In the context of the Moscow healthcare reform that has been carried out in recent years, the issues of evaluating the effectiveness of financing the healthcare system and the performance of medical organizations in providing medical care to the population are particularly relevant. Given the limited public resources allocated to the health sector, the quality of management of available financial, human and material resources is becoming more important. The article considers the application of the method of assessing the quality of resource management, introduced in Moscow since 2016, and its results in terms of evaluating the effectiveness of financial resources. It is revealed that the effectiveness of financial resources management is influenced by certain indicators that characterize the organization of management of the main activities of a medical organization.

This article describes investment activities of self-government territorial units. Its aim is to present the importance of investments for the provision of public services by municipalities. The opinions of the respondents about the causes of excessive or misguided investments and the ways of reducing their scale were presented. Surveys were conducted in 2015 and the temporal scope of the analysis is 2009–2014. The importance of investments for the provision of public services, shaping the living conditions of inhabitants, and conducting business activity were described. Based on that, overinvestment was identified as a negative trend in public resources management. The most frequent causes of excessive investment are megalomania of the municipality authorities and their desire to gain the support of the inhabitants (voters). Another important aspect is the lack of sufficient social control in the decision-making process regarding investment tasks execution. It was also demonstrated that overinvestment is due to the purpose of spending financial resources, not to the relative amount of investment expenses. Among the actions preventing excessive or misguided investments, the cost and benefit analysis was indicated the most often. Using strategic planning tools is also beneficial for the effectiveness of investing in self-government.

The importance study shows is based on the possibility of a company that through proper human resources management strategy achieved an increase in effectiveness and efficiency, and therefore the productivity of business in the conditions of high competition. Strategic management of human resources is an important part of the sphere of management, and is based on a theoretical - practical knowledge in the field of work psychology. Human resource management can significantly influence the behavior of employees, their attitudes and success. People, their skills, knowledge and information are the characteristic of the each organization and can not be copied. It must be borne in mind that human resource management can fail if the pursuit organitzacija hire the wrong people, or if they are not motivated enough to their employed. Human resources management strategy needs to be aligned with the company’s strategy. Basic objectives and methods of human resource management needs to ensure the success of the company. Human resources management strategy has an important operational and managerial function carried out by managers of human reusrse. Management Strategy managers are determined by the quality of employees and their potential. The objectives of human resources management in the organization is directly related to the individual indicators work and results achieved by the employees. From the quality of motivation and stimulation of employees rise to its productivity, loyalty and quality of work. At the organizational level, human resource management strategy should be aimed at increasing the level of average productivity, improving quality, improving working conditions. Planing human resources is achieved competitive strategy of the organization. All of that contribute the most to employees and their productive possibility.

The problem of assessing and improving the quality of medical care in a medical organization is considered. Analyzed the management of medical organization processes. A scheme for managing these processes, a list of regulatory documents, types and methods for monitoring the effectiveness of their implementation are presented. Formed groups of criteria used to assess the quality of the medical organization. It is argued that the introduction of a quality management system for the provision of medical care in a medical organization increases the efficiency of its activities.

This study aims to analyze the efficiency of human resource management in improving the quality of Muaro Jambi Extraordinary School. This study uses qualitative descriptive methods. Data is collected through observations, interviews, and documentation. The results showed that SLB Muaro Jambi applies two management functions in managing its SDM, namely the planning and implementation functions. Human Resource Management consists of planning the needs and development of educators and education personnel; procurement of capacity building training for teachers and staff/employees. The implementation of human resources involves committees, teachers, and staff/ employees to realize the activities that have been planned. Human Resources Management can effectively improve the quality of education in SLB.

The implementation of defence activities requires the allocation of specific financial resources for this purpose. The scope and quality of these activities often depends on the amount of the allocated funds. The vast majority of them come from the national budget. There are also specific organisational and legal solutions allowing for the possibility of financing defence expenditures, including financing of the Armed Forces from other sources off-budget. One of such solutions is the Armed Forces Modernisation Fund, which functions as a special purpose fund. This fund is a national special purpose fund, which has no legal personality and is one of the sources of financing of the Armed Forces Development Programme. Its main advantage is the fact that it is not subject to rigid budgetary discipline, which makes it possible to continue financing certain public services over the next few financial years. Such a solution allows for the intended accumulation of public resources which have not been used by the fund before the end of the calendar year. The aim of this study is to analyze the financial economy, i.e. the analysis of revenues and costs as well as effects of tangible property expenses incurred by the Armed Forces Modernization Fund. The analysis covers the period of the years 2016-2018.

The potential for improving the efficiency of medical organizations that provide medical care to the population in conditions of limited resources largely depends on an objective and comprehensive assessment of their use. In this regard, the research of methodological and practical approaches to assessing the efficiency and rational use of resource potential, which are important for different levels of the organization of the health system, including the provision of medical care to citizens living in rural areas, is of particular relevance. The purpose of the study was to determine the relationship between indicators for assessing the quality of resource management and indicators of access to medical care of medical organizations of the state health system in Moscow that provide primary health care to adults in 2019. The quality of resource management was assessed using 27 indicators selected for the purpose of the study in 4 areas of resource management (financial management, procurement management, property management, personnel management), provided by the methodology of the resource management quality standard (RMQS). For each indicator, the calculated score based on the importance value (weight value) a normative criterion of evaluation and the degree of difficulty, and by summing up of scores obtained a composite score. The assessment of the availability of medical care is also calculated using the method of point estimates based on 7 indicators developed through the use of the methodology of performance audit. The article presents the results of a study based on data from 9 Moscow city polyclinics, which confirmed the existence of a correlation between the selected indicators of the quality of resource management and the availability of medical care. The total score for 2019 for the selected indicators of resource management quality varies from 9.62 points to 13.92 points, availability-from 5.54 to 11.63 points, and the correlation coefficient was 0.612

Information Technology (IT) plays an important role in organizations, particularly in small and medium-sized enterprises (SMEs). These firms have a simple structure with less specialized tasks and tight human, financial and material resources, so it is particularly important to use an appropriate IT governance framework (ITG) to such enterprises. This paper shows the results of applying an ITG framework designed for SMEs in a case study focused on IT Human Resources (IT HR) and the lessons learned. Conclusions highlight the importance of the quality of IT HR along with the key role played by related enterprise policies.

Introduction. In modern conditions, the population’s satisfaction with medical care, including the urban and rural population, is one of the main criteria for the quality and accessibility of medical care. The goal. Subjective assessment of the organization of medical care for children in the conditions of the children’s polyclinical department of a medical ambulatory. Materials and methods. The study was conducted by random sampling using an anonymous questionnaire of 312 parents of children receiving medical care on an outpatient basis in the children’s department of the New Devyatkino village clinic in the Vsevolozhsky district of the Leningrad Region. Results. Preventive examinations, treating acute diseases, and testing when being under observation were established to be the main reasons for contacting the pediatric ward of a polyclinic are. Most of the parents spent an average of 24.5 ± 0.07 minutes on the way to the medical organization. Most often, parents choose to make an appointment with a doctor through a call center, the Internet and through an electronic record. The majority of parents (73.6%) believe the schedule of work of doctors to be convenient. More than half of parents (53.6%) believe that in the children’s outpatient department there are no specialists of the profile they need. In the opinion of parents, the most difficult is to arrange a visit to an ophthalmologist, otolaryngologist, and surgeon. In general, 65.3% of parents were satisfied with the organization of the children’s outpatient department, 28.9% were not completely satisfied, 2.3% were not completely satisfied. The main reasons for parents dissatisfaction are long queues at the registry (20.5 ± 0.08 minutes), to the pediatrician (average 22.7 ± 0.09 minutes) and highly specialized doctors (average 23.5 ± 0.09 minutes), difficulties in obtaining expert advice, and passing the examination. Conclusion There is a need to improve the availability and quality of medical care for children provided on an outpatient basis.

The study of the patient’s temporary losses when receiving medical services in an outpatient clinic and their minimization contribute to an increase in patient satisfaction with the quality of medical care. Objective of the stud y: to assess the temporary losses of patients when visiting outpatient clinics of the city municipality. Methods and materials. The temporary losses of patients were studied by analyzing route maps compiled using a special technique. The analysis of the questionnaires made it possible to assess the patient’s satisfaction with the conditions of providing medical services, the information received in the healthcare institution and the attitude of the nursing staff to the visitor. Statistical processing of the results was carried out using the programs Statistica 5.0 and Microsoft Office Excel. Results. As a result of the conducted research, significant time costs of patients were identified when receiving medical care in polyclinics of the district center: when visiting a district doctor, a registry, a treatment room and a laboratory, which directly affected the results of assessing their satisfaction with the temporary criteria for visiting a medical organization. Scope of the results. The data obtained during the study can be used as basic information when developing measures to optimize key processes in outpatient health care institutions.
