Accreditation is a solution for improving the quality of education in higher education institutions. Quality accreditation plays a dominant role that supports quality assurance management in the higher education system. The accreditation frameworks and external quality assurance are different between countries. The United States started quality accreditation very early, so it has a robust educational quality accreditation system, excellent support for the development of higher education institutions. Vietnam has only begun to conduct quality accreditation in recent years. At present, there are still some differences between Vietnam and the United States in quality management activities, but education quality accreditation of Vietnam is approximately similar the United States and carried out in three models: the model of central control of quality assurance of state; model of quality assurance combining between state control with the market competition; and model in which the state primarily leave responsibility for quality assurance to self-accrediting universities.

The United States has for long had the world's premier system of higher education. No other country has anything that comes close to our major research universities (whether they be private or public), and that includes our international competitors, Germany and Japan. Our society expects a lot of our universities, and much more than other countries expect of theirs. For example, we were the only country in the world that turned to our universities (and especially to our land grants) to deliver an important part of our foreign policy in the form of economic and technical assistance to the developing countries.

Higher Education has become the backbone of economic success in rapidly developing countries such as the United States. This paper looks to analyze the strengths, weaknesses, and opportunities associated with bettering our educational system in hopes of having a predeveloped workforce for the 21st century and beyond. The ability to develop and manage knowledge and practical skills in conjunction with what real world employers are looking for, would close the gap between higher education and job success. This streamlining of the education system would better support businesses as they look to expand, start new ventures, and develop into companies that supply services or products in demand by the rest of the world. It is important that when implementing these recommendations, one does not restrict students from thinking constructively and innovatively. Innovative knowledge is critical to the development of processes that will make companies more efficient in the future. The goal is to enable higher education to foster the development of workforce better suited for business in the 21st century and a citizenry able to contribute to the overall well being of society. This paper does make recommendations that will develop students in a way that will better prepare them to play integral roles in companies immediately, which in turn will help build companies and the communities in which they operate. This will promote a cyclical development of individuals, businesses, communities, and finally the schools themselves- all which will be critically important in our modern era and ahead into the future. Overall economic wellbeing, happiness, and unity among citizens would be the goal with businesses and schools standing to gain overall cutting edge performance from their employees and students.

Movement of HIV testing to point of care (POC) has been facilitated by the availability of simple/rapid anti-HIV immunoassays. These assays have been used at health centres in the United States, Canada and at voluntary counselling and testing centres in developing countries. While this approach has revolutionised HIV screening in some areas, there are ethical, legal and quality assurance considerations that must be addressed before POC HIV testing is universally accepted.

Higher education has jumped into the quality movement with expectations of enhancing the excellence of education being received by students. The total quality management philosophy that dominated the manufacturing industry has found its way into the education industry. W. Edwards Deming developed a set of 14 quality management principles, which can be applied to the education sector (Hughey, 2000; Prasad, 2017). Accreditation is a mechanism to inform the employers, the public and students that a university or program has met the minimum standards for quality. The injection of accountability and accreditation into the educational system has raised the expectations of an institution. External accreditation has been growing worldwide in importance. This paper looks at the development of accreditation within the United States, Vietnam, and Japan. An educational curriculum was seen to be a pillar needed for growth for each country. It became apparent that all three countries realize the importance of quality and are heavily involved in the assessment process. There are some differences in who controls the curriculum and the assessment process. However, continuous improvement is universally shared among the three countries. Developing an understanding of the accreditation process will contribute to the literature surrounding accreditation and quality assurance.

I am honoured to be invited to give this lecture before so distinguished an audience of development economists. For the last 21/2 years I have been director of a project financed by the Canadian Institute for Advanced Research and composed of a group of scholars from Canada, the United States, and Israel.I Our brief is to study the determinants of long term economic growth. Although our primary focus is on advanced industrial countries such as my own, some of us have come to the conclusion that there is more common ground between developed and developing countries than we might have first thought. I am, however, no expert on development economics so I must let you decide how much of what I say is applicable to economies such as your own. Today, I will discuss some of the grand themes that have arisen in my studies with our group. In the short time available, I can only allude to how these themes are rooted in our more detailed studies. In doing this, I must hasten to add that I speak for myself alone; our group has no corporate view other than the sum of our individual, and very individualistic, views.

Education has been considered as an indispensable asset of every individual, community and nation today. Indias higher education system is the third largest in the world, after China and the United States (World Bank). Tamil Nadu occupies the first place in terms of possession of higher educational institutions in the private sector in the country with over 46 percent(27) universities, 94 percent(464) professional colleges and 65 percent(383) arts and science colleges(2011). Studies to understand the profile of the entrepreneurs providing higher education either in India or Tamil Nadu were hardly available. This paper attempts to map the demographic profile of the entrepreneurs providing higher education in Arts and Science colleges in Tamil Nadu through an empirical analysis, carried out among 25 entrepreneurs spread across the state. This paper presents a summary of major inferences of the analysis.

In the introduction of this book, Arthur Cohen states that The Shaping of American Higher Education is less a history than a synthesis. While accurate, this depiction in no way detracts from the value of the book. This work synthesizes the first three centuries of development of high-er education in the United States. A number of books detail the early history of the American collegiate system; however, this book also pro-vides an up-to-date account of developments and context for under-standing the transformation of American higher education in the last quarter century. A broad understanding of the book’s subtitle, Emergence and Growth of the Contemporary System, is truly realized by the reader.
