Judicial organ is one of the three organs of the state of Pakistan. It plays important role in Constitutional machinery by performing its functions like interpreting laws and keeping an eye over the laws made by legislature that they are according to the injunctions of Islam or not and whether these laws are implemented properly by the executive or not. Judicial activism refers to the judicial rulings based on personal views rather than on existing law. The research is based on the questions like, is Judiciary playing effective role in Pakistan? What is the role of judiciary in Musharaf’s regime? Did judicial organ work in accordance with the Constitution of Pakistan 1973 in Musharaf’s regime? The conflict between president Musharaf and Chief Justice of Pakistan Iftikhar Chaudhry on March 9, 2007 when the Iftikhar Chaudhry refused to move under the pressure of the former to resign as Chief Justice. This led to the frontal attack by Musharaf against the judiciary on November 3, 2007 in the grab of unconstitutional emergency and PCO. In terms of judicial crisis and lawyers’ movement, the resistance offered by a large portion of the judiciary from March 9, 2007 onwards supported by the lawyers’ fraternity was a step toward change in favor of an independent judiciary in the future.

Purpose – The purpose of this paper is to discuss the importance of mission and vision in the process of state development. Using the case of Pakistan, it will be argued that state organizations do not develop and find the right direction without outlining a clear mission and vision which will be beneficial to all citizens, who are the real stakeholders. Design/methodology/approach – Yin (2003) and Baxter and Jack (2008) argue that case study is an enriched method to explore a complex relationship. The complex relationship may be understood better by qualitative methods than quantitative. Following their suggestion, case study method will be adopted to understand the relationship between the mission and vision and state development. In this study, Pakistan will be used as a case. Moreover, the technique of historical analysis will be employed to understand this relationship. Historical analysis is important because the repercussions of current actions can only be evaluated in the future. Findings – The paper shows the importance of “mission and vision” for state development. Using Pakistan as the case, it is argued that a state can lose its direction without having a clear mission and vision. It is further contended that it is not erection of institutions or verbal/written pronouncements and slogans, but a strong commitment to the mission and the vision brings the required change, which helps to develop a state. In the future research, the researcher can further examine the role of mission and vision in relation to state development. Research limitations/implications – The limitation of this study is that it has only focussed on the leadership and politics of Pakistan. In the future, a comparative study investigation may be useful. Practical implications – The research is useful for political leaders, political scientists and public management researchers. Originality/value – The research is unique and original that it evaluates the role of leadership and the development of the state from the perspective of mission and vision, which has not been done in the earlier research. Moreover, the paper elaborates the concept of state development.

The provision of water services has traditionally been considered a responsibility of the state. During the late 1980s, the private sector emerged as a key actor in the provision of public services. Mexico City was no exception to this trend and public authorities awarded service contracts to four private consortia in 1993. Through consideration of this case study, two main questions arise: First, why do public authorities establish partnerships with the private sector? Second, what are the implications of these partnerships for water governance? This article focuses, on the one hand, on the conceptual debate of water as a public and/or private good, while identifying new trends and strategies carried out by private operators. On the other hand, it analyzes the role of the state and its relationships with other actors through a governance model characterized by partnerships and multilevel networks.Spanish La provisión del servicio del agua ha sido tradicionalmente considerada como una responsabilidad del Estado. A finales de la década de 1980, el sector privado emerge como un actor clave en el suministro de servicios públicos. La ciudad de México no escapa a esta tendencia y en 1993 las autoridades públicas firman contratos de servicios con cuatro consorcios privados. A través de este estudio de caso, dos preguntas son planteadas: ¿Por qué las autoridades públicas establecen partenariados con el sector privado? ¿Cuáles son las implicaciones de dichos partenariados en la gobernanza del agua? À travers cette étude de cas, nous nous interrogerons sur deux aspects : pourquoi les autorités publiques établissentelles des partenariats avec le secteur privé ? Quelles sont les implications de ces partenariats sur la gouvernance de l'eau ? Cet article s'intéresse, d'une part, au débat conceptuel sur l'eau en tant que bien public et/ou privé, en identifiant les tendances nouvelles et les stratégies menées par les opérateurs privés. D'autre part y sont analysés le rôle de l'État et ses relations avec d'autres acteurs à travers un modèle de gouvernance, défini en termes de partenariats, et des réseaux multi-niveaux.

The book editor offers some final comments about the state of the field and promise for the future. Leavy suggests researchers consider using the language of “shapes” to talk about the forms their research takes and to highlight the ongoing role of the research community in shaping knowledge-building practices. She reviews the challenges and rewards of taking your work public. Leavy concludes by noting that institutional structures need to evolve their rewards criteria in order to meet the demands of practicing contemporary research and suggests that professors update their teaching practices to bring the audiences of research into the forefront of discussions of methodology.

While the governance of Western megaprojects is indirectly influenced by governments through legislation and regulations, the Chinese state actively oversees and controls projects of societal importance. To provide clarity on the role of the state in Chinese megaprojects, we carried out a case study focusing on EXPO 2010 Shanghai. Our analysis revealed that through a project-specific organization Construction Headquarter (CHQ), the Chinese state executes administrative strength, forces authorities to temporarily integrate their processes for the benefit of the project, influences contractor and resource selection decisions, induces leadership accountability, and promotes shared project values.

This article will describe how historians can teach the future of technology. Historians need not alter their traditional methods of historical inquiry to teach the future, and indeed the history classroom is a natural site for foresight education. Historical inquiry begins with questions, and futuring similarly begins with asking the right questions. The historian seeks out evidence, and futurists as well identify drivers and blockers, considering how these drivers and blockers will interact with each other. In contrast to social scientists, historians work with imperfect or incomplete information, an apt description of the state of our evidence about the future. In a manner similar to historians, futurists interpret and draw inferences from evidence. After the research an analysis of the evidence is complete, the historian/futurist writes representations. This article will describe how I employed the historical method to teach the future of technology in a history research seminar, the results produced by the students, and ways that the study of the future can be situated in the history classroom.

Local governments in the Slovak Republic are important in public administration and form an important part of the public sector, as they provide various public services. Until 1990, all public services were provided only by the state. The reform of public administration began in 1990 with the decentralization of competencies. Several competencies were transferred to local governments from the state, and thus municipalities began to provide public services that the state previously provided. Registry offices were the first to be acquired by local governments from the state. This study aimed to characterize the transfer of competencies and their financing from state administration to local government using the example of registry offices in the Slovak Republic. In the paper, we evaluated the financing of this competency from 2007 to 2018 at the level of individual regions of the Slovak Republic. The results of the analysis and testing of hypotheses indicated that a higher number of inhabitants in individual regions did not affect the number of actions at these offices, despite the fact that the main role of the registry office is to keep registry books, in which events, such as births, weddings, and deaths, are registered.

Abstract When violence occurs, the state has an obligation to respond to and reduce the impacts of it; yet often the state originates, or at least contributes to, the violence. This may occur in a variety of ways, including through the use of force by police, pretrial incarceration at local jails, long periods of incarceration in prisons, or abuse and neglect of people who are incarcerated. This essay explores the role of the state in responding to violence and how it should contribute to reducing violence in communities, as well as in its own operations. Finally, it explores what the future of collaboration between state actors and the community looks like and offers examples of successful power-sharing and co-producing of safety between the state and the public.

[Full article is in English]English: This article analyzes the role of school education as a medium for indoctrinating young minds through school textbooks within the framework of India–Pakistan relations. This fact is more pronounced in Pakistan, but even in the case of India, eff orts are not undertaken to objectively teach subjects in a way that helps sensitize students about the India–Pakistan relationship. The author argues that the young generations in India and Pakistan largely lack a shared understanding until they undergo a process of de-learning and re-learning. Hence, the borders between India and Pakistan remained intact and militarized but defi nite types of borders are also created in young minds. Unless the psychological borders melt, it is diffi cult to imagine a porous physical border between India and Pakistan. This article att empts to understand how pedagogically the image of an enemy is created in young minds serving the purpose of the state.Spanish: Este artículo analiza el papel de la educación escolar como un medio para adoctrinar mentes jóvenes a través de libros de texto en el marco de las relaciones India–Pakistán. Esta situación es más pronunciada en Pakistán, pero incluso en la India, no se llevan a cabo esfuerzos para enseñar objetivamente temas que apoyen la sensibilización de los estudiantes sobre la relación India–Pakistán. El autor argumenta que jóvenes generaciones en India y Pakistán comparten la falta de un conocimiento compartido hasta que pasen por un proceso de des-aprendizaje y re-aprendizaje. En consecuencia, las fronteras entre India y Pakistán permanecen intactas y militarizadas, pero también otros tipos de definición de fronteras son creados en las mentes jóvenes. A menos que las fronteras psicológicas se derritan, es difícil imaginar una frontera física porosa entre la India y Pakistán. Este artículo busca entender cómo la imagen del enemigo es pedagógicamente creada en las mentes jóvenes sirviendo el propósito del Estado. Los casos de los libros de texto en India y Pakistán son presentados para comprender los diferentes tipos de fronteras prevalecientes en el sur de Asia.French: Cet article analyse le rôle de l’éducation scolaire comme un moyen d’endoctrinement de jeunes esprits à travers les livres scolaires dans le contexte des relations entre l’Inde et le Pakistan. Cette situation est particulièrement marquée au Pakistan mais y compris en Inde, aucun effort n’est mené pour enseigner objectivement des thèmes qui sensibilisent les élèves sur les relations Inde-Pakistan. L’auteur argumente que les jeunes générations indiennes et pakistanaises manquent de connaissances partagées jusqu’à ce qu’elles transitent par un processus de désapprentissage et de ré-apprentissage. En conséquence, les frontières entre l’Inde et le Pakistan continuent à être intactes et militarisées et d’autres types de frontières claires son créées dans les esprits de la jeunesse. À moins que les frontières psychologiques ne disparaissent, il reste difficile d’imaginer une frontière physique poreuse entre l’Inde et le Pakistan. In June 1977, metal unions convened a seminar on the future of Australian manufacturing, bringing together over 1,200 delegates from unions, business and politics. The event is best conceived as an early episode of institutional searching, whereby the state, capital and labour engage in a contradictory and contested process of discovering ways through the crisis of the extant antipodean Fordist model of development. Whereas some prescriptions tended to reinforce the structure and logic of antipodean Fordism, others cut across its grain and evinced radically new modalities of regulating capitalism. Other contributions reflected confusion and an inability to formulate concrete proposals for reform. This article will demonstrate the utility of seeing the 1977 seminar in this way, by focusing on the session dedicated to exploring the role of the Industries Assistance Commission. The analysis will reveal that, whereas the union and employer advocates remained within the ambit of the antipodean Fordist system, the Commission representative delivered proposals fundamentally at odds with its dynamics.
