Some researchers call the modern stage of development of the world economy “the era of innovations". Studies show that economic and social progress is ensured through an innovative process - the process of producing new knowledge and practices. Thanks to new technologies, deep structural changes are taking place in the economic sectors, new industries are being formed, new jobs are being created. Globalization and the integration of the world economy have further exacerbated competition in the market for high-tech products. In these circumstances, innovative instruments remain the only possible source of increasing the competitiveness of national economies. The innovative way of development of the Russian economy is recognized as the main direction promoting restoration of volumes of production, the international competitiveness, a standard of living of the population, increase of efficiency of national economy, improvement of an ecological condition of a natural environment. Therefore, it is no coincidence that at this stage of development of Russia’s economic system, its main vector is to increase the effectiveness of the implementation of innovation policy. The special attention paid at present to the issues related to the implementation of innovation policy is caused by the active activity of the state, which aims to transfer the Russian economy to the innovative way of development by 2020. It is an undeniable fact that the innovative way of development of the country is the only way to overcome the global socio-economic crises that pose a threat to the sustainable development of the state, both in the present and in the future. This article is devoted to the problems of innovative development of our country.

The subject of the research is the modern innovative development in the conditions of application of the system of the state innovation policy instruments. The purpose is to systematize scientific views and analyze the criteria, components and directions of the state innovation policy, approaches to coordinating and regulatory role of the state in innovation policy and, on this basis, to make recommendations on the application of the components of an effective innovation policy of the country. The methodological basis for the article was the works of well-known foreign and Ukrainian economists on the subject of research, the results of the authors’ own research, analysis of the main international indicators of effective innovation development of the countries of the world. To achieve the goal, the following methods were used: dialectical, historical, logical, systemic, statistical and graphical. As a result of the research, the essence of innovation policy of the state and innovation and investment risks, factors hindering the innovative development of Ukrainian enterprises and functions of state innovation policy were determined. In order to develop and implement an efficient state innovation policy, a number of indicators that are components of the successful innovation policy of the country were analyzed, in particular, the ratio of the country’s expenditure on research and development as a percentage of GDP, the number of patents issued to the country’s citizens for innovations (within the country and abroad), and the same indicator but per million in the population of the country as well as the ratio of the share of high-tech and medium-tech products of the countries listed in the international innovative rating and the average interest rate of the country’s central bank. The concept of the state support for the development and implementation of innovations in the real sector of the economy is offered in this paper.

In modern conditions of global transformations and the growth of crisis phenomena in the global economy, the question of finding and developing alternative economic models becomes urgent. As a tool for stimulating economic development and a new source of growth, innovations and the results of scientific and technological activities were chosen. This approach was theoretically developed and described at the beginning of the last century, but it has become in demand only now. The development of the innovative sector of the economy leads to the emergence of qualitatively new technologies and is non-linear. The complexity of management objects, the dynamism of innovative processes, which, in turn, transform the economy, markets, institutions, are growing. Changing management objects require new scientific theories, management technologies and tools. In this article, the author analyzes modern economic and technological trends, identifies the main scientific theories that describe these processes, identifies trends in changes in management sciences. The article discusses the classification of models of innovative development, outlines the main directions of changes in the state management of innovative development and innovative infrastructure. Based on the study, the systematic changes in the role of the state in building an innovative economy are systematized, the emerging formats of managerial structures and the institutions for the development of innovative infrastructure are described.

PurposeThe goal of the research is to analyze the university development trends in the national innovation system. The paper presents a review of the formation of innovative development strategies and the place of a university in them. The structure is based on the analysis of foreign trends of the transformation of universities and the examination of the efficiency of the interaction between the university, industry and the state. Russian experience in the transformation of universities is presented.Design/methodology/approachResearch methodologies include methods of statistical and comparative analysis and synthesis. The information analysis base of the research is composed of the reports of the World Intellectual Property Organization at year-end 2019, as well as global comparative assessments of the status and development of innovation activities by the Global Innovation Index and Global Competitiveness Index, which are calculated according to the methodology of the World Economic Forum and others.FindingsIn the course of research, the authors put forward a new model of universities within the framework of the national innovation system, which is based on the “triple helix model of innovation” implemented by universities, industry and the state. The logic and structure of the research are set forth in the following way. First, a review of the global practice of the formation and implementation of state innovation policy is given, with the university being a key link, the foreign experience in the transformation of universities is analyzed and the efficiency of the interaction between the university, industry and the state is examined. Furthermore, consideration is given to the Russian experience in the transformation of universities. In conclusion, the main findings of the research are presented.Practical implicationsResults testify that goals and objectives that can be solved by achieving indicators in the world rankings are important for improving competitiveness of education, but they are only efficient if they conform to management decisions that are taken for achieving them and coincide with strategic goals and directions that should be implemented within the framework of the national innovation and academic system.Originality/valueResearch hypothesis is as follows: modern age is characterized by the rapid development of digital technologies and globalization processes, which transform technologies and cultural patterns into techniques and methods of working with information. Despite the fact that a university is the center for the development of society and culture, which serves as an axiological core, it is subject to the transformation, which is mainly manifested in instrumental changes and the expansion of the social procurement range. The modern educational system is yet to find a contemporary conceptual framework of a university that would satisfy the up-to-date requirements of the global information society in an age of digital revolution and dominate in the educational services market.

The specifics of the modern stage of development of the world-economy system, among other things, is manifested in the growth of the level of internationalization of research and innovation activities, which was naturally accompanied by the intensification of international scientific-technological exchange (ISTE). It is the main factor that characterizes the grade of integration of the country into the world economy. This exchange is identified with the spread (diffusion) of knowledge, covering almost all industries, sphere of services, economy sectors. The article examines the main elements of the theoretical base of the ISTE research (theories of diffusion of innovations, industry diffusion of innovations, S-shaped curve, value of transactions, strategic management, industrial organization, social exchange, theory of international trade and internationalization, theory of economic mechanisms, the authors’ own concepts and models). The concepts according to which the ISTE is described (diffusion, transfusion of knowledge; diffusion of innovations as embodied knowledge; international technology transfer) and its main channels (global, interregional, international, cross-border) are researched. The reasons for the development of the ISTE are analyzed and its importance is substantiated. The peculiarities of participation in the ISTE of both the developed and the developing countries are considered – the main motives, forms, prevailing channels, and basic limitations. The grounds that determine the country’s success in absorbing new knowledge are provided (universities, information infrastructure, human resources, perception of innovation). The important role of international organizations (UNCTAD, WTO, WHO, etc.) in the ISTE, which form international policy in the sphere of intellectual property protection and ensuring global cooperation, is underlined. It is emphasized that the main problems in the ISTE are related to the divergence of interests of the State and business. The main tasks for the governments of the countries on achieving the optimum of the ISTE (improvement of the national innovation system, formation of special infrastructure of ISTE, training of scientific personnel, organization of special work on the absorption of new knowledge and their adaptation, dissemination of advantages of the ISTE, formation of the State policy on development and regulation of participation in the ISTE) have been formulated.


The article is devoted to the important role of clusters in the innovative development of the economy. The article reviews the particularities and regulatory support of the modern clustering policy of the Russian Federation. The results of the activities of 25 pilot innovative territorial cluster-leaders of the Russian Federation in terms of investment potential in 2012-2018 were estimated in the article. The original method of identification of the innovative territorial clusters was suggested in the article, its main advantages being universalism, comprehensiveness and credibility. Using this methodology, the authors of the article identified the territorial industrial clusters and ranged them according to their innovation potential

The paper is devoted to identifying patterns of activity of Russian universities in the national innovation ecosystem. Decisions on the development of innovative activity, effective commercialization and implementation of scientific developments are substantiated in strategic documents of state development. In fact the level of innovative security of a country, the state of protection of national interests of the state from internal and external threats arising from the conditions of innovative development, depends to a large extent on the success of the implementation of scientific and development projects. The leading higher education institutions are entrusted with the task of becoming centers of regional innovation ecosystems, transforming universities into active participants of socio-economic and innovative development. Official statistics on national research universities of the Russian Federation have been used in order to identify patterns of the activity of higher education institutions in this area. An analysis of the changes in the analyzed indicators has made it possible to single out universities that implement the most promising models of scientific activity management in terms of world experience. These are primarily universities for which there is a positive relative increase in indicators of total R&D, the share of extra-budgetary funds in university income from R&D, and the share of income from R&D in total income. It has been established that the current stage of development of universities is characterized by the presence of both competitive advantages and challenges that form the features of their modernization. The response to the challenges should be the creation of a business model of the University 4.0 activity which includes new technologies, products and services that are in demand in the country.

The production and promotion of high-tech products and new technologies to the global market is an essential condition for the competitiveness of the country. Some states that do not have abundant natural resources have made a stake on the development of advanced technologies. This secured them a place among the world leaders in terms of economic growth and population’s living standards. In-depth analysis of world practices of facilitating innovation is a pre-requisite for formulating the recommendations on the conditions for innovative development and competitiveness of Russia. From this point of view, the experience of Finland and Israel, which have managed to solve the respective problems is very interesting. Besides Finland and Israel, a similar model of innovation development is used in Sweden, Norway, Iceland and several other countries. The advantage of this model is that it creates an opportunity for national leadership at the world market of innovation. The national companies engaged in the development of new technologies create markets for themselves. Namely, they generate new needs and satisfy them, thus, they do not have to follow the market.

The existing global integration and the current trends in the development of the world leaders of innovative entrepreneurship show that the most promising way of development of the Russian economy is the formation of an innovative corporate sector that has effectively established the reproduction of full-cycle innovations. In modern economic conditions, it is the intellectual capital of corporations that is the basis of the innovation economy, and therefore the core of the knowledge economy. However, at present, innovation activity in the Russian Federation is not the main factor in the growth of the national economy. Over the past few years, the state leadership has been paying great attention to issues related to the state of the scientific and technical sphere, as well as to the formation of an effective innovation policy in Russia. The necessity of implementing the results of scientific research in various industries of the Russian Federation is noted. The article evaluates the innovative activity of Russian companies, highlights their strengths and weaknesses, and shows the role of intellectual capital in the innovative development of the Russian economy using the example of the oil and gas industry. The priority value of the corporate research and design complex (on the example of Rosneft) in the reproduction of the company's intellectual capital as a basic unit for making any scientific and technical decisions and producing organizational and managerial innovations in the production areas of economic activity is determined and justified. The study highlights the current problems and promising directions for the development of corporate intellectual capital in basic industries as a key factor in the innovative transformation of the real sector of the Russian economy.

The article by analyzing the history of the formation of the state innovation policy of the Russian Federation, substantiated the idea that at the present stage of development of the state plays a leading role as a source of demand for innovation, and the chief mediator of innovative processes. It is argued that in times of crisis, it is the state first is interested in the fact that the products of domestic producers-telya was competitive and that it is the state has the best cart-mozhnosti to stimulate innovation processes, both in terms of financing innovation, and the organization of infrastructure, economic environment favorable to the development of innovation, which today are an indicator of the country´s development. In modern conditions, taking into account the priorities of socio-economic development in Russia achieved some positive results towards the formation and implementation of state management of innovation processes at both the federal and regional levels. The state innovative policy in Russia is generated to reflect the changes in the global high-tech markets, changing vectors of scientific, technological and industrial devel-opment of the world´s leading countries in the innovation process. In 2013, the Russian Federation has changed the direction of the state innovation policy: the beginning of the translation of scientific and technical sector of the "traditional" model on the principles of the "new" model of NIS; there was a correction of the "new" model of NIS. The main document defining the state policy in the field of innovation, is the strategy of innovative development of the Russian Federation for the period until 2020. The implementation of a policy document recognized qualitatively change the structure of Russia´s economy and quality of life. However, much remains to be implemented, taking into account the experience of foreign countries and the need to move away from commodity mo-Delhi economy, as well as the current process to date - importozamesche-tion. The main mechanism for achieving targets in the direction indicated by Innova-tional development programs are state of the Russian Federation.

At the present stage of development of the world and Russian economy there is a change of technological structure or a long cycle of economic conjuncture of D. Kondratyev. Innovative technologies based on biotechnologies, nanotechnologies, global information networks, artificial intelligence system, etc. are the basis for the formation of a new wave of the cycle. The use of innovative technologies allows for a significant increase in production efficiency, cost reduction, reduction of energy and capital intensity. The article reveals the role of innovation in the economic development of the state and the region in the transition to an innovative type of development. The characteristic of regional and branch differentiation on the level of innovative activity of the enterprises is given. The priority directions of development of innovative activity of enterprises-innovators are revealed. Conclusions are drawn on the need for policies to enhance innovation. The mechanism of increase of activity and efficiency of innovative activity of subjects of the Russian economy is offered. The theoretical and practical significance of the study lies in the possibility of using its results to substantiate the perspective directions of development of modernization of the national economy and to substantiate the main methods and tools for the formation and implementation of the innovation policy of the state.
