In Article 65 of Higher Education Law numbered 2547, formation, duties and operations of scientific research and publication ethics boards have to be regulated by regulations issued by Higher Education Council (HEC). Despite this legal obligation, ethical committees in higher education institutions are not regulated by regulation; They are regulated by HEC Scientific Research and Publication Ethics Directive (HECSRPED) issued in 2016. Universities also make regulations regarding these boards within their own bodies with directives issued by decisions of their senates. In the research, firstly, the literature on the ethics committees and relevant legislation are examined. Then, categories are determined by using the document review method, considering regulations of ethics committees in HECSRPED; in the context of these categories, directives issued by 3 state universities in İstanbul regarding ethics committees in fields of social and humanities and educational sciences are analyzed. Findings show that provisions of a directive issued by universities on ethics committees generally do not coincide with relevant provisions in HECSRPED and even contain significant contradictions. It has also been discussed that ethical committees in universities may harm the principle of conducting scientific research freely and cause important bureaucratic problems and workload for both researchers and board members. It has been suggested that issues related to ethical committees are regulated by HEC, eliminating illegality in directives issued by universities and that universities can issue directives on issues that are not clarified in HECSRPED. In addition, it was recommended to conduct case studies and phenomenological studies regarding ethics committees for researchers.

This research presents the realistic overview of the state of Higher education in one of the largest Indian State, Rajasthan. There are many imperative problems which go back to the princely States, however reorganization of State has uplifted the status of education but the situation still is dismal. The introduction of E-governance by the Government is appreciable for the reason that it shows commitment to bring out fundamental changes in the scenario related to education. The research results are pointing out to definitive policy shifts; to be specific it will be pertinent to draw inferences in entirety.The scientific research epitomizes the basics that need to be addressed in terms of deconstructing some myths about the policies; constructing some new perceptions about educational institutions and reconstructing new paths to attain the finality of this fundamental objective. The societal transformation will remain unattended unless this sector is strengthened. This study is just a beginning to understand the ground realities and on the basis to visualize the prospective thrust. This particular research has also pointed out some fallacies regarding the tall claims put forth by the government on account of being serious about implementing E-governance but the data collected tells a different story altogether.DOI: http://dx.doi.org/10.3126/ijssm.v2i1.11684    Int. The article gives overview and analyses the changes and development of scientific research on educational sciences in Lithuanian universities in the period of 1990–2004. The prepared and successfully defended dissertations show positioning of the research field of educational sciences: the leadership of education researchers is reflected by the diplomas of habilitated doctors and certificates of pedagogical title of professor. The statistical overview and evaluation of doctoral dissertations in the research field of educational sciences (social sciences) in the period of 1990–2004 reveal that training of education researchers occurred both in separate universities and in the networks of universities. The distribution of researchers in Lithuanian higher education is also discussed. The statistical data on habilitated doctors in social sciences and doctoral dissertations in education defended in the period of 1990–2004 illustrate the need to develop researchers of highest qualification in Lithuanian universities. The case study of Lithuanian University of Educational Sciences allows revealing the leadership of education researchers in training of doctoral students.

Abstract. Although the development of research competency is an important goal of higher education in social sciences, instruments to measure this outcome often depend on the students’ self-ratings. To provide empirical evidence for the utility of a newly developed instrument for the objective measurement of social-scientific research competency, two validation studies across two independent samples were conducted. Study 1 ( n = 675) provided evidence for unidimensionality, expected differences in test scores between differently advanced groups of students as well as incremental validities over and above self-perceived research self-efficacy. In Study 2 ( n = 82) it was demonstrated that the competency measured indeed is social-scientific and relations to facets of fluid and crystallized intelligence were analyzed. Overall, the results indicate that the test scores reflected a trainable, social-scientific, knowledge-related construct relevant to research performance. These are promising results for the application of the instrument in the evaluation of research education courses in higher education.

AbstractThe purpose of this study is to investigate the obstacles of e-learning, especially for students, and to find out students' perception in facing e-learning during coronavirus disease pandemic (covid-19). The rapid spread of coronavirus urges universities on a world-wide scale to do e-learning, including universities in Indonesia. This study uses online interviews and questionnaires to obtain the data, and descriptive qualitative method is used to analyse the data. The respondents in this study are 126 students with different majors from 21 universities in all across Indonesia, consisting of 6 state universities and 15 private ones. The results of the study reveal that e-learning has been carried out by universities in the country. It also shows there are several aspects such as the availability of online learning facilities, the use of facilities, learning processes, and some more points that need to reconsider or to optimize conducting the e-learning for the long term.Keywords: e-learning; students; pandemic
