Prime ministers dominate, but still lose office. Why? This chapter explores the conundrum that infests debates on the prime ministers’ power and influence. It examines the ambiguous and uncertain institutional environment with its scope for initiatives and choices. It rejects normative notions of what prime ministers should do and illustrates that accusations of excessive power and ambition have been thrown at prime ministers from the very beginning. It identifies the strategy of the book: to compare institutional arrangements in four Westminster systems—Britain, Australia, Canada, and New Zealand—to see how prime ministers have chosen to define their role. It proposes tests for assessing prime ministers and for judging their performance and options.

Carter Observatory is the National Observatory of New Zealand and was opened in 1941. For more than ten years the Observatory has maintained an active education program for visiting school groups (see Andrews, 1991), and education now forms one of its four functions. The others relate to astronomical research; public astronomy; and the preservation of New Zealands astronomical heritage (see Orchiston and Dodd, 1995).Since the acquisition of a small Zeiss planetarium and associated visitor centre in 1992, the public astronomy and education programs at the Carter Observatory have witnessed a major expansion (see Orchiston, 1995; Orchiston and Dodd, 1996). A significant contributing factor was the introduction by the government of a new science curriculum into New Zealand schools in 1995 (Science in the New Zealand Curriculum, 1995). “Making Sense of Planet Earth and Beyond” comprises one quarter of this curriculum, and the “Beyond” component is astronomy.

<p><b>The fact that comfort is a subjective state of the mind is widely accepted by engineers, architects and building scientists. Despite this, capturing all the complexity, subjectivity and richness of this construct in models that are useful in building science contexts is far from straightforward. By prioritizing usability, building science has produced models of comfort (e.g., acoustic, visual and thermal) that overly simplify this concept to something nearly objective that can be directly associated with people’s physiology and measurable and quantifiable environmental factors. This is a contradiction because, even if comfort is supposed to be subjective, most of the complexity of “the subject” is avoided by focusing on physiology; and, even if comfort is supposed to reside in the mind, the cognitive processes that characterize the mind are disregarded. This research partially mitigates this contradiction by exploring people’s non-physical personal factors and cognition within the context of their comfort and by proposing a way in which they can be incorporated into building science research and practice. This research refers to these elements together—i.e., people’s non-physical personal factors and cognition—as “the mind”.</b></p> <p>This research proposes a new qualitative model of the Feeling of Comfort that embraces “the mind”. This model was developed from the results of a first study in which 18 people—from Chile and New Zealand—were asked to describe “a home with good daylight” and “a warm home” in their own words. These results were then replicated in a second study in which another group of 24 people—also from Chile and New Zealand—described “a home with good acoustic performance”, “a home with good air quality” and “a pleasantly cool home”. The Feeling of Comfort model not only was capable of making sense of the new data (gathered in this second study) but also proved to be simple enough to be useful in the context of comfort research and practice. For instance, it guided the development of a quantitative Feeling of Comfort model and also of a prototype building simulation tool that embraces “the mind” and thus can potentially estimate people’s Feeling of Comfort.</p> <p>This research concludes that embracing “the mind” is not only possible but necessary. The reason for this is that “the mind” plays a significant role in the development of people’s comfort. Thus, theories and models of comfort that ignore it fail to represent properly the concept of comfort held by the people for whom buildings are designed. However, incorporating “the mind” into building science’s research and practice implies embracing tools, research methods and conceptual frameworks that have historically not been used by such a discipline. Specifically, it concludes that building science should normalize a more holistic view of comfort and perform more exploratory and qualitative research.</p>

<p>Within the literature associated with political leadership, scholarship directly focused upon political performance in office is thinly conducted, both in New Zealand and in other areas across the world. This thesis aims to greater understand political leadership and performance in New Zealand, and address the gaps in the literature correlated with Prime Ministerial performance. To do this, this thesis provides a current list of rankings of former Premiers and Prime Ministers in New Zealand and identifies the dimensions that one must fulfil to display exceptional performance in office. To undertake this research, this thesis uses a series of surveys – distributed to students at Victoria University of Wellington, and to other individuals with a professional interest in politics and history in New Zealand – to best assess public perceptions towards political performance. Building upon the path dependency created by former exercises of the same nature in New Zealand (conducted by Simon Sheppard in 1998, and by Jon Johansson and Stephen Levine in 2011), this thesis provides a snapshot of the current public perceptions of outstanding political performance. In a similar nature to the earlier studies, this thesis identifies the dimensions of longevity, death in office, and being a ‘big change’ or crisis Prime Minister as being directly correlated with elevated performance in office. Additionally, this thesis investigates whether a series of variables – namely time between exercises in New Zealand, and the appearance of a possible recency effect– provide any influence or change over results. Additionally, this thesis moves outside the scope of exercises conducted previously in New Zealand, by ranking Prime Ministerial performance using a series of different methodologies. In conjunction with a replication of the exercises already conducted in New Zealand, this survey also assesses Prime Ministerial performance by using a survey based upon the well-cited Schlesinger ranking studies in the United States, and a third survey aimed to assess political shifts and levels of knowledge and recall rates amongst university students. Regardless of such factors, the results of this thesis remain consistent with previous exercises, with Michael Savage, Richard Seddon, Helen Clark and Peter Fraser being regarded by the political and academic elite across all surveys as embodying the highest qualities of successful political leadership in New Zealand.</p>

<p>Sir Keith Holyoake, New Zealand Prime Minister from 1960 to 1972, famously counselled first-term Members of Parliament to ‘breathe through their noses’, suggesting that it was in their best interests to keep their heads down and mouths shut. Perhaps this recommendation is instrumental in the low profile of first-term MPs in New Zealand and the subsequent dearth of information available about these individuals. Within political science, scholarly attention has tended to focus on the ‘power holders’ – senior leaders and those perceived to have the most influence. In New Zealand, this has resulted in a growing field of literature about prime ministers, party leaders, and the few parliamentarians who reach cabinet. This thesis steps back from power holders to shed light on new MPs. It is important to know who new MPs are. Within parliamentary systems MPs often serve long apprenticeships before being promoted to the senior positions of their party and government. Thus MPs who enter parliament today may hold significant influence in the future. However, very little is known about legislators when they enter parliament. Do all Members of Parliament wish to become ministers or prime ministers, or do they have more modest aspirations, such as being the best local MP they possibly can? By understanding the motivations of our neophyte politicians we can better understand the types of people who are likely to become significant political actors in the future. This study aims to understand how and why individuals become MPs and how they adapt to the role once they have been elected. This thesis uses information gained from two rounds of interviews conducted with first-term Members of Parliament during their first nine months in office. Thus this research presents an insight into how MPs view candidate selection and follows them through their first few months in the job as they reconcile their pre-election expectations with the roles expected of MPs. The result is an account of how individuals become MPs and the roles they develop once elected.</p>

The conclusion first assesses the prime ministers against the criteria set out in the introduction: their longevity, their control over their parties, and their ability to shape the agenda. The first two can provide evidence of those who were successful. Noticeably those who brought their party from opposition to government were those who were likely to flourish. Second, the conclusion explores the difference between the four political systems and the impact they have on the working of the prime ministers. It identifies the variations in cabinet practices and the degree to which cabinet remains a consistent decision-making forum in Australia and New Zealand but less so in Britain and Canada. It concludes by stressing that much of the difference can be explained by the levels of accountability prime ministers have to their parliamentary colleagues, rather than a broader party electorate: a choice between competing principles of party democracy and accountability.
