A University-Based Model for Evaluating Inventions

There is a need for programmes that provide independent inventors with balanced, data-based evaluations of their early-stage ideas. These inventors do not have access to the evaluation processes used in many companies to assess whether or not an idea warrants further investment of time and resources. In addition, invention promotion services that focus on independent inventors are often costly; and some of these have been accused of fraud. The business school at the University of the Pacific (UOP) launched a pilot invention evaluation service (IES) in autumn 1999. The process used in the IES is based on new product development models used in companies, and addresses basic market, technical and financial potential. The programme benefits not only the community of inventors: because IES staff members are graduate research assistants, it also provides a unique experiential learning opportunity for students. This article details the design of the service and the manner in which it has been implemented at UOP. Data from surveys of the inventors who have been served over the past three years is presented, which indicates that they have found the IES to be very effective in improving their decision making. Other universities may benefit from establishing a similar programme.

Australasian universities are tied to Southeast Asia in a number of ways. The most obvious is through their teaching. Since the second world war, but more particularly in the past ten or fifteen years, this has paid more attention to Southeast Asia, its peoples, their history and their languages, than at any time since the first university institutions were founded in Australia and New Zealand in the nineteenth century. There are other, perhaps less obvious, ties. The teaching has been primarily at undergraduate level, but the staff members involved have, of course, been involved in research in the area. Possibly the majority would have been trained overseas, if not themselves of overseas origin; but quite recently, and especially at one or two centres, the number of graduate research students has become significant, at least in Australia. Some of the research has been published in book or monograph form by existing Australasian or overseas publishers, or by the university presses, whose numbers have augmented over the past decade.

The University of Iowa Central Electron Microscopy Research Facility(CEMRF) was established in 1981 to support all faculty, staff and students needing this technology. Initially the CEMRF was operated with one TEM, one SEM, three staff members and supported about 30 projects a year. During the past twelve years, the facility has replaced all instrumentation pre-dating 1981, and now includes 2 TEM's, 2 SEM's, 2 EDS systems, cryo-transfer specimen holders for both TEM and SEM, 2 parafin microtomes, 4 ultamicrotomes including cryoultramicrotomy, a Laser Scanning Confocal microscope, a research grade light microscope, an Ion Mill, film and print processing equipment, a rapid cryo-freezer, freeze substitution apparatus, a freeze-fracture/etching system, vacuum evaporators, sputter coaters, a plasma asher, and is currently evaluating scanning probe microscopes for acquisition. The facility presently consists of 10 staff members and supports over 150 projects annually from 44 departments in 5 Colleges and 10 industrial laboratories. One of the unique strengths of the CEMRF is that both Biomedical and Physical scientists use the facility.

The Biological Electron Microscope Facility (BEMF) at the University of Hawai‘i at Mānoa (UHM) is located 2400 miles over water from the next nearest research university. BEMF is a multi-user core facility, administered by the Pacific Biomedical Research Center (PBRC), an organized research unit at the UHM. The mission of the BEMF is to provide state-of-the-art instrumentation, services and training for electron microscopy to the biomedical and biological researchers in Hawai‘i and the Pacific region. The BEMF was established in 1984 under the direction of Dr. Richard D. Allen, and has since grown steadily in its instrumentation, expertise, and use. In the past 5 years it has served researchers from over 50 laboratories in PBRC and the colleges of Natural Sciences, Tropical Agriculture and Human Resources, Engineering, Medicine, and Ocean and Earth Sciences and Technology, as well as visiting investigators from other Hawai‘i, mainland and foreign institutions.The BEMF has a full line of instrumentation for conventional transmission and field emission scanning electron microscopy as well as a complete line of instruments for cryoelectron microscopy.

This paper outlines the strategic efforts undertaken by Singapore to establish its national capability in the biomedical science sector, reviews the commercial base as a result of these efforts and compares Singapore's approach with the UK and US development models, discusses the challenges that Singapore faces and raises some questions on the long-term sustainability of the sector.Although Singapore is a small country in terms of geographical size, its economic size is significant, with gross domestic product (GDP) and GDP per capita of US$112bn and US$25,200 respectively in 2002. For the past 40 years, the country has achieved an average annual GDP growth of 8.4 per cent by focusing on manufacturing and productivity improvements. Biotechnology has been earmarked as the next wave of technology that will sustain the country's economic growth. For almost two decades, Singapore has focused its efforts on building capabilities in the biomedical science area to exploit biotechnology and traditional chemistry-based technologies in drug discovery, development and production. The main principle of Singapore's strategy is to locate a sector targeted for growth and then to focus its efforts on building the key pillars to support the sector; identified in this case to be research, early stage funding and specialised infrastructure.

The article is a reflection by two graduate research assistants (GRAs) who experienced the effects of the COVID-19 pandemic on the in-person interactions through which qualitative researchers usually learn about human experiences. With in-person research curtailed, the authors were compelled to think creatively and find other ways to continue their research and develop meaning. The researchers reflected on their experiences as GRAs for the study ‘Thriving in Canada: Learning from the (photo) voices of women living on a low income engaged in action research to improve access to health and social services’. Taking advantage of pandemic-related study delays, the researchers explored the photovoice method in more depth and used photovoice to document their own lived experience as GRAs, and their learning. They practised self-reflexivity and worked to improve their visual-based photovoice facilitation skills. This illustrated essay is the story of the authors’ experiences over the past year working as GRAs during the COVID-19 global pandemic.

Outside its ‘classic’ forms, little is known in the West about the theatre of Indonesia. The colonial ‘heritage’ proved largely sterile, and the more fruitful recent developments of the past few decades have been dominated by attempts to integrate the indigenous tradition with contemporary problems and needs. Eugène van Erven has spent several years exploring new theatrical movements and activities in the Pacific region, and earlier results of his studies appeared in NTQ 10 (1987), on the People's Theatre Network of the Philippines. Here, he introduces the work of the two leading theatre-of-liberation companies in Indonesia, Teater Arena and Teater Dinasti, and analyzes their contrasting approaches to the integration of ‘theatre-of-liberation’ techniques with distinctively Indonesian social, religious, and theatrical traditions. Eugène van Erven also contributed a study of recent political theatre in Spain to NTQ 13 (1988), and has recently taken up a post lecturing in English at the University of Utrecht.

During the past several years, a systematic search for novae in the Magellanic Clouds has been carried out at Cerro Tololo Inter-American Observatory. The Curtis Schmidt telescope, on loan to CTIO from the University of Michigan is used to obtain plates every two weeks during the observing season. An objective prism is used on the telescope. This provides additional low-dispersion spectroscopic information when a nova is discovered. The plates cover an area of 5°x5°. One plate is sufficient to cover the Small Magellanic Cloud and four are taken of the Large Magellanic Cloud with an overlap so that the central bar is included on each plate. The methods used in the search have been described by Graham and Araya (1971). In the CTIO survey, 8 novae have been discovered in the Large Cloud but none in the Small Cloud. The survey was not carried out in 1974 or 1976. During 1974, one nova was discovered in the Small Cloud by MacConnell and Sanduleak (1974).

The Tower Mill, Brisbane's oldest extant building, was excavated by the University of Queensland to determine for the Brisbane City Council the heritage potential of surrounding subsurface deposits.  Following the employment of GPR, excavation revealed interesting stratifications, features and artefacts.  Analysis permits an explanation for these deposits which augment an already fascinating history of the site's use over the past 170 years or so.

This chapter and the following both draw the reader into seventeenth-century understandings of the past, and of Boudica in particular, and makes clear that in a time before disciplines, writers of ‘history’ were erudite commentators, immersed in political thought, the classical world, and contemporary ideas, as well as in drama, poetry, and the law. Chapter 1 shows the subtleties of Boudica’s place in history at this early stage by giving sustained attention to the work of Edmund Bolton (1574/5–c.1634), the first person to analyse the written and material evidence for Boudica’s deeds, and the last to do so in depth before the later nineteenth century. Bolton’s distaste for contemporary philosophy and his loyalty to James I were highly influential in determining the way the antiquary approached Boudica and her rebellion; but equally important was Bolton’s deep understanding of historical method and the strictures this placed on his interpretive latitude.
