THE PREMISES OF COAL INDUSTRY RESTRUCTURING PROCESS IN POLAND

Many years of coal industry restructuring in Poland gave no expected results. Many countries in the world face problems with the coal industry. Due to its complexity and different conditions there is not known the universal standard of restructuration standard which could be implemented into Polish conditions and needs. There are many analysis on enterprise restructuring, also in coal mine industry. The following analysis tries to find the premises of success of restructuring processes of coal mine industry in Poland. To find the answer the analysis of problem was done on the basis of domestic and foreign publications. Conclusions of the text are the results of observation done by the author with the observation of the mentioned population from inside. The consideration was initiated with introduction to the enterprise restructuring process description. Next the essence, meaning and goals of the process were mentioned with determinants and conditions having influence to the restructuring process together with premises of the coal industry restructuring process in Poland. The final conclusions concern the discussed scientific problem.

As part of the Paris Agreement on climate change, Russia has made a commitment to reduce greenhouse gas emissions by 70% by 2030 (compared to the 1990 level) with account for maximum carbon sequestration capacity of forests and other ecosystems. Implementation of the Paris Agreement significantly extends the effects of the fundamental global energy sector trends on development of the energy producing sectors and results in reduced consumption of coal and other conventional energy sources. The authors identified the following five trends in development of global energy sector, i.e. increasing energy density, global energy transition, impact of local energy transitions on the global technological development, growth of energy density and labor productivity, formation of "carbon trap". The paper discusses the anticipated large technological leaps to be realized in the world economy by the middle of the XXI century. Measures and proposals on adaptation of the coal industry to the new conditions of the world economic development are presented. Among these, particular attention should be paid to the preparation of a new Coal Strategy-2050, which would include the development of a "stress scenario" of a possible reduction in coal consumption due to the decarbonisation of the global economy by 2050 and the implementation of hydrogen energy programmes by many countries.

The authors provide a comparison of the installed capacity of a virtual solar power station and an existing coal power station located within the land allotment of a coal mine. The development prospects of the coal industry in terms of thermal coal are shown.

Today biodiversity is the important factor of sustainable development of industry mining sector. The world community offers various guidences for business to biodiversity conservation, their cornerstone is the hierarchy of mitigation of negative impact “avoid-reduce-restore-offset”. Particular significance is payed to offset compensations. Russia was the participant of the international project under the guidance of the United Nations Development Programme and the Global Environment Facility since 2013. It was gained the positive experience in using of tools and practices of biodiversity conservation at the coal industry enterprises. Implementation tools of results of UNDP/GEF Project aren't still created. Biodiversity of the Kemerovo region and other mining regions is under the threat of destruction.

The article describes the global coal market as the ratio of demand and supply depending on the development of energy technologies in the historical section. The continental specificity of coal mining is given. The basic world exporters and importers of coal and their role in the sale of energy fuels are analyzed. The key coal producing countries are China, India, the USA, and Australia. The largest consumers of coal products are China, India, Japan and Korea. There are unconditional leaders in the export coal market: Indonesia and Australia. In addition, a comparison of large coal companies and their share in the world market is presented. The features of coal supplies are analyzed in accordance with international rules (Incoterms), which regulate the rights and obligations of the buyer when conducting international trade, as well as determine the moment of transfer of risks from the seller to the buyer. The following supply bases were characterized: FOB (Free On Board), FAS (Free Alongside Ship), CIF (Cost Insurance and Freight), DAP (Delivered At Place), FCA (Free Carrier) etc. Trends in the logistics component of the global coal industry are revealed. Logistic of coal supply chains in comparison with other energy fuels and their features are disclosed. The problem of profitability of mines and their effectiveness is presented. Assessment of the environmental components of coal use in industry and energy is analyzed. It was noted that on the background of the trend to protect the environment and promote renewable energy, coal is becoming less popular in developed countries. This trend is further exacerbated by state subsidies for green energy.

In recent years, China's coal industry accidents occur frequently, seriously affect the development of the coal industry, for the job site in the coal mine monitoring system installed several monitoring of coal mine production equipment to ensure safety and reliable operation of equipment. At this stage it is electrical automation of coal industry with a rapid development period, the degree of automation is also more and more high, therefore, the electric control circuit requirements will be getting higher and higher, in such circumstances to improve coal mine electrical control circuit fault diagnosis and maintenance is very important. Based on the above factors, this article on the electrical control circuit repair process as the research object, how to carry on fault diagnosis are analyzed, in combination with the associated data and real work experience, put forward to some suitable methods of diagnosis, and these methods have a careful introduction, hope that through this article related to this, future electrical maintenance work to provide some help.

The paper analyzes the changes taking place in recent years in the coal industry of Ukraine and the world and examines measures for innovation in energy. The main goals, challenges and prospects of fair transformation of coal regions are revealed by analyzing the current state of the coal industry of Ukraine and world trends. The instruments of the state policy on providing the fired workers of the coal regions with jobs in case of liquidation / transformation of mines are defined and the alternatives of the policy of promoting the employment of the fired workers for making effective decisions are established. Peculiarities and factors of creation of technological or eco-technological parks on the basis of coal enterprises are studied. It is concluded that one of the effective solutions for the fair transformation of coal regions can be the transformation / transformation of the mine as a state enterprise into a park system by involving energy companies. The implementation of investment projects using the infrastructure of the mine for other activities is promising. Significant work should be done on job creation programs and training / retraining / retraining of workers, design of industrial parks and implementation of innovative projects.
