The problems of accelerating the transition of Russian enterprises to innovative economy are considered. The structure of new factors constraining the transition of the Russian economy to innovative development is revealed, and their analysis is carried out. A number of significant shortcomings of the scientific base of innovative investment management have been identified. New categories of innovative investments and pseudo-investments based on a strategic approach and classification of investments are proposed. The way and recommendations for resolving one of the most important contradiction between business and the state on the choice of ways and of sources of innovative investment are proposed.


The article is devoted to the important role of clusters in the innovative development of the economy. The article reviews the particularities and regulatory support of the modern clustering policy of the Russian Federation. The results of the activities of 25 pilot innovative territorial cluster-leaders of the Russian Federation in terms of investment potential in 2012-2018 were estimated in the article. The original method of identification of the innovative territorial clusters was suggested in the article, its main advantages being universalism, comprehensiveness and credibility. Using this methodology, the authors of the article identified the territorial industrial clusters and ranged them according to their innovation potential

The existing global integration and the current trends in the development of the world leaders of innovative entrepreneurship show that the most promising way of development of the Russian economy is the formation of an innovative corporate sector that has effectively established the reproduction of full-cycle innovations. In modern economic conditions, it is the intellectual capital of corporations that is the basis of the innovation economy, and therefore the core of the knowledge economy. However, at present, innovation activity in the Russian Federation is not the main factor in the growth of the national economy. Over the past few years, the state leadership has been paying great attention to issues related to the state of the scientific and technical sphere, as well as to the formation of an effective innovation policy in Russia. The necessity of implementing the results of scientific research in various industries of the Russian Federation is noted. The article evaluates the innovative activity of Russian companies, highlights their strengths and weaknesses, and shows the role of intellectual capital in the innovative development of the Russian economy using the example of the oil and gas industry. The priority value of the corporate research and design complex (on the example of Rosneft) in the reproduction of the company's intellectual capital as a basic unit for making any scientific and technical decisions and producing organizational and managerial innovations in the production areas of economic activity is determined and justified. The study highlights the current problems and promising directions for the development of corporate intellectual capital in basic industries as a key factor in the innovative transformation of the real sector of the Russian economy.

Theoretic-methodological bases for the research of innovative development as the growth of innovation and competitiveness of the Russian economy at the macro, meso and micro levels are considered. The need to find effective approaches to scientific development and practical implementation of the concept of strategic management is proved. Effects of the policy of accelerated substitution of the role of the State in the economy because of the privatization of the State ownership as a result of the implementation of the recommendations of the Washington course of Russia’s transition to a market economy in the 90-ies of the last century are discussed. The Patriot scientific community’s proposition is supported, represented by Glaz´ev S.Yu. on the transition of the Russian economy to the industrial innovation model of development as a result of a major change in strategy, the objectives and the means of economic policy, which would provide domestic and external problems. The main trend of the new model must be in the area of high technology development. The necessity of interaction between science, business and the State is proved; the role of knowledge, innovation, market innovation points of growth from a position of selecting priority areas for regional development is determined, aimed at integrating international institutional, scientific, technical and technological predictions and trends in terms of national development with the aim of identifying determinants of competitiveness and creating competitive advantages for the Russian economy to ensure economic growth through the development of the real sector of the regional economy.

Some researchers call the modern stage of development of the world economy “the era of innovations". Studies show that economic and social progress is ensured through an innovative process - the process of producing new knowledge and practices. Thanks to new technologies, deep structural changes are taking place in the economic sectors, new industries are being formed, new jobs are being created. Globalization and the integration of the world economy have further exacerbated competition in the market for high-tech products. In these circumstances, innovative instruments remain the only possible source of increasing the competitiveness of national economies. The innovative way of development of the Russian economy is recognized as the main direction promoting restoration of volumes of production, the international competitiveness, a standard of living of the population, increase of efficiency of national economy, improvement of an ecological condition of a natural environment. Therefore, it is no coincidence that at this stage of development of Russia’s economic system, its main vector is to increase the effectiveness of the implementation of innovation policy. The special attention paid at present to the issues related to the implementation of innovation policy is caused by the active activity of the state, which aims to transfer the Russian economy to the innovative way of development by 2020. It is an undeniable fact that the innovative way of development of the country is the only way to overcome the global socio-economic crises that pose a threat to the sustainable development of the state, both in the present and in the future. This article is devoted to the problems of innovative development of our country.

В статье анализируются проблемы развития высокотехнологичных быстрорастущих компаний, так называемых техногазелей, некоторые из которых могут вырасти в «национальных чемпионов» в России. Рассматривается их роль в инновационном развитии экономики и формы их поддержки государством. Российская практика поддержки этих компаний в период пандемии значительно скромнее той помощи техногазелям, которая выделяется во многих странах в надежде, что они помогут преодолеть кризисы периода пандемии. Автор обосновывает вывод о необходимости разработки и применения системной поддержки высоко- технологичных компаний как важнейших драйверов инновационного развития российской экономики. The article analyzes the development problems of high-tech fast-growing companies, the so-called "technogazelles", some of which may grow into "national champions" in Russia. Their role in the innovative development of the economy and the forms of their support by the state are considered. The Russian practice of supporting these companies during a pandemic is much more modest than the assistance to technogazelles, which is allocated in many countries, in the hope that they will help to overcome the crises of the pandemic. The author substantiates the conclusion about the need to develop and apply systematic support for high-tech companies as the most important drivers of innovative development of the Russian economy.

The draft law developed in the State Duma is analyzed through the prism of organizational borders of industrial self-regulation, social and economic guarantees of effective SRO evolution. Institutional nature of rules enforced by those organizations and variants of self-regulation are also considered.
