With increasing frequency, the public is raising questions about the quality of American education and seeking information about students' performances in specific areas of the curriculum. Various assessment procedures are being used at the local, state, and national levels to provide data. As mathematics educators, we have an important stake in monitoring the quality of such efforts in mathematics. In particular, it is vital to examine closely the results of any assessments, interpreting the results carefully for their curricular implications and preparing ourselves to discuss them intelligently with the public.

The conference is a major international forum for analyzing and discussing trends and approaches in research in the field of basic science and applied research. We provide a platform for discussions on innovative, theoretical and empirical research. The form of the conference: in absentia, without specifying the form in the collection of articles. Working languages: Russian, English Doctors and candidates of science, scientists, specialists of various profiles and directions, applicants for academic degrees, teachers, graduate students, undergraduates, students are invited to participate in the conference. There is one blind verification process in the journal. All articles will be initially evaluated by the editor for compliance with the journal. Manuscripts that are considered appropriate are then usually sent to at least two independent peer reviewers to assess the scientific quality of the article. The editor is responsible for the final decision on whether to accept or reject the article. The editor's decision is final. The main criterion used in assessing the manuscript submitted to the journal is: uniqueness or innovation in the work from the point of view of the methodology being developed and / or its application to a problem of particular importance in the public sector or service sector and / or the setting in which the efforts, for example, in the developing region of the world. That is, the very model / methodology, application and context of problems, at least one of them must be unique and important. Additional criteria considered in the consideration of the submitted document are its accuracy, organization / presentation (ie logical flow) and recording quality.

The quality of "monumentality" is attributed to the buildings of few historical epochs or cultures more frequently or consistently than to those of the Roman Empire. It is this quality that has helped to make them enduring models for builders of later periods. This extensively illustrated book, the first full-length study of the concept of monumentality in Classical Antiquity, asks what it is that the notion encompasses and how significant it was for the Romans themselves in molding their individual or collective aspirations and identities. Although no single word existed in antiquity for the qualities that modern authors regard as making up that term, its Latin derivation--from monumentum, "a monument"--attests plainly to the presence of the concept in the mentalities of ancient Romans, and the development of that notion through the Roman era laid the foundation for the classical ideal of monumentality, which reached a height in early modern Europe. This book is also the first full-length study of architecture in the Antonine Age--when it is generally agreed the Roman Empire was at its height. By exploring the public architecture of Roman Italy and both Western and Eastern provinces of the Roman Empire from the point of view of the benefactors who funded such buildings, the architects who designed them, and the public who used and experienced them, Edmund Thomas analyzes the reasons why Roman builders sought to construct monumental buildings and uncovers the close link between architectural monumentality and the identity and ideology of the Roman Empire itself.

Uniform wages offered by the public administration are not always competitive compared to private sector wages in every district. This is reflected in high levels of turnover, vacancies or an unbalanced age structure of employees and leads to a lower quality of public services provided. One way to address this would be to introduce a system to compensate for regional pay gaps. The aim of our paper is to propose a mechanism for determining the regional compensatory allowance for employees of district offices. We used two approaches to determine it. The first consists in expressing the share of individual salary classes in the national average wage and their subsequent reflection on individual regions and districts. The second is based on calculation of the gaps between individual salary classes and their subsequent projection into individual regions and districts. Together, we offer 4 scenarios (2 theoretical approaches with 2 variants) for determining the regional compensatory allowance. The result is regional pay scales and tables with the amount of the regional compensation surcharge, as well as a quantification of each scenario. From our point of view, the most suitable for implementation is a scenario based on the projection of the share of wages in the average regional wage at the district level.

The changes in the broadly conceived criminal procedure which were introduced in recent years refer to the problems which are crucial from the perspective of the protection of human rights, such as the scope of the authority of the services due to operational control which is conducted secretly, the model of the functioning of the public prosecution service or the unlawful acquiring of evidence in a criminal procedure. The evaluation of these changes, conducted by the Ombudsman from the point of view of the constitutional standards of the protection of the rights of the individual is not positive. The new regulations reduce the quality of these standards and they do not contain sufficient guarantees of protection against the arbitrariness of the activities engaged in these terms by the organs of public authority. This phenomenon imposes a particular duty on the courts – which hear criminal cases – to see that the final decision in a criminal case respects the universal standards of the protection of human rights.

This article questions the use of a set of principles or guidelines, often referred to as language policies or language guides, which proliferate in companies and organisations as a means of harmonizing and modernizing corporate discourse. The language guide recommendations promote certain syntactic and lexical features which seem to have been inspired by the plain language campaigns conducted in various countries with the purpose of setting up a framework for a simplification of the public-sector discourse from administration to citizens. The problem of applying theses principles as an overall instrument of assuring the linguistic quality of private companies has been pointed out on various occasions. However, the argumentation has until now been made on an impressionistic or introspective basis. The article demonstrates that the inventory of linguistics in fact offers a range of possibilities to give a theoretical and empirical support to the arguments. Based on a set of language guide recommendations from Danish companies, it is illustrated how variations in discourse elements, i.e. purpose, domain and audience, conventionally call for variations in the linguistic devices used. In other words, from a discoursal point of view, the set of plain language-like recommendations for paradigmatic stylistic choices cannot be expected to cover every instance of business communication. Furthermore, it is argued that certain intralingual and interlingual features require empirical research in order to establish a stylistically adequate framework of this instrument of language management in companies.

Abstract A number of issues faced by contracting authorities in the procedure of public procurement of services for translation of the acquis result from the lack of an overall coordination system for the translation project. One of the key elements for a well-balanced and efficient system is to properly plan the needs for translation services. Translation is an extraordinary skill. The skill to communicate reflections, feelings, facts from one language to another. If the job has been well done by a translator, the reader of the translation (prospective tenderer) must have the impression that the text of the documentation was originally written or spoken in his own language. As far as translation of tender documentation is concerned, the tenderer/reader of the translation should not have any doubts about the meaning of the message he receives. Moreover: it is not enough only to understand the message. Any message conveyed using unusual expressions, unnatural sentences, even if understood, is annoying and irritating to the prospective tenderer, who, due to this, may even be repelled by the tender documentation itself. In a good translation, in other words, the intervention of the translator should not be noticeable, and this actually constitutes the translator’s skill. Therefore, clearly defined conditions, criteria, deadlines, clear description of the job to be performed etc. are an important segment in defining the quality-based selection of the translator. The purpose of this paper is to address the most important aspects in the public procurement procedure the contracting authorities and tenderers are dealing with, in terms of the procedural aspects of procurement, which should result in a referential framework for requirements concerning the quality and supervision of the quality of translation services.
