PREREQUISITES FOR THE PROFESSIONAL PROMOTION OF SOCIAL WORKERS IN THE LIGHT OF THE APPLICABLE LAW

The regulations on the entitlement to practice the profession of a social worker are set out in Art. 116 of the Act of March 12, 2004 on social assistance. When assessing qualifications for employment as a social worker, the key is to meet the requirement of appropriate education. Employment in local government social welfare units is regulated by the provisions of the Regulation of the Council of Ministers of May 15, 2018 on the remuneration of local government employees. A social worker has the opportunity to raise professional qualifications by participating in specialization in the profession of a social worker. In the process of social assistance reform, which seems to be going on, the important issue of professional development of social workers in the context of career advancement was overlooked. The Act on Social Assistance does not define any path to promotion. The regulation on remuneration of local government employees also does not regulate the possibility of professional promotion. The Act on Local Government Employees does not contain such regulations either.

The possibility of internal promotion to the position of the head of a local government organizational unit of social assistance requires the interpretation of the following provisions: Act of 21 November 2008 on local government employees, in particular art. 20 internal promotion, the Act of 12 March 2004 on social assistance, in particular art. 122 sec. 1 requirements for persons managing social assistance organizational units and the Regulation of the Council of Ministers of May 15, 2018 on remuneration of local government employees. Each of the aforementioned legal acts regulates other obligatory requirements that must be met in connection with internal promotion. Therefore, under the applicable law, the following should be indicated: the correctness of the internal promotion procedure; compliance with the statutory requirements in the field of seniority: 5 years of professional experience, 3 years of professional experience in social assistance; meeting the qualification requirement: university education, completed specialization in the organization of social assistance.

The paper deals with the issue of control of the municipal social welfare center performed bythe commune council revision commission. The proper considerations were preceded by remarksregarding the principles of organization and functioning of the local government administrationin the commune. Against this background, the legal position of the social welfare center, itsmanager, self-government employees, including social workers was characterized. The legal natureof the revision committee was also referred to and the legal basis for its operation was presented.The rights of the revision committee to the social assistance center were discussed, and the principlesand course of the control made by it were approximated. Attention was paid to the diversityof control items. In particular, a significant problem of protection of personal data of the managerand employees of the center during the control was pointed out.

■ Aims The aim was to study the influence of personal factors on how social workers act on signs of drinking problems in clients contacting social services for social assistance. ■ Methods & Data The 103 social workers taking part in the study were, through written vignettes, presented to a hypothetical client in eight fictious consecutive visits to the social service office. During the earlier visits the client shows minor signs that may be interpreted as signs of a drinking problem. In each subsequent visit his drinking problems gradually become more obvious. Following each visit, the social worker was asked to choose among alternatives regarding appropriate actions. The relation between individual qualities amongst the social workers – in terms of age, sex, education, professional experience, views on the nature of problem drinking and principals for resource allocation - and the way they acted (in terms of the acting alternatives they chose at each “visit”) were tested in bivariate and multivariate analyses. ■ Results Social workers with long professional experience tended to inform the client earlier on available help for problem drinking than did other social workers. Demands for clients to take part in some form of treatment in order to get social assistance were made to a higher extent by social workers without a BA in social work. How the social worker looked on principals for resource allocation also affected the tendency to put that demand on the client. ■ Conclusions The difference between active and more reluctant social workers could only to some extent be explained by the personal factors investigated. However, the findings may suggest that besides education and professional experience, personal values may play a role.

The article reveals the role of social work professional organizations in the system of social workers professional development according to the Canadian experience. The activities of social work international organizations such as the International Federation of Social Workers and the International Association of Schools of Social Work - are studied. The organizational structure of professional organizations in the field of social work in Canada is defined, they include professional (national, territorial) and educational ones. The content and activities of national organizations in the field of social work, including the Canadian Association of Social Workers, the Canadian Board of Social Work Regulators and territorial organizations such as Alberta College of Social Workers, BC Association of Social Workers, the Manitoba College of Social Workers, the New Brunswick Association of Social Workers, New Foundland and Labrador Association of Social Workers, the Nova Scotia Social Workers 'Association, the Ontario Association of Social Workers, the Quebec Social Workers 'Order, the Saskatchewan Association of Social Workers, and their relationship with educational professional organizations. It is determined that the main tasks of social work professional organizations are to serve the interests of the public, raising the prestige of the profession and representing the interests of its members, providing support for training in social services, conducting research in social work, providing opportunities for professional growth of its members, dissemination of information for professionals in the field of social work. It is established that professional organizations in the field of social work in Canada are recognized to be a tool for achieving social justice by establishing the status of the «social worker» profession through compliance with high standards of professional activity quality and a mandatory system of professional development. The legal status of a social worker, as well as other persons interested in social work, is determined by the greed of the totality of their rights and obligations. Their content in many cases depends on whether such persons carry out their activities on the basis of a transaction with an organization or on their own initiative, on behalf of a state body, local government or commercial organization, within the framework of an employment or civil law agreement.

The article is devoted to the legal situation in which local government unit heads find themselves with regard to remuneration due to them in the situation when, during their term of office, the Ordinance of the Council of Ministers on the remuneration of local government employees lowering the maximum rates of their remuneration in the situation of inactivity of the bodies constituting local government units with regard to the change of remuneration, its reduction to the rates determined by virtue of the above Ordinance, among others, of village heads, mayors or starosts.

The article aims to characterize the remedial strategies undertaken by Polish families using social assistance to minimize material deprivation and the main barriers to empowerment of such families. The source of data are the results obtained as part of the author's own research, which were conducted with social workers in Poland and had quantitative (500 CATI) and qualitative (90 IDI) nature. In families living in difficult economic conditions, both active and passive activities are used to obtain the missing funds. Active strategies include taking up a job (permanent, additional or occasional, legal or in the so-called ‘gray area’), selling or exchanging skills, time and goods, borrowing money, or applying for support to institutions (which is mainly a female domain). Women also implement many passive strategies that involve saving or reducing consumption by, for example, preparing dishes from cheap products, shopping in places with the lowest prices, buying second-hand items, etc. The main barriers to minimizing the poverty of families benefiting from social assistance in Poland are related to their life attitude and the gender of its members. Remedial strategies for difficult financial situations undertaken by poor families benefiting from social assistance vary depending on the type of family, problem(s) they experience and the resources they have. This article considers one of the key problems of modern education of professional social work, which isthe formation of psychological and pedagogical competencies of social workers through professional development courses. The organization of professional development courses should be built on the emphasis of formation of competences. It is important to organize courses in such a way that the necessary competencies become the determining condition for the formation of professionalism of social workers as subjects of practical activities. The formation of psychological and pedagogical competences is connected with the mastering, consolidation, application of special knowledge, skills and abilities. The chapter discusses the complexities involved in the supervision and mentoring process for school social workers. The orientation and training of social workers is often in contrast to that of their school colleagues and administrators, so they may need to educate their supervisors and colleagues about a variety of social work topics. This chapter explains the importance of connecting with professional organizations for continued professional development. It explores ways to bridge the gap between orientation and training and offers tips and tools to help new social workers become leaders in their profession and in their district. The experiences of the chapter authors, an educator and a social worker, are highlighted.

Статтю присвячено проблемам професійного навчання соціальних працівників, зокрема розглянуто психолого-педагогічні аспекти процесу підготовки висококваліфікованих фахівців. Зазначено що в професійній психології та педагогіці набуває поширення компетентнісний підхід до сучасної освіти. Акцентовано увагу на особистісно-орієнтованому та психолого-акмеологічному напрямках професійної освіти та навчання. Особистісні якості фахівця розглядаються як метапрофесійні компетенції, що забезпечують якість праці майбутнього соціального працівника. На основі аналізу специфіки підготовки фахівців соціономічних професій окреслено загальні напрями формування професійних компетенцій соціальних працівників: пріоритет професійно-особистісного розвитку для досягнення високого рівня професіоналізму фахівця; формування психологічної, особистісної та рефлексивної компетентності; практична зорієнтованість процесу навчання. Розглянуто методи та технології активного формування психологічної та особистісної компетентності фахівця в процесі професійного навчання, а саме методика контекстного (знаково-контекстного) навчання та психолого-акмеологічні методи та процедури професійного розвитку. Стверджується, що включення до навчального процесу інноваційних, заснованих на взаємодії педагога та учня, психолого-педагогічних технологій активного навчання має формувати особистісні зони розвитку майбутніх фахівців, удосконалювати способи та засоби професійного становлення, що значно підвищує якість професійного навчання соціальних працівників. The article deals with the problems of vocational training of social workers. They are particularly considered with psychological and pedagogical aspects of training highly qualified specialists. It specifies that competence-based approach to modern education gets spreading in the professional psychology and pedagogy. The article is accented on personality-oriented and psycho-akmeological directions existing in the psychology of professional education and training. Personal qualities of the professional are considered as metaprofessional competences which ensure the future social worker’s quality of work. The general directions of formation professional competence of social workers are identified on the base of the analyses of the specific professional training socionomic professions: priority of vocational and personality development for achievement a high level of professionalism; formation of the psychological, personal and reflective competence; practical orientation of the learning process. The methods and technologies of active formation of psychological and personality’s competence of the specialist during the vocational training are reviewed in the article, specifically the method and technique of signed-contextual learning and psycho-akmeological methods and procedures of professional development. It is alleged that the inclusion in the educational process of preparation innovational, psychological and pedagogical techniques of active learning, based on the interaction between the teacher and the student, should generated personal’s development zones of the future professionals, refine the methods and means of the professional development that significantly improves the quality of social worker’s professional training.
