Background: An objective, comprehensive and scientific evaluation of emergency medical rescue capability (EMRC) is of great realistic significance in assisting the health administrative department to grasp the overall response capability of all emergency medical rescue teams, enabling each team to have a full understanding of its own strengths and weakness and improve itself accordingly. At present, the research on the evaluation of EMRC in Hazardous Chemicals Accidents (HCA) is not systematic and in-depth, and the existing research results also have some shortcomings, such as, the lack of strong theoretical support for the evaluation index system, the relatively single function of evaluation methods, and so on. Objectives: The objective of this article is to research the evaluation index system and a new evaluation method of EMRC in HCA to overcome the above shortcomings. Methods: It establishes an emergency medical rescue capability model by employing the competency model and then constructs the evaluation index system on the basis of the analysis of all the factors of emergency medical rescue capability in hazardous chemical accidents and sets up an evaluation model based on the theory of connection numbers and partial connection numbers. It determines the competence ranking of several emergency medical rescue teams and the competence state of an individual emergency medical rescue team by calculating the connection principal value, and it also predicts how the emergency medical rescue capability will develop based on the values of partial connection numbers. Results: The example shows that the calculation process of this model is relatively simple, and its assessment results are objective and authentic, and moreover, its multi-functions can make up for the deficiency of the simplified function of other evaluation models. Conclusion: This method is scientific and rational to some extent and can provide reference for evaluation problems of the same kind.

Currently, there are many evaluation indexes for gas turbine-based combined cooling, heating and power (CCHP). In this paper, a multi-objective evaluation index (MEI) model was suggested and weight coefficients were considered in the model. The CCHP system evaluated in this study was composed of gas turbine + heat recovery steam generator (HRSG ) + LiBr absorption chiller. The gas turbine-based CCHP system was evaluated and the component capacity was optimized with the proposed MEI. The study provides a reference for the allocation and operation of gas turbine-based CCHP.

In this paper, a comprehensive evaluation method for vehicle handling based on the driver’s subjective evaluation to different vehicle configurations has been studied by using development driving simulator tests. An objective evaluation index is developed which consists of several individual evaluation indices affecting vehicle handling. A series of weighting factors corresponding to individual evaluation indexes are found by using the Genetic Algorithm to reach the best agreement between the objective evaluation and the average of subjective evaluation of the drivers. Simulator test scheme has been designed and carried out with 14 vehicle configurations, and subjective evaluation has been made for easy handling of vehicle by a group of drivers. A driver/vehicle close-loop system model has been established which can predict the vehicle motion of handling and stability. Vehicle design parameters and control parameters of its control system have been optimized by using the driver/vehicle close-loop system model and objective evaluation index.

Image fusion algorithm is very important in image fusion process. Image fusion algorithm based on pyramid decomposition was reviewed in this paper. Pyramid decomposition algorithm mainly includes Contrast pyramid, Gradient Pyramid, Laplacian Pyramid and Ratio Pyramid. The fusion algorithms based on pyramid decomposition were respectively applied in multi-focus images, advantage and disadvantage were summarized and application was given. Fusion results were given by MATLAB simulation. Objective evaluation index including of mean, standard deviation, entropy and average gradient was calculated in this paper. Image fusion algorithm should be selected according to the information extracted and the aim of fusion.

Lead, Mercury and Cadmium etc as the main evaluation index of heavy metal pollution established relational data model. The rough set theory is introduced, use the existing algorithm (Combinatorial Completer) to fill the missing value. After data preprocessing, use the DBMAS algorithm proposed in the paper to calculate the important degree of heavy metal pollution factors, in order to provides a more objective evaluation index weight for evaluation of heavy metal pollution.

Physical education teaching in colleges and universities is a complicated project for systematic optimization with multiple factors. As a vital approach to enhance the quality of physical education teaching in colleges and universities, it is of great importance to have a scientific, accurate and objective evaluation of physical education teaching. The thesis, on the one hand, analyzes the existent problems during the evaluation course of physical education teaching in colleges and universities; and on the other hand, discusses the related improved measures on the aforementioned basis. In order to update the evaluation index system of physical education teaching in colleges and universities, the thesis, based on the multiple intelligence theory, constructs an evaluation index system of physical education from all-round aspects, i.e., teaching step, teaching and learning step as well as managing step. Furthermore, according to the weight of various evaluation indexes on the foundation of AHP method, plus with the involvement of fuzzy evaluation information, the thesis puts forward with a comprehensive fuzzy evaluation model of physical education teaching in colleges and universities. This model serves as an attempt to effectively evaluate physical education teaching, the validity of which is proved in the case analysis part.

In order to solve the incompatible problems between each evaluation index when evaluated,the superiority evaluation method was applied in the process of Bid Evaluation of architectural engineering. Using the CRITIC method to determine the weight coefficient of each index , which take into account both the contrast intensity between the indexes and introduces the correlation between indicators to determine the weight coefficient, so that more objective. Calculating the bidders value of superiority degree and maximal is selected as the most suitable bidder, results show that the method is relatively objective evaluation, the calculation is simple and practical.
