The paper analyzes the changes taking place in recent years in the coal industry of Ukraine and the world and examines measures for innovation in energy. The main goals, challenges and prospects of fair transformation of coal regions are revealed by analyzing the current state of the coal industry of Ukraine and world trends. The instruments of the state policy on providing the fired workers of the coal regions with jobs in case of liquidation / transformation of mines are defined and the alternatives of the policy of promoting the employment of the fired workers for making effective decisions are established. Peculiarities and factors of creation of technological or eco-technological parks on the basis of coal enterprises are studied. It is concluded that one of the effective solutions for the fair transformation of coal regions can be the transformation / transformation of the mine as a state enterprise into a park system by involving energy companies. The implementation of investment projects using the infrastructure of the mine for other activities is promising. Significant work should be done on job creation programs and training / retraining / retraining of workers, design of industrial parks and implementation of innovative projects.

The implementation of the Greater Eurasian Partnership concept is hard to imagine without the development of both Russia-China and RussiaIndia cooperation. It is obvious that in the near future India will become one of the dynamic centers of economic development not only in South Asia, but also in the world, so the interest in this country among Russian and foreign scientists is only increasing. Moreover, India is one of the traditional trading partners of Russia (previously – the USSR), and it is not just about military-technical and humanitarian cooperation. Currently, new opportunities are emerging, so the analysis of the current state and prospects of Russian-Indian cooperation is very relevant. The intensification of multilateral interaction within the framework of the Shanghai Cooperation Organization is an effective tool for the conducting Russian interests in the Central and South Asian regions. India and Pakistan, that became the fully legitimate members of the Shanghai Cooperation Organization in 2017, are concerned not only in expanding their political, economic and humanitarian influence, but also in carrying out investment projects under the auspices of the Organization. Russia-India relations, that somewhat slowed down in the 1990s, are getting now a new boost thanks to the opening prospects for regional integration that contributes to strengthening the already established partnership areas in such important areas as the economy and energy.

Based on the trends in social and economic spheres of public life, in particular – the education sphere and taking into account the specifics of the Russian coal industry enterprises, in this article the authors attempt to theoretically understand the training of personnel of coal enterprises. It is shown in the study that the essence of the principles of socially responsible behavior has ancient roots, while the consumer's attitude towards nature begins only in the era of Modern age. A critical analysis of continuing professional education, which in theory is the most practice-oriented to the needs of the market, is presented. Discrepancies with the world practice of personnel training in accordance with the requirements of enterprises are revealed. The difficulties accompanying the process of training the personnel of the coal industry enterprises are indicated. The authors also cite suggestions and recommendations regarding the training of personnel employed in the coal industry taking into account a multitude of factors noted in the study.

Technological revolutions are special moments of paradigmatic shifts, when the old industrial branches are still needed, but they go away, and the new industries have already manifested itself, but have not yet received proper business support. In modern conditions the economic problems of coal mines coincide with the toughening of the sustainable development ensuring requirements, which leads to the collapse of the industry under the pressure of energy in renewable sources. The authors since the nineties of the twentieth century are promoting the idea of introducing economic-organizational hierarchies, such as industrial parks, in the coal industry, for example, the scheme of corporate development of the mine field, according to which a private company at the state mine develop own piece of mine field, and the state enterprise provides the company with paid services for lifting, transportation, ventilation, drainage, power supply, sanitary and hygienic maintenance of personnel. This resulted in the purpose of the article – the justification of the expediency of the hierarchies in the coal industry in the situation of the modern industrial revolution. The research by methods of scientific abstraction, analysis and synthesis leads to a non-trivial solution to the comprehensive coverage of degrading and emerging industries. For example, there is the industrial park formed on the mine with accumulation of energy, which are necessary for the functioning of energy in renewable sources. Such parks should act as a kind of parachute for the enterprises of the "falling" coal industry and as a "booster" for the most modern power engineering. The clusters of industrial parks as the energy hubs in the mining regions provide the opportunity to diversify the activity of coal enterprises and find a solution of a large number of economic and social problems.

The article deals with the general tendencies and problems of the development of the Ukrainian coal industry in recent years. The main reasons for the problems and reduction of coal production in Ukraine due to the corresponding exhaustion of stocks as a result of long-term exploitation of coal mining enterprises are outlined. In addition, the unsatisfactory condition of the main equipment of the mines and its high level of deterioration and low rates of restoration of fixed assets are determined. The pace of investment and innovation processes in the coal industry of Ukraine today does not correspond to real needs and opportunities for increasing of coal production. The reformation and restructuring of coalmining enterprises is far behind the planned state program measures, including privatization processes, attracting private investment, improving approaches to management, closing unprofitable loss-making mines and building new prospective mines. The article highlights prospective directions of increasing coal mining, both operating mines and the possibility of building new explored reserves of energy and coking coal, in particular, in the Lviv-Volyn coal basin. The main reasons for the unprofitability of coal enterprises, untimely payment of wages to miners, problems of investment and innovation development of the coal industry are outlined. The complexity of the processes of voluntary association of communities in coal regions in the framework of the decentralization reform consists in the presence of environmental problems and the future closure of coal mining enterprises, negatively affecting the overall economic potential of the future united territorial communities. The paper proves that the strategic development of the united territorial communities in the areas of coal deposits (on the example of the Lviv region) is closely connected to the presence of coal mining enterprises there and the construction of new mines there. Strategic directions of innovative development of Ukraine's coal industry, the principles of reform and restructuring of the coal enterprises are defined.

AbstractObjectiveDevastating disasters around the world directly contribute to significant increases in human mortality and economic costs. The objective of this study was to examine the current state of the Korea Disaster Relief Team that participated in an international training module.MethodsThe whole training period was videotaped in order to observe and evaluate the respondents. The survey was carried out after completion of the 3-day training, and the scores were reported by use of a 5-point Likert scale.ResultsA total of 43 respondents were interviewed for the survey, and the results showed that the overall preparedness score for international disasters was 3.4±1.6 (mean±SD). The awareness of the Incident Command System for international disasters was shown to be low (3.5±1.1). Higher scores were given to personnel who took on leadership roles in the team and who answered “I knew my duty” (4.4±0.6) in the survey, as well as to the training participants who answered “I clearly knew my duty” (4.5±0.5).ConclusionThe preparedness level of the Korea Disaster Relief Team was shown to be insufficient, whereas understanding of the roles of leaders and training participants in the rescue team was found to be high. It is assumed that the preparedness level for disaster relief must be improved through continued training. (Disaster Med Public Health Preparedness. 2016;1–5)

Introduction. The problem of high mortality from cardiovascular diseases is caused, among other things, by asymptomatic atherosclerosis, which proceeds latently for a long time and manifests itself as a serious vascular catastrophe, which is of particular importance for people working at production facilities with difficult and dangerous working conditions. The aim of the study was to assess the risk factors for atherosclerosis and the state of the vascular wall in the workers of the main professions of coal enterprises in the South of Kuzbass.Material and methods. In total, the study included 384 people (men), of whom 266 were the workers in coal mines in the South of Kuzbass and 118 people who were not employed in the coal industry, aged 40 to 55 years. The diagnosis of atherosclerosis was carried out on the ultrasound system “Vivid E9” of the manufacturing company GE using a linear sensor for measuring the thickness of the intima-media complex and visualization of atherosclerotic plaques. To identify significant risk factors, anthropometric, anamnestic data, indices of lipid and carbohydrate metabolism, and the presence of arterial hypertension were studied.Results. Significant differences in the frequency of asymptomatic atherosclerosis in the form of an increase in intima-media thickness by more than 1 mm and / or the presence of atherosclerotic plaques in both groups were not found: 60.2% among the miners and 62.3% among non-coal mining workers (p=0.703); at the same time, the percentage of detection of atherosclerotic plaques in arteries was significantly lower among coal workers — 46.9% versus 60.5% among people in the comparison group (p=0.016). The common risk factors for all examined subjects were arterial hypertension and increased level of glycated hemoglobin; in turn, in coal miners additional risk factors were increased values of low density lipoproteins and waist-hip index, as well as burdened heredity for cardiovascular diseases, and among the individuals not employed in the coal industry it was smoking.Conclusions. The most significant risk factors for atherosclerosis in coal industry workers were arterial hypertension, raised values of glycated hemoglobin, low density lipoproteins and waist-hip index, as well as burdened heredity for cardiovascular diseases. Significant differences in the frequency of asymptomatic atherosclerosis in the form of an increase in the thickness of the intima-media complex of the main arteries and the presence of atherosclerotic plaques in both groups were not established, but the percentage of the detection of atherosclerotic plaques was lower among coal miners. The authors declare no conflict of interests.
