In the face of the overall state of affairs in society, which seems to be characterised by crises, (right-wing) populism, uncertainty and radicalisation, the concept of ‘concern’ appears to be a key idea in modern society. The underlying idea behind the discussion compiled in this book is to investigate concern from the perspective of a carefree attitude. Such an approach might provide us with a clearer understanding of the multifaceted and complex phenomenon of concern. Concern can be regarded as the manifestation of a longing for a carefree life without the burden of tedious tasks or demands that are too high. However, concern can also be understood as something active—being carefree through lovingly caring for someone or behaving responsibly. This study’s approach of incorporating the idea of being carefree into the debate about concern makes the ambiguity of this concept clear: concern both inhibits and incentivises action; it is both restrictive and empowering. In German public perceptions, right-wing populism is cast as a specifically east German problem. This article critically examines how this assumption is located within the debate on German unity. In order to clarify the sometimes-confusing arguments on German unification, two paradigmatic perspectives can be identified: German unity can be approached from a perspective of modernization, or through the lens of postcolonial critique. When it comes to right-wing populism in eastern Germany, the modernization paradigm suffers from a lack of understanding. Hence, the arguments of the postcolonial perspective must be taken seriously, particularly as the postcolonial reading can grasp the complex phenomenon of right-wing populism in east Germany, and prevent the discursive and geographic space of the region from being conquered by right-wing political actors.

This introductory chapter provides an overview of the issues that the book discusses, as well as the challenges in editing it. The book offers diverse critical perspectives, both international and cross-disciplinary, on the challenge of how to make sense of contemporary forms of populism and also how community development responds to these. It particularly focuses on right-wing populism. How can those committed to community development endeavours respond to populism? When thinking about any community development response to populism, it is important to understand that feelings of alienation and resentment, and concerns about uncertainty and material insecurity, have a rational basis. From this perspective, populism should be viewed as a symptom of underlying factors that have characterised much of the global state of affairs since the last decades of the twentieth century. Taking the viewpoint that populism is a symptom, any response to populism must be cognisant of the underlying conditions in which populism has arisen. The chapter then considers the view that populism is a symptom of the deterioration of the project of democracy.

The paper reflects on recent developments towards authoritarianism and right-wing populism that have become apparent in a number of Western societies and aims at pinpointing possible cultural foundations for this trend. Using the example of the German PEGIDA movement and the wider milieu in which it is embedded, it identifies and describes a rapidly spreading culture of mistrust and discusses some of its political and epistemological implications. In a second step, the paper draws on Luc Boltanski?s theory of justification in order to attain a better understanding of this political movement?s specificities. It is argued that it is a quasi-violent refusal of justification which is constitutive for the movement in question, thereby transcending the reach of Boltanski?s framework to some extent. In a third step, a closer look is taken at the epistemological paradox that results from the fact that a number of the PEGIDA movement?s crucial points of criticism are effectively shared by a larger part of the overall population, raising severe problems for the question of sociological critique. The paper utilizes ideas by Bruno Latour in order to illuminate this paradox further and examine its consequences. It closes with remarks on the possibility to ?reassemble? trust and critique as crucial but contested - and, hence, precarious - foundations of modern society.

Abstract IR scholarship has recently seen a burgeoning interest in the right-wing populist politics of security, showing that it tends to align with the international ultraconservative mobilisation against ‘gender ideology’. In contrast, this article investigates how local feminist actors can resist right-wing populist constructions of (in)security by introducing counter-populist discourses and aesthetics of security. I analyse the case of Poland, which presents two competing populist performances of (in)security: the Independence March organised by right-wing groups on Poland's Independence Day and the Women's Strike protests against the near-total ban on abortion. The article draws on Judith Butler's theory of the performative politics of public assembly, which elucidates how the political subject of ‘the people’ can emerge as bodies come together to make security demands through both verbal and non-verbal acts. I argue that the feminist movement used the vehicle of populist performance to subvert the exclusionary constructions of (in)security by right-wing populists. In the process, it introduced a different conception of security in the struggle for a ‘livable life’. The study expands the understanding of the relationship between populism, security and feminism in IR by exploring how the populist politics of security is differently enacted by everyday agents in local contexts.

Abstract How do right-wing-populist incumbents navigate rhetorical strategic choices when they seek to manage external crises? Relevant literature has paid increasing attention to the role of ‘crisis’ in boosting the electoral success of right-wing populist candidates. We know a lot less about the rhetorical strategies used by right-wing populist incumbents seeking re-election. We draw on literatures on populism, crisis management and political rhetoric to conceptualize the rhetorical strategic choices of right-wing populist incumbents in times of crisis. We propose a framework for the choice of rhetorical strategy available to right-wing populist incumbents and illustrate it with a qualitative content analysis of Trump's tweets and White House press briefings during the first months of the COVID-19 pandemic. We find limited rhetorical adaptation to crisis and high degrees of continuity with previous rhetoric grounded in right-wing populism. This challenges prevalent assumptions regarding the likelihood of incumbent rhetorical flexibility in the face of crisis.

This chapter focuses on rhetorical strategies employed in right-wing populist discourses like the talk about “fake news” and “alternative facts” most prominently used in the Trump campaign and in the first year of his presidency. We discuss what is at stake in current politics regarding the relation between power and truth and propose some perspectives for critical reflection. First, we explore the concept of truth from a pragmatist and constructivist perspective. We argue that there is a fundamental and necessary distinction between relativism and arbitrariness. Second, we consider the role of facts and scientific results in culture and society and the role that markets play in the distribution and dissemination of information and beliefs in a consumer society. We refer to Foucault’s critical concept of the “will to truth” in order to argue that there are standards and procedures regarding facts and beliefs in modern society – e.g., practices that have shown their relative success in the hard and soft sciences – that must be defended against arbitrary assults by right-wing propaganda. We conclude by considering the necessary connection between a plurastic concept of truth and democratic politics in the face of the current right-wing attempts to establish a regime of truth that is fundamentally detrimental to democracy.

Abstract Political Education in Times of right-wing Populism. Pedagogical and Didactical Approaches to Deal with a current Threat to Peace Right-wing populism challenges the societies in Europe. The rise of such movements and parties are a threat to peace and democracy in Germany. This article focuses the possibilities as well as the boundaries of political education under the current circumstances. To this end, it discusses theoretical explanations based on approaches in peace education, political didactics and social sciences to deal with right-wing populism in practice.

As a result of the conducted research the problems of development of human capital and basic pre-conditions of providing of his competitiveness are certain. Analyzed the loud speaker of charges on development of education and health protection of summary budget of Ukraine and measures on the improvement of economic situation in Ukraine and providing of development of human capital are offered. The basic types of investments are certain in a human capital on levels and subjects of investing. The mechanism of forming of human capital is presented. The mechanism of forming of human capital is presented. It is grounded, that for strategic development of human capital of Ukraine and achievement of equilibrium and balanced of economy in the conditions of globalization modernization of public policy is needed in area of education, namely, creation of the system of education, oriented to forming and development of skills and jurisdictions of man, necessary for innovative activity.
