Financial resources management issues are relevant for each commercial bank. Those banks that operate with an excess of free financial resources lose profitability, but the liquidity of such banks is quite high. Other banks that conduct aggressive policy aiming to place all the available resources with maximum efficiency, are forced to seek solutions to the problem of locating additional liquid funds, in order to ensure timely fulfilment of liabilities. In this article, the authors analyze the state of the resource base of Latvian commercial banks, identify reserves for increasing the efficiency of banks and propose a methodology for optimizing the attraction and placement of resources in commercial banks. Since bank resources management involves two interrelated issues – equity capital management and management of liabilities (attracted and borrowed funds), the authors successively consider two sides of this process. Besides, the process of equity capital and liabilities management is inseparably linked with active transactions, i.e. with the use of resources, therefore the research also focuses on the interrelation between passive and active transactions of the bank and on the development of a methodology for optimizing the attraction and allocation of bank resources. The purpose of the research is to analyse passive operations in Latvian banks, to assess the formation of their resource base and its management, as well as to work out some recommendations on how to update the management of the combined (aggregate) resource base in Latvian commercial banks. The authors have put forward a following hypothesis: the decline in financial resources leads to an increase in the bank's efficiency, and vice versa, the increase in financial resources leads to an inefficient redistribution of funds in the banking activity. During the study, this hypothesis was justified. The theoretical and methodological basis for the research includes scientific works by Latvian and foreign authors, special economic literature, Latvian legislation, regulations of the Bank of Latvia and of the Financial and Capital Market Commission, recommendations of the Basel Committee on Banking Supervision, EU Directives. The authors used such research methods as economic analysis, method of comparison, economic grouping, statistical methods, etc. The application of the proposed methodology for optimizing the attraction and placement of resources is considered on the example of Latvian commercial banks.

With the rapid increase in demand for agricultural products for food, feed and fuel, concerns are growing about sustainability issues. Can agricultural production meet the needs of increasing numbers of people consuming more animal products and using a larger share of crops as fuel for transport, electricity and heat, while still sustaining the natural resource base? In addition to economic models and learning from statistics and trends, there is a perceived need for decision support tools at global, field and plant levels and for the certification of best practices based on crop production ecology (CPE). This paper illustrates the need for and availability of a generic approach to sustainability principles, criteria, indicators and norms to ensure maximum efficiency in the use of resources such as land, water, chemicals and energy in crop biomass production at various levels of scale. The authors propose a method based on a transportable CPE approach, covering ranges of commodities and environments, to address choices in agricultural production: which crop to promote where, how it should be grown to optimize the efficient use of resources, how to certify the best practices and which crop properties need genetic improvement to make the best use of scarce resources in adverse conditions.

In the context of the Moscow healthcare reform that has been carried out in recent years, the issues of evaluating the effectiveness of financing the healthcare system and the performance of medical organizations in providing medical care to the population are particularly relevant. Given the limited public resources allocated to the health sector, the quality of management of available financial, human and material resources is becoming more important. The article considers the application of the method of assessing the quality of resource management, introduced in Moscow since 2016, and its results in terms of evaluating the effectiveness of financial resources. It is revealed that the effectiveness of financial resources management is influenced by certain indicators that characterize the organization of management of the main activities of a medical organization.

This article describes investment activities of self-government territorial units. Its aim is to present the importance of investments for the provision of public services by municipalities. The opinions of the respondents about the causes of excessive or misguided investments and the ways of reducing their scale were presented. Surveys were conducted in 2015 and the temporal scope of the analysis is 2009–2014. The importance of investments for the provision of public services, shaping the living conditions of inhabitants, and conducting business activity were described. Based on that, overinvestment was identified as a negative trend in public resources management. The most frequent causes of excessive investment are megalomania of the municipality authorities and their desire to gain the support of the inhabitants (voters). Another important aspect is the lack of sufficient social control in the decision-making process regarding investment tasks execution. It was also demonstrated that overinvestment is due to the purpose of spending financial resources, not to the relative amount of investment expenses. Among the actions preventing excessive or misguided investments, the cost and benefit analysis was indicated the most often. Using strategic planning tools is also beneficial for the effectiveness of investing in self-government.

One of the basic problems of the banking system is the resource providing for the bank activities, and so the question of the resource potential management of the institution is actual today. The article deals with the economic essence and structure of the liabilities of commercial banks. A review of the specific features of banking and bank management defines the goal in the liability management. The dynamics of the resource base of Ukrainian banks. The article deals with the overall analysis of management problems for involved and borrowed resources of banks. Attention is concentrated on factors of banks' resources. Summarizes the main methods of deposit liability management. Considers the features of the borrowed resources management. Defines the main parameters of the resource base formation. Proposed future directions of research in the field of the liabilities management . The purpose of the study is to determine the peculiarities of managing the obligations of commercial banks and improve the methodology of this process. In the course of the study, attention was drawn to the process of forming a commercial bank's resource base, where two main management parameters need to be considered - the value of borrowed and borrowed funds and their volume. The most common source of formation of bank resources is customer deposits. The need to attract non-deposit resources arises in the event of a lack of current liquidity or as a result of an attempt to balance payment flows at subsequent dates. Further research should be directed to substantiate the methods, instruments and instruments of deposit and non-deposit policy, which will provide not only sufficient capital but also a high rating of a banking institution. It is determined that price and non-price management methods are used to provide the desired structure, volume and level of expenses on deposit liabilities. The essence of pricing methods is to use the interest rate on deposits as the main lever in the competition for free cash of individuals and legal entities. Raising the bid offered by the bank makes it possible to attract additional resources.

From an economic point of view, efficiency implies the use of resources, of any kind, at maximum efficiency, or else the relation between effect and effort is over unit. In any kind of activity economic efficiency is the basis for its start. In the present paper, the level of economic efficiency for rape crops will be determined, according to two technological systems: conventional and organic. The revenue structure, and especially the expenditure, will be found in the income and expenditure budget of the culture. We will compare the value of production, production costs, but also yield or rate of return. In the continuation of the study, a set of indicators of economic efficiency will be calculated for each crop system, which will be subjected to a mirror analysis, to determine the feasibility of rapeseed crops as accurately as possible. Finally, the results will be presented, the profitability of the crop according to the system, the level of the profit and the recommendations regarding the future way of growing the rapeseed.
