Banksy is an anonymous England-based street artist, vandal, political activist, and film director, active since the 1990s. His satirical street art and subversive epigrams combine dark humour with graffiti executed in a distinctive stenciling technique. His works of political and social commentary have been featured on streets, walls, and bridges of cities throughout the world.Over the last few years, Banksy‘s name has become increasingly popular, especially through his recent, highly provocative works and appearances. In 2018, at Sotheby‘s Auction House, his famous work „The Girl with the Balloon“ was auctioned at $ 1.4 million. As the lead auctioneer‘s hammer hit, a beeping sound caught everyone‘s attention to Banksy‘s work, which slowly began to slide down and shredded narrow long strips in front of the astonished glances of onlookers. The scandal has aroused great public interest. On the next day, Banksy posted on Picasso a social media quote – „The urge to destroy is also a creative urge“. A few days later, the owner of the shredded work exhibited it in the museum, already renamed „Love is in the Bin.“ The work is currently worth twice as much in its present form, as a concept contemporary work, of its original value. Who is Banksy – a rebel art creator or just a provocateur with quality PR?

This article examines the recent intense public interest in Dublin street art collective Subset’s urban painting, which co-opts the language, practices and attitude of graffiti culture as brand narrative, producing a commodity from their portrayal of subversion, which they self-promote on social media. While the career trajectory from vandal or graffiti artist to the established art world is nothing new, what is particularly interesting is how Subset went from an unknown group of art college graduates in early 2017 to their acceptance and recognition by the arts establishment in late 2019. The case of Subset is interesting in terms of the evident cultural cachet of their synthesis of subversive practices and the promotion of their brand in their work, which has proven very popular with the public. As a result, the Subset brand has in turn been co-opted by traditional media, political discourse and the arts establishment.

Due to its function as a watchdog or fourth estate in democratic societies and a variety of commercial challenges, policy-makers have undertaken initiatives to support the production and distribution of news. Press subsidies are one such policy initiative that particularly aims to provide support to private news producers. Paid as direct cash handouts or indirect reduced taxes and fees, they exist in some form in almost every country in the world. Subsidies are not uncontroversial, their effectiveness is unclear, and their magnitude, designs, and areas of application, differ across nations and their unique economic, cultural, and political contexts. After periods of declining political and public interest in media subsidies, the recent economic crisis of journalism, and the rising influence of various forms of click-bait, fake, native, or biased news on social media platforms, has brought state support of original journalism back on the agenda.

The defamation reports have increased and shifted under online-based technology through social media. This study considered the defamation issue in Indonesia that alleged Richard Lee, a doctor who shared a beneficial publication through social media about the dangerous skincare product. Richard's audience believed that his content helped them know the hidden truth behind skincare products available in the market. Consequently, the public questioned whether he was liable because he was regarded to share helpful information under the public interest. This study aimed to analyze Indonesia’s defamation laws, especially in public interest defense under Article 310(3) of the Indonesian Criminal Code. However, the interpretation for public interest as a crime abolition is unclear, resulting in various courts' decisions that lead to criminalizing internet users. This study used legal research with statutory and comparative approaches. It examined legal norms and practices in Indonesia and compared those in the United Kingdom, Canada, and New Zealand. These three countries adapted defamation law to develop cases, including those alleged defamations for the public interest. While the freedom of expression is enshrined in the constitution, its practice has contradicted defamation provisions outlined in derivative regulations. By comparison, these three countries have precise boundaries and public interest defense is explicit. Those countries have specific rules and lists that needed to be fulfilled for those who use public interest defense. The lists based on previous precedents show how they learn and adapt to the development of public interest defense in many cases. This study concluded that Indonesia does not have specific standards or rules to determine cases categorized as the public interest. <p>ABSTRAK<br />Menjelang kegiatan Pemilihan Umum (Pemilu) pada bulan April 2019, perseteruan tanda pagar (tagar)/#/hashtag #2019GantiPresiden dan #Jokowi2Periode semakin hari semakin marak di media sosial. Perang tagar tersebut merepresentasikan perbedaan dukungan antara kubu pro Pemerintah Joko Widodo dan kubu yang tidak ingin Joko Widodo terpilih kembali menjadi Presiden pada periode 2019-2024.<br />Majalah TEMPO sebagai majalah yang menyajikan berita mengenai Politik, menerbitkan perseteruan yang terjadi di media sosial tersebut pada edisi 04 Juni 2018 dengan tema “PERANG#ADU KUAT DI MEDIA SOSIAL MENJADI PEMANASAN MENJELANG PEMILU 2019. SIAPA BERADA DI BELAKANG DUA KELOMPOK BERSETERU?”.<br />Melalui hasil Analisis Semiotika Peirce yang mengemukakan teori segitiga makna, yaitu: sign, object, dan interpretant, peneliti berhasil memperoleh makna bahwa sampul majalah TEMPO edisi 04 Juni 2018 menggambarkan keadaan Pemerintah pada masa akhir jabatan Joko Widodo sebagai Presiden Indonesia ke-7 yang tengah merasakan ketidaknyamanan dan kecemasan, akibat maraknya serangan tanda pagar atau hashtag dari kubu lawan di media sosial.<br />Tujuan dan manfaat dari penelitian ini selain untuk menguak makna grafis dan teks yang terdapat pada sampul Majalah TEMPO edisi 04 Juni 2018 dengan mengunakan model analisis Semiotika Peirce, juga untuk memberikan sumbangan pemikiran kepada khalayak luas, khususnya pembaca untuk menyikapi bahwa sebuah gambar ilustrasi pada sampul majalah tidak hanya sebagai cara untuk menarik minat khalayak dalam membeli majalah. Lebih dari itu, gambar ilustrasi sebenarnya memiliki makna mendalam berkaitan dengan isi berita yang dimuat suatu majalah.<br />Kata Kunci: Semiotika, Charles Sander Peirce, Majalah TEMPO, Tagar</p><p> </p><p>ABSTRACT<br />Ahead of the General Election (Election) in April 2019, the hashtag / # / hashtag # 2019GantiPresiden and # Jokowi2Periode period are increasingly rife on social media. The hashtag war represented a difference in support between the pro-Joko Widodo government and those who did not want Joko Widodo to be re-elected as President in the 2019-2024 period.<br />TEMPO magazine, as a magazine that presents news about politics, published a dispute that occurred on social media in the June 4, 2018 edition with the theme "WAR # STRONG ADUES IN SOCIAL MEDIA BECOME WARMING AGAINST ELECTION 2019. WHO WAS BEING BEHIND THE TWO GROUPS UNDERSTANDING?".<br />Through the results of Peirce's Semiotic Analysis which proposes the theory of triangles of meaning, namely: sign, object, and interpretant, the researcher succeeded in obtaining the meaning that the cover of the June 4th edition of TEMPO magazine illustrates the state of the Government at the end of Joko Widodo's term as the 7th President of Indonesia who was feeling discomfort and anxiety, due to the rise of fence attacks or hashtags from the opposing camp on social media. The purpose and benefits of this research are not only to uncover the graphic and text meanings contained on the cover of the June 04 2018 edition of TEMPO Magazine by using the Peirce Semiotic analysis model, also to contribute ideas to a wide audience, especially readers to respond to an illustrated picture on the cover of the magazine not only as a way to attract public interest in buying magazines.
