Institutionalisation of Joint Efforts Aimed at Ensuring the Cross-Border Security of Poland

Cross-border cooperation constitutes one of the most important projects within the European ‘architecture’, and entails an entire system consisting of international public law, European integration, subsidiarity and partnership parameters, decentralisation and regionalisation, as well as international and domestic security parameters. It is one of the priorities of the European neighbourhood and strategic partnership policy. Cross-border cooperation focuses on member states and states utilising the European Neighbourhood and Partnership Instrument. It applies to both land and sea borders. With regard to cooperation aimed at ensuring Polish border security, two levels can be defined: 1. cooperation with the neighbouring states and domestic institutions with regard to the system of managing state border security, focused primarily on actions relating to preventing and counteracting cross-border crime; 2. cooperation benefiting third countries (countries which are not neighbours) which is advisory in nature and entails sharing experience and best practices. In this paper, I analyse various methods and forms of cross-border cooperation on the international and domestic level.

The research problem is minority participation in local development, illustrated by the case of the Lithuanian minority’s activities in Poland. The aim of the paper is to analyse actions conducted by the Lithuanian minority in Poland (Puosk) and to point out some factors supporting cross-border cultural cooperation engaging the national minority, based on best practices from the Lithuanian-Polish border-land. It is a good illustration of a process leading to the improvement of relations between neighbouring countries, thanks to cross-border cooperation based on the minority’s activities. The authors analyse a case study regarding Polish commune development strongly influenced by Lithuanian culture and the Lithuanian minority’s activities. It is analysed in the paper together with qualitative research (interviews) that allowed the research problem to be solved.

Subject. The article addresses relations between the Russian Federation and foreign States, represented by the authorities of public law entities of each nation in the process of implementing the State policy on cross-border cooperation. Objectives. We focus on assessing the implementation of the Russia's State policy in the field of cross-border cooperation through consideration of principles, objectives and areas of such cooperation. Methods. The study draws on methods of systematization, classification, and comparison. Results. We review the regulatory environment of cross-border cooperation, present principal powers of public law entities in the sphere of cross-border cooperation, describe the main types of cross-border cooperation between Russian regions and the territories of neighboring States. We pay special attention to the cross-border cooperation between the Russian Federation and the Republic of Kazakhstan (by highlighting the main forms of cross-border cooperation, the chronology and subjects of forums for interregional and border cooperation). Conclusions. Today, a considerable number of States have concluded that the model of mutually advantageous cooperation is more beneficial for existence and development as compared to the model of isolated development. The scope, areas and forms of cross-border cooperation with border areas affect the development of respective regions and States as a whole, and contribute to better management of core capacities and near-border position.

In this paper we investigate the impact of the implementation of EU programmes on substate actors, and more specifically regional ones. We focus on the case of the INTERREG cross-border initiative in France and Spain between 2000 and 2003, and whether INTERREG succeeded in empowering regional governments and local authorities as it initially claimed to. Our analysis puts to the fore that this programme has not evolved from being ‘a policy for the regions to a policy by the regions' as many expected, but that its implementation rather reveals a wide range of configurations. Indeed, the execution of INTERREG facilitated the transition from a state-centric scheme to a regionalised one only in those territories where a previous decentralisation policy had been realised at the domestic level and where a consistent regional leadership had emerged during earlier versions of INTERREG.

This paper seeks to investigate sustainable cross-border cooperation (CBC) as a distinctive model of interstate collaboration, embedded in the neighboring borderland regions of two or more countries. The focus of the research revolves around the establishment and further development of geostrategic, economic, cultural and scientific capacity of the Ukrainian-Romanian partnership as a fundamental construct in ensuring and strengthening the stability, security and cooperation in Europe. This research highlights Ukraine’s aspirations to establish, develop and diversify bilateral good-neighborly relations with Romania both regionally and internationally. The main objective is to elucidate Ukraine-Romania cross-border cooperation initiatives, inasmuch Ukraine-Romania CBC has been stirring up considerable interest in terms of its inexhaustible historical, cultural and spiritual ties. Furthermore, the similarity of the neighboring states’ strategic orientations grounds the basis for development and enhancement of Ukraine-Romania cooperation. The authors used desk research and quantitative research to conclude that Ukraine-Romania CBC has the impact not only on the EU and on Ukraine multi-vector foreign policy, but it also has the longer-term global consequences. In the light of the current reality, the idea of introducing and reinforcing the importance of Cross-Border Cooperation (CBC) sounds quite topical and relevant. This research considers a number of explanations for Ukraine-Romania Cross-Border Cooperation as a key element of the EU policy towards its neighbors. Besides, the subject of the research is considered from different perspectives in order to show the diversity and complexity of the Ukraine-Romania relations in view of the fact that sharing common borders we are presumed to find common solutions. As the research has demonstrated, the Ukraine-Romania cross border cooperation is a pivotal factor of boosting geostrategic, economic, political and cultural development for each participant country, largely depending on the neighboring countries’ cohesion and convergence. Significantly, there is an even stronger emphasis on the fact that while sharing the same borders, the countries share common interests and aspirations for economic thriving, cultural exchange, diplomatic ties and security, guaranteed by a legal framework. The findings of this study have a number of important implications for further development and enhancement of Ukraine-Romania cooperation. Accordingly, the research shows how imperative are the benefits of Romania as a strategic partner for outlining top priorities of Ukraine’s foreign policy.
