THE FUNCTIONING OF THE ORGANIZATION IN CRISIS CONDITIONS ON THE EXAMPLE OF MICRO AND SMALL ENTERPRISES

The article deals with the issues of the functioning of enterprises in the conditions of crisis. It presents the specifics of crisis management and proposals for remedial actions that should be considered by companies affected by the crisis. The main thesis of the article is that company management in crisis situations is based on a combination of reactive and prospective decisions taken in order to counteract the destabilization of its functions. The research problem boils down to answering the question: whether and to what extent, in the face of the uncertainty caused by the Covid-19 pandemic, are micro and small enterprises inclined to make quick prospective decisions? For the purposes of this article, a survey method was carried out, which enabled the implementation of the main goal of the article, which was to identify and assess the usefulness of actions taken and solutions implemented by the surveyed entities in connection with the Covid-19 pandemic. The adopted research hypothesis assumes that micro and small enterprises, in the face of a pandemic, make quick, prospective decisions to a limited extent.

The performance of companies has been of great interest in the organizational and academic world. In Brazil it became a matter of survival, given the high number of premature corporate deaths, especially in the field of micro and small enterprises. Following this same interest, the authors began this exploratory qualitative research to find information about the specifics of some companies that manage to remain in the market with reasonable competitiveness and for many years. In this universe, they selected three companies located in the city of Teresina (PI) that presented a significant boost in the face of a turbulent and unpredictable environment. Some characteristics, behaviors, and skills have been highlighted as likely indicators of dynamic capacity leading to the achievement of a competitive advantage, which, consequently, cause these companies to be remembered and chosen by consumers among others existing in the same place or region.

In crisis situations, the survival of businesses depends on the policies which they apply. Businesses that have been able to internalise the concept of crisis management and prepare an environment for their employees that can turn the crisis into an opportunity will be able to survive the crisis moments with the least damage. In this study, it is aimed to determine the effect of individual creativity factor on proactive crisis management, which is necessary for the success of crisis management. Within the scope of the study, the data were collected from 118 participants who were working in micro and small enterprises in Tokat province via questionnaire. t-Test, analysis of variance, correlation analysis and simple regression analysis were applied to obtained data. As a result of the analysis, it has been determined that individual creativity and proactive crisis management have a positive relationship (r = 0.505; Sig. = 0.000) and individual creativity positively effects proactive crisis management (R2 = 0.255; p = 0.000; ß Change = 0.16).   Keywords: Individual creativity, proactive crisis management, micro enterprises, small enterprises. En Bolivia las micro y pequeñas empresas (MYPES) han resultado uno de los sectores productivos más afectados en por la crisis económica, que se ha visto agravada por las medidas de la emergencia sanitaria ante la pandemia COVID 19, según la consideración de representantes del sector como también por analistas.Para conocer el criterio de la Gerente General de CAINCO Chuquisaca Ing. Lucia Montalvo sobre la realidad de este sector y por su parte considerar lo que piensan los actores directos como son los propietarios de MYPES, consultando a 117 empresas, se ha trabajado con la guía de una entrevista y un cuestionario de encuesta respectivamente, realizando un análisis profesional y técnico de los resultados obtenidos.Las MYPES requieren de forma inmediata de un apoyo en base a políticas nacionales para financiamiento y créditos con bajos intereses y plazos no menores a 5 años.Requieren capacitar a su personal en medios tecnológicos, ventas a través de portales digitales y páginas WEB.Palabras clave: Micro y Pequeñas Empresas MYPES, CAINCO, financiamiento y crédito, tecnología. The aim of this study is to analyse the influence of interorganisational learning factors on the performance of Micro and Small Enterprises (MSEs) participating in a Local Productive Arrangement (LPA) network; specifically, the clothing arrangement located in the city of Santa Cruz do Capibaribe, in the state of Pernambuco, Brazil. Three aspects were analysed in the performance of the MSEs: cooperation, innovation, and market. For this, a quantitative survey method was employed, with a sample of 301 respondents, analysed through the modelling of structural equations of the PLS type. The results indicate a complex model with the variable interorganisational learning characterised as being of second order, as it is filled by first-order variables of reflexive characteristic, which obtained validation in the measurement and structural assumptions. The model suggests that interorganisational learning positively influences the performance of cooperation, innovation, and market of the MSEs that constitute the LPA.

Small firms facing today’s turbulent business environment often fail early in their life if they do not develop the necessary capabilities to survive. The main goal of this study is to investigate how IT and knowledge co-evolve, influencing a firm’s agility, within the context of micro and small enterprises (MSEs). Applying the resource-based view of the firm and dynamic capabilities, a multiple case study of eight firms was used to explore links among business, IT and knowledge strategies, resources, and capabilities. Links among IT and knowledge capabilities and firm agility were also explored. The results demonstrate that an MSE’s business strategy shapes, and is also shaped by, the firm’s IT and knowledge strategies; and that both IT and knowledge capabilities shape, and are shaped by, the firm’s agility, coevolving with it. By highlighting the important antecedents of small firm agility and presenting crucial links among agility, IT capabilities, and knowledge capabilities in MSEs, we encourage practitioners to think carefully about their IT and knowledge strategies and to rethink their use of firm resources and capabilities to develop agility in the face of environmental uncertainty and change.

O cenário de pandemia provocado pela Covid-19 gerou impactos negativos em diversos países, sendo um dos maiores desastres dos últimos anos, não estando apenas relacionado com os sistemas de saúde, mas também com a economia. Com isso, as empresas brasileiras foram negativamente atingidas, principalmente as micro e pequenas que possuem grande representatividade no PIB do país e não possuem, em sua maioria, modelos de gestão e programas de gerenciamento de crises estruturados. Diante deste contexto, o presente ensaio teve como objetivo promover uma discussão sobre como os modelos de gestão melhor estruturados influenciam a passagem e a sobrevivência dessa categoria de empresas em momentos de crise e, assim, discorrer sobre a forma em que micros e pequenos empreendimentos poderiam reagir diante da crise provocada pelo Coronavírus. Após um processo composto por buscas de respaldos teóricos já consolidados, reflexões promoveram evidências de que uma possível “saída” para os micros e pequenos empreendimentos é a flexibilização nas tomadas de decisão, as quais deveriam focalizar na compreensão das necessidades dos clientes e em uma maior adesão à tecnologia. ABSTRACTThe pandemic scenario caused by Covid-19 has generated negative impacts in several countries, being one of the biggest disasters in recent years, not only related to health systems, but also to the economy. As a result, Brazilian companies were negatively affected, especially micro and small companies that have a large share of the country's GDP and do not have, usually, structured management models and crisis management programs. In this context, the present essay aimed to promote a discussion on how best structured management models influence the transition and survival of this company’s category in crisis times and, thus, discuss the way in which micro and small enterprises could react to the crisis caused by Coronavirus. After a process composed of searches for consolidated theoretical support, reflections promoted evidence that a possible “way out” for micro and small enterprises is flexibility in their decision making, which should focus on understanding the customers’ needs and on a greater adherence to technology.

Basically a natural partnership will achieve its goal if mutual requirements, mutual reinforcement, and mutual benefit can be maintained and made a strong fundamental commitment among partners. Nevertheless the development seems very slow. The cause is the presence of specific and different conditions and structure factors compared to other countries. Along with that, we still encounter various forms of gaps, such as inequality among regions, among income groups, between sectors, among economic actors, and so forth. The next problem is that in business entities including cooperatives and micro and small enterprises in running their business activities requires business partnerships with medium and large enterprises in order to improve business performance and business scale. While on the other hand our economic conditions and structures are not yet fully conducive to fostering partnerships based on purely business considerations or competitive market motivations but the business partnership of the foundation is strong enough in our country's constitution. Partnerships will work if partners are equally benefiting. Our concept of partnership is like that, although in the short term, there is a party or a party benefiting more from the other side.

Leading world countries view innovative development and high-tech business as an opportunity to overcome economic stagnation and decline in economic growth. One of the modern trends in the analysis of high-tech development is the study of high-tech knowledge-intensive service industries and their development in times of crisis. The purpose of the paper is to identify patterns of development of large, medium and small enterprises in high-tech service industries in Russia during periods of crisis. Economic and economic-mathematical methods of analysis are applied to the formed samples of enterprises. The research period is 2013-2017. The financial indicators of enterprises were adjusted for the level of accumulated inflation in relation to 2013. According to results, large and medium-sized enterprises showed insignificant or weak significant positive dynamics of revenue during all years of the crisis period. The crisis period did not lead to a decrease in the revenue of these groups of enterprises. The acute phase of the crisis (2014-2015) had a pronounced negative impact on the group of small enterprises in all studied industries, but they successfully recovered in 2016-2017 and reached the pre-crisis level of revenue. The total revenue by industries and groups of enterprises in 2017 became higher than in 2013, and its growth rates were significant for many groups of enterprises, which indicates a successful overcoming of the crisis period and signs of growth in high-tech service industries. Our study shows the need for state support for small businesses in high-tech service industries in crisis conditions, and identifies the possibilities of adaptation of enterprises in these industries to an unfavorable external environment. Our results may be useful for the purposes of government stimulation of economic development in the current environment.

ResumoA importância das micro e pequenas empresas (MPE) pode ser notada pela relevante geração de riquezas e de empregos no Brasil. Contudo, os índices de insucesso e mortalidade para esse gênero de empresas são muito elevados e têm como um dos principais causadores a dificuldade no gerenciamento do capital de giro. A realização deste estudo teve como objetivo identificar e discutir os principais fatores, no âmbito da gestão de capital de giro, que prejudicam a continuidade das atividades das MPE industriais. A pesquisa envolveu uma coleta de dados com gestores de 55 MPE industriais.  Os resultados da pesquisa apontaram sete fatores mais importantes que interferem negativamente na gestão de capital de giro: formação inadequada dos gestores, acúmulo de atividade dos gestores, falta de planejamento financeiro, ausência de acompanhamento de indicadores de gestão, deficiência na gestão de estoque e produção, falta de condições de negociação com os fornecedores e restrições financeiras. Os resultados alcançados podem contribuir com a comunidade acadêmica e empresarial para ampliar a compreensão do que prejudica e dificulta a gestão de MPE, especialmente as que possuem atividade fabril. Palavras-chave: Capital de Giro; Micro e Pequenas Empresas; Mortalidade Empresarial.  AbstractThe importance of micro and small enterprises (SME) can be noticed by the relevant generation of wealth and jobs in Brazil. However, the rates of failure and mortality for this type of company are very high and have as one of the main causes the difficulty in the management of working capital. The objective of this study was to identify and discuss the main factors in the scope of working capital management, which hinder the continuity of the activities of industrial SME. The research involved a data collection with 55 industrial MPE managers. The research results pointed to seven major factors that negatively affect working capital management: inadequate training of managers, accumulation of managerial activity, lack of financial planning, lack of monitoring of management indicators, deficiencies in stock management and production, lack of negotiation conditions with suppliers and financial restrictions. The results achieved can contribute to the academic and business community to broaden the understanding of what harms and hinders the management of MSE, especially those that have factory activity. Keywords: Working Capital; Micro and Small Enterprises; Corporate Mortality.
