Current worldwide economy conditions cause increasing popularity of collaborative business networks. Dealing with multiple organizations and multiple processes within a complicated network, identifying and locating a member that has a responsibility and/or a competence in a particular part of the network can be a laborious, time-consuming process. Knowledge management technology is aimed to assist in solving this problem. It requires intelligent interoperability support between information systems of collaborative network members. A presented approach is based on the context management technology. It allows allows describing the collaborative network at a particular moment. The context includes such current situation properties as time, location, competence profiles of collaborative network members, etc. The competence profiles allow formalizing and sharing member's knowledge and competencies.

Šiandienė žmogaus, grupės, organizacijos veikla yra grįsta žiniomis, todėl vis dažniau mokslininkai kalba apie palankių sąlygų joms kurti ir jomis dalytis sudarymą organizacijose. Tačiau tiek bendrojoje, tiek bibliotekininkystės literatūroje analizuojamas tik pavienių organizacijos elementų vaidmuo kuriant žinioms valdyti palankią aplinką. O būtinas visuminis požiūris, kurį pabrėžia organizacinės elgsenos teorija, nagrinėjanti visus žmonių elgesio ir santykio su organizacijos aplinka aspektus. Remiantis šiateorija galima teigti, kad, formuojant žinioms valdyti palankią aplinką aukštųjų universitetinių mokyklų bibliotekose, svarbūs visi organizacinės elgsenos lygmenys: individo, grupės, organizacijos. Tik atskleidus visų šių lygmenų įtaką žinioms valdyti, galima identifikuoti žinioms valdyti palankios bibliotekų organizacinės elgsenos požymius, o palyginus su esama bibliotekų organizacine elgsena, teikti sprendimus didinti šios elgsenos tinkamumą žinioms kurti ir jomis dalytis. Straipsnio tikslas – apibrėžti žinioms valdyti palankios bibliotekų organizacinės elgsenos požymius, tokios elgsenos kūrimo problemas ir teikiamas galimybes. Uždaviniai: išanalizuoti individo, grupės, organizacijos elgseną bibliotekose, pabrėžiant šių lygmenų vaidmenį kuriant žinioms valdyti palankią aplinką; įvertinti žinioms valdyti tinkamos organizacinės elgsenos kūrimo problemas ir galimybes, atsižvelgiant į specifinius bibliotekų kaip organizacijų vidaus ir išorės veiksnius.Rašant straipsnį remtasi teoriniais mokslinio tyrimo metodais (analizės, apibendrinimo, lyginimo, sintezės).Pagrindiniai žodžiai: organizacinė elgsena, žinių valdymas, biblioteka.Knowledge Management-friendly Organizational Behaviour of Academic LibrariesKristina Lymantaitė SummaryThe low public sector efficiency, poor quality of public services shape the negative attitude toward public sector organizations. Therefore, the search of tools that would help libraries increase their efficiency, competitiveness, service quality and gain greater acceptance in society is nowadays particularly relevant. One of the possible solutions is to make library organizational behaviour, knowledge management-friendly and thus to allow the usage of the existing and encourage the creation and sharing of the new knowledge.A comprehensive analysis of library organizational behaviour elements allows to define the key features of knowledge management-friendly organizational behaviour. The definition of these features is a basis for the further research on library organizational behaviour. An analysis of the current situation of libraries organizational behavior and a comparison with the appropriate knowledge management features would allow organizing practical recommendations. The feature of knowledge management-friendly library organizational behavior that may be considered fundamental is organizational culture which is based on trust, and which fosters creativity.However, the knowledge management-friendly library organizational behaviour can only be formed at all behaviour levels (the employee, group, organization). Unfortunately, the current situation is aggravated by the fact that there is no instrument to assess the library’s organizational behaviour (in the knowledge management perspective), and there is no uniform explicit guidance to implement these changes. The creation of these tools may be considered as an area for the further research and follow-up studies.The specificity of a library as an organization, the context of changes, and the overall economic situation of the country’s instability (leading to the declining library funding) creates even more barriers for a successful organizational behaviour. Therefore, we can start with changing library’s organizational culture, because it is the most influential element, and does not require a lot of investment.Creation of knowledge management-friendly library organizational behaviour offers a possibility to implement the goals of a library and its workers and offer new competitive services for customers in order to meet their needs and expectations. A library, by disclosing the intellectual capital, becomes a flexible, innovative, entrepreneurial and learning organization and the center of learning and knowledge for both its employees and customers, and gains a leading position in the knowledge-based society.

There are many arguments why healthcare organizations need knowledge management. In The Netherlands, there are some things going on, like a new defrayment and remuneration system for the hospitals, the increasing aging population, the focus on quality, efficiency and effectiveness and the existence of more, very specialized disciplines, that there is a need for knowledge management. This chapter describes a model that can be used to chart the current situation regarding knowledge management. The model is based upon the primary and supported processes, a division in types of knowledge and a knowledge cycle. The use of the model is demonstrated by a case description. Conclusions which are drawn from the recap of the case description showing that the model can be useful but some things must be taking into account, such as the size of a case and its boundaries.

The purpose of this study is to find out more about the allocation of village fund management by village/sub organizations that are directly involved in the aspects of Strategic Leadership and Officer Commitment in carrying out distribution and implementation according to the Musrenbangdes and see government policy gaps in flexibility and maximizing the use and management of village fund allocations to encourage the creation of Budget performance in development and priorities according to the agreement with the community according to the vision, mission and objectives of village development in the Meranti Islands Regency with a quantitative method as many as 309 respondents. The results of the study show that there is still a need for Knowledge Management for organizational members, Agile Management in dealing with environmental changes and the urgency of the current situation, as well as increasing knowledge in budget implementation regulations and skills for members to motivate stakeholders the Village Fund allocation budget in increasing the budget in the coming year.   Tujuan penelitian ini ingin mengetahui lebih dalam alokasi pengelolaan dana desa oleh organisasi desa/kelurahan yang terlibat langsung dalam aspek Kepemimpinan Strategis dan Komitment Petugas dalam melaksanakan pendistribusi dan pelaksanaan sesuai Musrenbangdes dan melihat celah Kebijakan Pemerintah dalam flexibility dan maksimalisasi penggunaan dan pengelolaan alokasi dana desa mendorong terciptanya Kinerja Anggaran dalam pembangunan dan prioritas sesuai kesepakatan dengan masyarakat sesuaikan dengan visi misi dan tujuan pembangunan desa di Kabupaten Kepulauan Meranti dengan metode kuantitatif sebanyak responden 309 peserta. Hasil penelitian menunjukan masih perlunya Knowledge Mangement bagi anggota organisasi, Management Agile dalam menghadapi perubahan lingkungan dan urgensi keadaan saat ini, serta peningkatan pengetahuan dalam peraturan pelaksanaan anggaran dan ketrampilan bagi anggota untuk memotivasi stakeholder anggaran alokasi Dana Desa dalam peningkatan anggaran pada tahun mendatang.

Applying knowledge management has been examined and researched within organizational systems, in which Chief Knowledge Officers (CKO) lead these processes. There is a significant lack of professional literature in Israel and elsewhere regarding the application of knowledge management processes within the community of knowledge managers (CKO's CoP). The question of whether or not processes of knowledge management exist among the community of leading KM professionals, and the quality of these processes, is important for gaining insight, both in the practice of knowledge management, as well as for researchers in the field. An analysis of a case study of the “Forum of Knowledge Management in Israeli Organizations” which is a CoP (community of practice) attempts to examine these issues; to define and clarify the current situation, and to propose additional directions for exploration, research, and application. This study may result in implementation of “best practices” which will be of significance in emerging economies, and will benefit vision and knowledge for companies and governmental organizations in executing CoP undertakings in an efficient and effective way. This will prevent “reinventing the wheel” and costly “first hand” experience.

There has been increasing interest in informal learning in recent years and interest in managing informal learning, especially in workplaces. This study selects sample companies and surveys in informal learning in work environments and presents the current situation and problems of informal learning in workplaces. The study establishes the mode of informal learning in the work environment and develops the conceptual framework of managing informal learning. This is done based on the theories of knowledge management and social constructionism.
