This handbook provides a comprehensive overview of the organisation, tasks, operation and function of Germany’s Federal Chancellery and its Federal Government as well as the Federal Chancellery’s cooperation with the federal ministries. This seventh edition of the handbook has been revised, updated and reorganised, and new sections on the Federal Government Commissioner for Digital Affairs, created in the 19th legislative term, and on the new Directorate-General for Digital Policy and Strategic IT Management have been added. To aid in understanding how the executive constitutional structures work, the handbook addresses issues concerning the parliamentary system of government and decision-making processes within the Federal Government. But the handbook is also intended to provide a closer look at the practical, everyday workings of government, with a focus on the Federal Chancellor’s role, as defined in constitutional law, and his or her authority to issue guidelines, to organise and to manage.

This dissertation analyzes three participatory technology assessment (pTA) projects conducted within United States federal agencies between 2014 and 2018. The field of Science and Technology Studies (STS) argues that a lack of public participation in addressing issues of science and technology in society has produced undemocratic processes of decision-making with outcomes insensitive to the daily lives of the public. There has been little work in STS, however, examining what the political pressures and administrative challenges are to improving public participation in U.S. agency decision-making processes. Following a three-essay format, this dissertation aims to fill this gap. Drawing on qualitative interviews with key personnel, and bringing STS, policy studies, and public administration scholarship into conversation, this dissertation argues for the significance of “policy entrepreneurs” who from within U.S. agencies advocate for pTA and navigate the political controls on innovative forms of participation. The first essay explores how the political culture and administrative structures of the American federal bureaucracy shape the bureaucratic contexts of public participation in science and technology decision-making. The second essay is an in-depth case study of the role political controls and policy entrepreneurs played in adopting, designing, and implementing pTA in NASA’s Asteroid Initiative. The third essay is a comparative analysis of how eight political and administrative conditions informed pTA design and implementation for NASA’s Asteroid Initiative, DOE’s consent-based nuclear waste siting program, and NOAA’s Environmental Literacy Program. The results of this dissertation highlight how important the political and administrative contexts of federal government programs are to understanding how pTA is designed and implemented in agency science and technology decision-making processes, and the key role agency policy entrepreneurs play in facilitating pTA through these political and administrative contexts. This research can aid STS scholars and practitioners better anticipate and mitigate the barriers to embedding innovative forms of public participation in U.S. federal government science and technology program design and decision-making processes.

Indigenous ways of living that embrace multiple temporalities have been largely supplanted by a single, linear colonial temporality. Drawing on theoretical insights from Indigenous geographies and political ecology, this article considers how pipeline reviews come into being through contested temporalities and how dominant modes of time dispossess Indigenous peoples of self-determination in energy decision-making. In particular, Anishinaabe clan governance – a form of kinship that provides both social identity and function based on relations to animal nations – is undermined in colonial decision-making processes. Through analysis of documents from Canada's National Energy Board and interviews with Anishinaabe pipeline opponents, I explore tensions between Anishinaabe and settler temporalities reflected in the 2012-2017 Line 9 pipeline dispute in the Great Lakes region. These include divergent understandings of periodicities, timeframes, kinship relations, and the role of nonhuman temporalities in decision-making. Colonial temporal modes that have been imposed on Indigenous communities foreshorten timescales, depoliticize kinship relations, and discount nonhumans in decision-making – resulting in narrower and more short-sighted project reviews than Anishinaabe temporalities would support. I argue that the rich concepts of kinship, queerness, continuity, and prophecy embedded in Anishinaabe temporalities can inform strategies for decolonizing energy review processes and open possibilities for Indigenous self-determination in energy decision-making.Keywords: Anishinaabe studies, Two-Spirit, Indigenous geographies, temporalities, Indigenous knowledge, energy governance, pipeline, National Energy Board

One domain of application of artificial intelligence (AI) is decision support, particularly in management. Although there are already research streams examining the interaction of AI and humans (e.g. the stream on "hybrid intelligence"), there are still numerous open research gaps - for example, a comprehensive overview of which factors favor the intention to use AI is missing. By conducting a systematic literature review, we identify the factors that potentially positively influence AI usage intentions for decision-making processes in organizations. From this, we create a framework that both provides practical implications for the successful use of AI in organizational decision-making processes and delivers further research approaches, for example, on the validity/ usability of proven IS adoption models in the present context.

<p>Over the past decades, sex offenders' cognition, specifically their cognitive distortions, have been the focus of extensive research. Traditionally, cognitive distortions have been described as any statements provided by the offender that justify, minimise, or excuse offending (Abel, et al., 1984). Recent research highlighted a need to expand current understanding of cognitive distortions with regards to value, affect and function. The Judgement Model of Cognitive Distortions (Ward, Gannon and Keown, 2006) argued for greater examination of beliefs, values, actions, and their interaction with each other. The current study examined the role played by values within the context of sex offenders' reasoning and decision-making processes. It also sought to understand the ways in which offenders' accounted for their offending, whether it was irrational, and if so, in what way. The research was qualitative, and used interviews gained from a sample of 27 adult, male, treated, child sexual offenders from within New Zealand. Grounded theory methodology (Strauss and Corbin, 1998) was used to create a data-driven model of offenders' reasoning and decision-making, within the context of offending. Results indicated that values were an important part of the offenders' cognition, central to their sense of self, and critical to their perception of the world around them. Values were closely related to how offenders framed their relationship with their victims. Based on the clustering of values, the Sexual Offender Relationship Frames Model (SORF) emerged. This was used to understand and illustrate different pathways to offending using case-studies from the sample. The results have been evaluated within the context of existing literature on the study of sexual offending. Clinical implications, limitations, and practical applications are discussed.</p>

The dialectic between the technically (or scientifically) possible and the legally possible, which is implied in decision-making in conditions of uncertainty, raises crucial issues from a constitutional perspective. In particular, the emergence of a new factor of legitimacy – which could be envisaged as a form of “scientific legitimacy” – can be detected and needs to be integrated within the constitutional discourse.Through an overview of the case law of the Italian Constitutional court, the paper aims at highlighting the possible approaches to the need of a deeper integration of technical and scientific knowledge within the public decision-making processes, in an attempt to strike a balance capable of avoiding the two extremes of scientifically weak decisions on one hand, and of “technical deference” to experts on the other.

Purpose The purpose of the current study was to evaluate the social and cognitive underpinnings of miscommunication during an interactive listening task. Method An eye and computer mouse–tracking visual-world paradigm was used to investigate how a listener's cognitive effort (local and global) and decision-making processes were affected by a speaker's use of ambiguity that led to a miscommunication. Results Experiments 1 and 2 found that an environmental cue that made a miscommunication more or less salient impacted listener language processing effort (eye-tracking). Experiment 2 also indicated that listeners may develop different processing heuristics dependent upon the speaker's use of ambiguity that led to a miscommunication, exerting a significant impact on cognition and decision making. We also found that perspective-taking effort and decision-making complexity metrics (computer mouse tracking) predict language processing effort, indicating that instances of miscommunication produced cognitive consequences of indecision, thinking, and cognitive pull. Conclusion Together, these results indicate that listeners behave both reciprocally and adaptively when miscommunications occur, but the way they respond is largely dependent upon the type of ambiguity and how often it is produced by the speaker.

Purpose The purpose of this investigation was to understand the decision-making processes used by parents of children with autism spectrum disorder (ASD) related to communication-based interventions. Method Qualitative interview methodology was used. Data were gathered through interviews. Each parent had a child with ASD who was at least four-years-old; lived with their child with ASD; had a child with ASD without functional speech for communication; and used at least two different communication interventions. Results Parents considered several sources of information for learning about interventions and provided various reasons to initiate and discontinue a communication intervention. Parents also discussed challenges introduced once opinions of the school individualized education program (IEP) team had to be considered. Conclusions Parents of children with ASD primarily use individual decision-making processes to select interventions. This discrepancy speaks to the need for parents and professionals to share a common “language” about interventions and the decision-making process.
