The effective quality management demands clear-cut documented requirements both for the qualities of medical services and for the processes of production. Working out of the documentation is one of the most complicated and labor-intensive stages of quality management system introduction. The organization should determine a volume and structure of quality management system documentation, establish common requirements, norms and rules of formation, execution and use of the documents. The article presents main types of quality management system documents, worked out at NIITO, which regulate the requirements for medical care and ensure a competitiveness of medical institution in conditions of market economy.

The problem of assessing and improving the quality of medical care in a medical organization is considered. Analyzed the management of medical organization processes. A scheme for managing these processes, a list of regulatory documents, types and methods for monitoring the effectiveness of their implementation are presented. Formed groups of criteria used to assess the quality of the medical organization. It is argued that the introduction of a quality management system for the provision of medical care in a medical organization increases the efficiency of its activities.

Following the implementation of "doi moi" or economic renovation policies in Vietnam in the late 1980s, State-Owned Enterprises have been forced to compete in a market economy environment. This new focus on competition necessitates a change in the quality management system. Looking at the process of ISO 9000 implementation in two Vietnamese footwear companies, this article examines the effect of different interpretations by top management of the need for and commitment to ISO 9000 certification. The results suggest that management attitude plays an important role in determining the process and impact of ISO implementation.

Under the conditions of a growing competition in the field of educational services and the increasing demands of the labor market for well-educated and highly qualified workforce, the quality of professional efficiency assumes a particular significance. Taking into consideration the present situation concerning the security of the EU borders and problems created by the migration as well as the challenges they pose, the quality management systems and their effectiveness are vital also for educational institutions training specialists for the needs of the departments of the Ministry of the Interior. The research is aimed at establishing the most effective principles for working out the quality management system of vocational training in regard to one of the basic elements of the quality system: the resource of internal quality in an educational institution. The paper reflects and provides the analysis of the research process and outcomes that have been obtained from the interviews conducted among twenty Baltic State experts in the field of professional training of border guards and police employees, and by evaluating the resources and elements of quality management system according to the criterion “Impact on the study process quality”. The obtained research and empirical data provide scientifically valid frame for the actions of education establishments of law enforcement institutions on defining the principles at working out the quality management system.

This article presents the analysis of State Educational Standards for the specialty and major "Quality Management", prepared and brought into force by the Ministry of Education and Science of the Russian Federation in 2000-2015 years. The requirements for quality management specialists training, contained in these educational standards, knowledge, skills and competences required from graduates are compared with the requirements to quality specialists imposed by a modern market economy in Russia. As a result the authors suggest that instead of Bachelors of Applied Science the modern domestic companies need Engineer Quality Managers whose function is fundamentally different. According to the current educational standards the activity of a Bachelor in the company is limited to the maintenance of the quality management systems developed under ISO 9001. It is perfectly acceptable for a developed market economy where all the problems of increasing product marketability are solved within the quality management system. For emerging market economies a Bachelor degree is premature, as it is insufficient or not relevant to work only within the quality management system. Only an Engineer Manager, who for five years of study at the university has obtained knowledge relating to the different areas of company´s activity and mastered special methods and tools of quality management, can provide quality management required nowadays which is important for Russia´s emerging economy. The article also draws attention to the fact that under current conditions there is a need for state support of the quality activities and the implementation of "Concept of National Policy in the Field of Products and Services Quality", developed and published back in 2009. For this article the authors have used their own experience in quality assurance in construction and training of quality management specialists in BSTU named after V.G. Shukhov.

The paper presents the experience in development and introduction of the Quality Management System (QMS) which meets the requirements of international standard ISO 9001:2000. The arrangement of quality management is a task, which integrates general management of the institution on the basis of quality ideology as a highest strategic aim. The application of international standards ISO 9000 facilitates the wide dissemination of new principles of management directed to a customer and quality of servicing, which were not peculiar to the Soviet Public Health. The QMS introduction is a scaled and complex process for any organization involving the whole its staff – from the head to the attending personnel. It must be performed stageby- stage with application of process approach technique. The result of QMS model development in Novosibirsk RITO is a transition from «as it is» condition to «as it should be» condition to eliminate revealed inadequacies. The used criteria and methods of monitoring and analysis permit to estimate the effectiveness and level of key processes of medical care and to schedule their improvement. A voluntary certification of conformance to the international standard ISO 9001:2000 is the first system task in the field of comprehensive management in Novosibirsk RITO. The standard conformance means that the achieved management level meets a minimal set of standardized requirements which reflect internationally recognized means of management for the production of medical services of guaranteed quality.

Quality disciplines have been widely used for decades in industrial and business fields. It is only in recent times, however, that Quality management and approaches have received proper attention in life science. The development, optimization, validation and dissemination of an innovative way of planning and organizing research activity, inspired by Quality and Project Management principles, is the aim of the present work. Hence, we have generated a Quality Management System for a pilot life science research laboratory that deals with the housing and handling of marine organisms. Based on our Quality system, we have also created the modular software prototype Help4Lab. We could demonstrate that a proper and accurate transfer of Quality culture and methodologies to intellectual and scientific production can facilitate and strengthen scientific research.

The relationship between the quality management system in a medical institution and the use of document management information systems are considered. The distinctive features of the document management system, typical for modern Ukrainian institutions, are given. The analysis of ISO standards dedicated to document management is carried out and ways of their fuller use in domestic practice are shown. The consequences of the implementation of an information document management system in a medical institution are investigated. The need for informational support of management changes in a medical institution is shown on the example of improving the process of building a quality management system. It also shows the need for joint consideration of the processes of the quality management system and their support with the help of identification document management systems. The main provisions of the technique are given, which clearly define the importance of documents in the activities of a medical institution, as well as the use of the basic principles of corporate culture in the life of an organization.
