Government funds which are distributed to village government in Indonesia by Law No. 6 Year 2014 on Village is a national policy alternative to finance development of climate change adaptation and mitigation activities. According to pilot development in several regions on agro-forestry, bio-energy development, green seaweed industry, and restoration of reservoir; they were designed on development plan in the village and regional level which interconnected to national development plan. Adaption and mitigation activities should strengthening community based green social enterprises and engaging inter-village cooperation development programs for starting up or up-scaling green businesses. It managed as activity of social enterprise, so-called Village Organization Owned Enterprise called Badan Usaha Milik Desa (<em>BUMDes</em>) or Joint Villages Organization Owned Enterprise (<em>BUMDes Bersama</em>), or as the co-operative. The government funds could be blended in such a way with other funds sources (blending finance) for developing adaptation and mitigation of climate change activities.

This chapter introduces the role of development as a self-interested policy pursued by industrialized states in an increasingly connected world. As such, it is differentiated from traditional geopolitical accounts of interactions between industrialized and developing states as well as from assertions that the increased focus on development stems from altruistic motivations. The concept of targeted development—pursuing development abroad when and where it serves the interests of the policymaking states—is introduced and defined. The issue areas covered in the book—foreign aid, trade agreements between industrialized and developing countries, and finance for climate change adaptation and mitigation—are introduced. The preference for bilateral, rather than multilateral, action is discussed.

The impacts of climate change on marine capture fisheries have been observed in several studies. It is likely to have a substantial effect on fishers’ income and food security. This study aims to estimate the impact of adaptation strategies on fishers’ income and their household’s food security. Data were collected from small-scale fishers’ households, which own a fishing boat smaller or equal to five gross tonnages (GT). The study sites were the two coastal regions of Malang and Probolinggo in East Java, Indonesia, due to the meager socioeconomic resources caused by climate change. A probit regression model was used to determine the factors influencing the fishers’ adaptation. Propensity score matching (PSM) was applied to evaluate the impact of the adaptation strategies on income and food security. Food security was measured by food consumption score (FCS). The findings indicated that participation in the fishers’ group affected adaptation strategies significantly, and so did the access to credit and climate information. Also, PSM showed that the adaptation strategies had a positive and significant impact on fishers’ income and food security. Those who applied the adaptation strategies had a higher income and FCS than those who did not. This finding implies that the fishery sector’s adaptation strategies can have significant expansion outcome and reduce exposure to risks posed by climate change. Therefore, the arrangement of more climate change adaptation strategies should be promoted by the government for small-scale fishers in Indonesia.

Engaging people in preparing for inevitable climate change may help them to improve their own safety and contribute to local and national adaptation objectives. However, existing research shows that individual engagement with adaptation is low. One contributing factor to this might be that public discourses on climate change often seems dominated by overly negative and seemingly pre-determined visions of the future. Futures thinking intends to counter this by re-presenting the future as choice contingent and inclusive of other possible and preferable outcomes. Here, we undertook storytelling workshops with participants from the West Yorkshire region of the U.K. They were asked to write fictional adaptation futures stories which: opened by detailing their imagined story world, moved to events that disrupted those worlds, provided a description of who responded and how and closed with outcomes and learnings from the experience. We found that many of the stories envisioned adaptation as a here-and-now phenomenon, and that good adaptation meant identifying and safeguarding things of most value. However, we also found notable differences as to whether the government, local community or rebel groups were imagined as leaders of the responsive actions, and as to whether good adaptation meant maintaining life as it had been before the disruptive events occurred or using the disruptive events as a catalyst for social change. We suggest that the creative futures storytelling method tested here could be gainfully applied to support adaptation planning across local, regional and national scales.

Purpose This paper aims to identify challenges and opportunities for social enterprises (SE) in civil engineering in Brazil. Design/methodology/approach Starting from the transformative social innovation theory and inspired by grounded theory principles, this paper conducts three-stage exploratory research. First, this paper mapped the Brazilian SE civil engineering ecosystem. Next, this paper classified the SE initiatives along with an organizing framework. Finally, this paper conducted 11 interviews with key ecosystem actors and analyzed data through iterative, parallel and interrelated content analysis procedures. Findings The 37 SE found were classified along “Sustainability,” “Housing,” “Transportation” and “Sanitation” pillars, which are aligned with the United Nations’ social development goals. This paper found 50 challenges and opportunities, which were aggregated along seven dimensions. Three elements are particularly relevant as opportunities: opportunities for SE with ecosystem supporters, specialized investors and partnership with major companies; while government and early investment are the most relevant challenges. Research limitations/implications Research findings and conclusions cannot be extended to other sectors and countries. Usual limitations associated with exploratory qualitative research must also be highlighted. Practical implications The government should offer financial and technical support for civil engineering in working in partnership with ecosystem supporters. Academy could use SE content and ecosystem for its students and should offer diverse resources for network creation. Originality/value Focusing on civil engineering SE in Brazil, this study sheds light on a high-impact sector that has not been studied yet.

&lt;p&gt;Rural areas of the Mediterranean watersheds face great environmental challenges, where climate change impacts the water cycle, the soil, and biodiversity, which are often priority issues for adaptation. These, have been aggravated by historical land management practices trends. In this context, we propose Nature Based Solutions (NBS) in the form of Sustainable Land Management (SLM) actions at the watershed scale to achieve climate change adaptation and mitigation while promoting other ecosystem services.&lt;/p&gt;&lt;p&gt;SLM actions are local adaptation practices that promote sustainable rural development. Thus, we seek the combination of several actions to achieve regional (watershed scale) more integrated approaches. With this study, we aim at proving that NBS, and thus SLM, is a successful tool for alleviating climate change impacts (i.e. water scarcity, enhanced erosion, biodiversity decline) while promoting the role of land in mitigation and enhancing biodiversity in the rural Mediterranean areas.&lt;/p&gt;&lt;p&gt;For this, we propose a novel conceptualization of SLM actions that moves from their local application and evaluation to the regional more systemic approaches through their combination. Results show synergies in the atmosphere, biosphere, and hydrosphere, allow for the upscaling of SLM through systemic approaches and point at direct contributions to several Sustainable Development Goals.&lt;/p&gt;


Significance As in 2020 and 2021, this projected growth will be driven by the ongoing expansion of the oil and gas sector, and related investment and state revenues. These rising revenues will support the government’s ambitious national development plans, which include both increased social and infrastructure spending. Impacts The government will prioritise enhancing the oil and gas investment framework. Investment into joint oil and gas infrastructure with Suriname will benefit the growing oil industry in both countries. The expansionary fiscal policy may lead to a rise in inflation, leading to further calls for wage increases. In the medium term, strong growth in the oil and gas sector could lead to increased climate change activism in the country.

Climate change threatens water, sanitation and hygiene (WaSH) facilities and services, as these are intimately linked to the water cycle and are vulnerable to changes in the quantity and quality of available water resources. Floods and droughts, which pollute and reduce water delivery respectively, have now become a perennial issue to deal with in the northern regions of the country, including the Bolgatanga Municipality. This study aimed to assess the degree to which climate change adaptation measures are mainstreamed into the WaSH development planning process in Ghana. Stakeholders from government and non-government agencies were interviewed to gain perspectives on the threat of climate change, the inclusion of climate change in WaSH planning and the barriers preventing mainstreaming. In general, despite awareness and concern about climate change, adaptation measures have been regarded to be far away from the immediate concerns of WaSH development planning. Most of the current measures are reactive and respond to environmental issues rather than to climate change stressors. In essence, stakeholders expressed the view that the adaptive capacity of the Municipality was low and that mainstreaming has not yet occurred. Despite the lack of progress, there are great opportunities for mainstreaming climate change adaptation into planning through increasing awareness and capacity, legislative and institutional changes and the development of participatory systems to provide early warning systems and disaster risk analyses that will inform future planning.
