Desertification remains one of the most challenging phenomena in the drylands of Kenya, where it affects about 80% of the country. This is because of persistent degradation of these areas by climatic variations, human activities, and overgrazing by livestock and wildlife. In these areas, inhabitants suffer from widespread acute poverty and other adverse effects of drought. In order to effectively and efficiently combat desertification and reduce the impacts of further degradation, the Government of Kenya and partners are committed to developing and implementing methods, approaches, strategies, and mechanisms that would slow down or reverse this phenomenon. This chapter covers an in-depth review of advances made so far in the area of woody resources restoration and sustainable management in the drylands of Kenya through biodiversity assessments, conservation, rehabilitation, afforestation, and reafforestation initiatives and research. Achievements, challenges, and opportunities encountered are highlighted for sustainable development and wise utilization of dryland woody and allied resources.

AbstractMangroves are ecosystems made up of trees or shrubs that develop in the intertidal zone and provide many vital environmental services for livelihoods in coastal areas. They are a habitat for the reproduction of several marine species. They afford protection from hurricanes, tides, sea-level rise and prevent the erosion of the coasts. Just one hectare of mangrove forest can hold up to 1,000 tons of carbon dioxide, more than tropical forests and jungles. Mexico is one of the countries with the greatest abundance of mangroves in the world, with more than 700,000 ha. Blue carbon can be a novel mechanism for promoting communication and cooperation between the investor, the government, the users, and beneficiaries of the environmental services of these ecosystems, creating public–private-social partnerships through mechanisms such as payment for environmental services, credits, or the voluntary carbon market. This chapter explores the possibilities of incorporating blue carbon in emissions markets. We explore the huge potential of Mexico’s blue carbon to sequester CO2. Then we analyse the new market instrument that allows countries to sell or transfer mitigation results internationally: The Sustainable Development Mechanism (SDM), established in the Paris Agreement. Secondly, we present the progress of the Commission for Environmental Cooperation (CEC) to standardize the methodologies to assess their stock and determine the magnitude of the blue carbon sinks. Thirdly, as an opportunity for Mexico, the collaboration with the California cap-and-trade program is analysed. We conclude that blue carbon is a very important mitigation tool to be included in the compensation schemes on regional and global levels. Additionally, mangrove protection is an excellent example of the mitigation-adaptation-sustainable development relationship, as well as fostering of governance by the inclusion of the coastal communities in decision-making and incomes.

This document presents a comprehensive analysis of challenges and opportunities for promoting inclusive and sustainable development in Belize on a sectoral level, where rekindling faster, sustained economic growth is arguably one of the country's most significant development challenges. The unprecedented hit of the COVID-19 pandemic has added pressure to an economy with characteristically low growth, and dramatically transformed Belize's economic and social outlook. Reigniting economic growth that is sustainable and inclusive, as well as removing structural bottlenecks, requires addressing three priority areas categorized here as pillars. These pillars are: (i) Anchoring fiscal policy for growth, (ii) Transforming the export sector through diversification, integration, and innovation, and (iii) Providing social protection and skills to shape the future. These development challenges are interdependent and tackling them will require a collaborative and synchronous approach. At the IADB, we trust the BIDeconomics Belize will be a valuable tool for the Government of Belize and the country's stakeholders to overcome these challenges. BIDeconomics is a series of publications by the Department of Countries of Central America Haiti, Mexico, Panama and the Dominican Republic that provides analysis and proposals to support the sustainable development of the countries of the region. Each publication summarizes the findings of the Country Development Challenges studies, which are respectively prepared as inputs for each of the IDB Country Strategies.

The spatial development can be supported by sustainable development, efforts are needed to divert space through the imposition of sanctions on administration in the spatial field. In the context of a legal state, sanctions must be taken while ensuring their legality in order to provide legal protection for citizens. The problem is, the construction of administrative regulations in Law No. 26 of 2007 and PP No. 15 of 2010 contains several weaknesses so that it is not enough to provide clear arrangements for administrative officials who impose sanctions. For this reason, an administration is required which requires administrative officials to request administrative approval in the spatial planning sector. The success of the regulation requires that it is the foundation of the welfare state principle which demands the government to activate people's welfare. 15 of 2010, the main things that need to be regulated therein should include (1) the mechanism of imposing sanctions: (2) determination of the type and burden of sanctions; and (3) legal protection and supervision by the region.

The problem issues and points of inhibition of the introduction of public-private forms of sustainable management of European type in the national economy of Ukraine are determined in order to ensure the effective implementation of the relevant principles and mechanisms in the system of sustainable development of the state and its territories, in particular in the context of water, land, forest and mineral resources. The main limitations of the system, as well as the factors of deterrence and directions of the development of public-private relations in Ukraine are revealed.

For upgrading the rural tourism government requires to understand the rural location, demography, socio-culture, financial and political background of that area. How we can involve the rural citizens to improve their socio-economic condition. The objective of this paper is to present an update on rural tourism expansion and development in India. Rural tourism is rising in terms of number of visitors and the government of India should focus on it as an engine of growth

AbstractThis study seeks to contribute to the knowledge of linkages between humanitarian actions in conflict situations and sustainable development. We analysed data generated from qualitative interviews and focus group discussions with encamped and self-settled internally displaced victims (IDPs) of the Boko Haram insurgency in the northeastern Nigeria. Our analysis searched for themes that summarise their preferences and desires of durable solutions. Overall, the majority of the IDPs were more inclined to local integration or resettlement than return. More than males, female IDPs were likely to cite personal experience of violence as a reason for rejecting voluntary repatriation. Feelings of vulnerability, experience of violence and hope of economic and social empowerment were major reasons given in support of local integration or resettlement. Self-settled IDPs are more disposed to returning to their places of origin than encamped IDPs. The need to rebuild livelihoods and restore social and community networks were the major factors participants associated with the choice of return. Beliefs in divine destiny, lack of trust and confidence in the government were dominant views expressed by participants who were indifferent about durable solutions. There is a sense that cultural androcentric norms which give men the power to make decisions for the family shape decision-making even in emergency situations. We conclude that, regardless of their preferences about durable solutions, IDPs have long-term needs that can only be provided if humanitarian actions are integrated into the overall development agenda and programmes of governments.

The 2030 Agenda for Sustainable Development incorporates 17 Sustainable Development Goals (SDGs). Goal 15 (SDG 15) focuses on terrestrial ecosystems. Regarding forests, it sets targets requiring signatories to promote the implementation of the sustainable management of all types of forests by 2020 and further mobilize significant resources from all sources to achieve sustainable forest management. The United Nations Strategic Plan for Forests 2017 – 2030 advances the vision of SDG 15. Nigeria’s high demographic growth rate has led to the surging demand for land to support settlements and farming. Coupled with extensive illegal or uncontrolled logging, the annual forest net loss of 5% is one of the highest rates globally in percentage terms. This paper is a critical analysis of the policy-law interface of the forestry sector in Nigeria. It examines the country’s trajectory or state of preparedness for sustainable forest management, and it concludes that forestry policy and law in Nigeria must undergo urgent reforms so that the forest commitments such as those under SDG 15 and other regional and global instruments can be ultimately achieved.

Human activities are increasingly recognized as having a critical influence on hydrological processes under the warming of the climate, particularly for dam-regulated rivers. To ensure the sustainable management of water resources, it is important to evaluate how dam construction may affect surface runoff. In this study, using Mann–Kendall tests, the double mass curve method, and the Budyko-based elasticity method, the effects of climate change and human activities on annual and seasonal runoff were quantified for the Yellow River basin from 1961–2018; additionally, effects on runoff were assessed after the construction of the Xiaolangdi Dam (XLD, started operation in 2001) on the Yellow River. Both annual and seasonal runoff decreased over time (p < 0.01), due to the combined effects of climate change and human activities. Abrupt changes in annual, flood season, and non-flood season runoff occurred in 1986, 1989, and 1986, respectively. However, no abrupt changes were seen after the construction of the XLD. Human activities accounted for much of the reduction in runoff, approximately 75–72% annually, 81–86% for the flood season, and 86–90% for the non-flood season. Climate change approximately accounted for the remainder: 18–25% (annually), 14–19% (flood season), and 10–14% (non-flood season). The XLD construction mitigated runoff increases induced by heightened precipitation and reduced potential evapotranspiration during the post-dam period; the XLD accounted for approximately 52% of the runoff reduction both annually and in the non-flood season, and accounted for approximately −32% of the runoff increase in the flood season. In conclusion, this study provides a basic understanding of how dam construction contributes to runoff changes in the context of climate change; this information will be beneficial for the sustainable management of water resources in regulated rivers.

Purpose This paper aims to identify challenges and opportunities for social enterprises (SE) in civil engineering in Brazil. Design/methodology/approach Starting from the transformative social innovation theory and inspired by grounded theory principles, this paper conducts three-stage exploratory research. First, this paper mapped the Brazilian SE civil engineering ecosystem. Next, this paper classified the SE initiatives along with an organizing framework. Finally, this paper conducted 11 interviews with key ecosystem actors and analyzed data through iterative, parallel and interrelated content analysis procedures. Findings The 37 SE found were classified along “Sustainability,” “Housing,” “Transportation” and “Sanitation” pillars, which are aligned with the United Nations’ social development goals. This paper found 50 challenges and opportunities, which were aggregated along seven dimensions. Three elements are particularly relevant as opportunities: opportunities for SE with ecosystem supporters, specialized investors and partnership with major companies; while government and early investment are the most relevant challenges. Research limitations/implications Research findings and conclusions cannot be extended to other sectors and countries. Usual limitations associated with exploratory qualitative research must also be highlighted. Practical implications The government should offer financial and technical support for civil engineering in working in partnership with ecosystem supporters. Academy could use SE content and ecosystem for its students and should offer diverse resources for network creation. Originality/value Focusing on civil engineering SE in Brazil, this study sheds light on a high-impact sector that has not been studied yet.

The world faces immense challenges which range from people living in poverty and denied dignity, rising inequalities, unemployment, global health threats, natural disasters, spiraling conflicts, violent extremism, terrorism and related humanitarian crises leading to force displacement of people, the depletion of natural resources and environmental degradation and the resultant climate change problem, just to name these. Fortunately, there are recognized human rights in the context of the United Nations (UN) Universal Declaration of Human Right in Article 19 and the Africa Chatter. These problems have thus challenged the world’s organizations to think and reflect on the way forward and some of these ways are developmental plans which include the UN Post 2015 Sustainable Development Agenda, the African Union (AU) 2063 Development Agenda with 17 aspirations, the International Federation of Library Associations and Institutions (IFLA) Strategy Plan and key initiative and the Cameroon Development Vision 2035 emergence programme. These agendas require a number of stakeholders to intervene if these challenges must be reduced for the benefit of humanity. One of such stakeholders is the Library and Information Science (LIS) Profession. The question that comes up with respect to the Cameroon context is, “Is the LIS profession in Cameroon able to meet its information role?” In line with this, three research questions were coined to guide data collection for this paper. The survey method was adopted with document analysis and interview schedule constituting the main data collecting instruments. The simple descriptive statistical method was used for data analysis. The information profession is critical in the development agenda, because it provides the platform for access to various information that enhance the progress of all human activities. The LIS profession drives the knowledge economy. Thus it is well placed to roll the information literacy programmes of any nation to help people have access to quality information, enhance community education, social, health and economic needs thereby improving lives and development. There is equally the shift from a print to a digital information environment as supported by the advent of new Internet technology such as mobile or broadband. This is changing the means and mechanisms of information delivery in libraries which have the potential to lead, improve and provide more relevant services and programmes for users. This profession has proven to be the most suitable with skills and mandate to pull together, organize and make available and accessible information in all forms and formats to all irrespective of their social, educational and physical status. From the study it is clear that the LIS profession in Cameroon is not able to play its role of collector and steward of human heritage, is not able to play its fundamental role in enhancing education through the different libraries and information services, is not able to enhance and ensure inclusive, equitable, quality education and promote lifelong learning and is unable to increase access to information and knowledge assisted by ICTs to support sustainable development to help Cameroon in its development agenda. The recommendation is that it will be unfortunate for a nation like Cameroon not to afford to accord an appropriate attention to the LIS profession which is a suitable developmental tool. The government needs therefore to provide the needed status for this sector and put it on its agenda and this will usher in a new spirit of information professionalism in Cameroon that will go a long way to enhance literacy that is needed if Cameroon must develop.
