expanding its role beyond the limits of its parent institution. The project played an instrumental role in forming, in late 2018, a network of French incubators and publishing platforms in social sciences and humanities. Named REPÈRES, the network promotes sharing good practices among public-funded open access publishers. The Jean Moulin Lyon 3 library project is a contribution to bibliodiversity since it supports an open access model and the use of vernacular languages (French in the case at hand). The project also reinforces the intertwining of academic and library staff for the common goal of scientific publishing. Thus, the library becomes a full participant of the scientific process.
