Higher education has jumped into the quality movement with expectations of enhancing the excellence of education being received by students. The total quality management philosophy that dominated the manufacturing industry has found its way into the education industry. W. Edwards Deming developed a set of 14 quality management principles, which can be applied to the education sector (Hughey, 2000; Prasad, 2017). Accreditation is a mechanism to inform the employers, the public and students that a university or program has met the minimum standards for quality. The injection of accountability and accreditation into the educational system has raised the expectations of an institution. External accreditation has been growing worldwide in importance. This paper looks at the development of accreditation within the United States, Vietnam, and Japan. An educational curriculum was seen to be a pillar needed for growth for each country. It became apparent that all three countries realize the importance of quality and are heavily involved in the assessment process. There are some differences in who controls the curriculum and the assessment process. However, continuous improvement is universally shared among the three countries. Developing an understanding of the accreditation process will contribute to the literature surrounding accreditation and quality assurance.

The quality movement in the United States has been characterized as an impetus for organizational effectiveness and responsiveness since the late 1970s. ‘Quality’ can be a subjective term as each organization has its own definition and boundaries. Three emphases are evident in the field of quality improvement: quality circles, total quality management, and citizen satisfaction. Practices of quality improvement in the public sector have been driven by demands from citizens for more effective services, outcomes that require the implementation of suitable quality models and standards. Points for practitioners This article presents major intellectual trends in the practice of service quality improvement. Practitioners will be able to comprehend the most fundamental concepts of ‘what is public service quality improvement’. Practitioners will also obtain useful insights into defining quality criteria and assessing organizational improvement models based on substantive principles of quality management for promoting organizational effectiveness and responsiveness.

Educational accountability has become an increasingly influential factor in higher education. This chapter examines various government oversight and accreditation standards in Central and South America, Europe, and the United States and how student learning in higher education in music can be improved through meeting these standards. The author specifically describes music accreditation procedures of the National Association of Schools of Music and the American Music Therapy Association in the United States. Using accreditation standards as a guideline for program improvement, the author offers a variety of assessment best practices to engage higher education faculty in the assessment process, to improve instruction, to guide curricular development, and to ultimately improve student learning.

With the world becoming flat with fluid boundaries, engineers have to be global in their outlook and their pedigree. Due to the need for international acceptance of engineering qualification, the incorporation of Outcome-Based Education (OBE) has become common and global accreditation treaties such as the Washington Accord have been ratified. Further, it becomes important, especially for an engineering university with a global outlook preparing its students for global markets, to ensure that its graduates attain the planned outcomes. Additionally, the higher education institutions need to make sure that all the stakeholders, including students, parents, employers, and community at large, are getting a quality educational service, where quality is categorized as (1) product-based ensuring that the graduate attained the planned outcomes and skills, and (2) process-based keeping an eye on whether the process is simple, integrated, and efficient. The development of quality movements, such as Total Quality Movement (TQM), Six Sigma, etc., along with quality standards such as ISO 9001 has been instrumental in improving the quality and efficiency in the fields of management and services. Critical to the successful deployment of a quality culture is the institutionalization of an integrated Quality Management System (QMS) in which formally documented processes work according to the Vision and Mission of an institute. At the same time, commitment to Continuous Quality Improvement (CQI) to close the loop through effective feedback, would ensure that the planned outcomes are attained to the satisfaction of all the stakeholders, and that the process overall is improving consistently and continuously. The successful adoption of quality culture requires buy-in from all the stakeholders (and in particular, the senior leadership) and a rigorous training program. In this paper, we provide a review of how a QMS may work for the provision of quality higher education in a 21st-century university.

In Australia, the traditional Quality Assurance approach used in the hospital setting has played an important role in nursing practice.During the past decade, nurses have begun making a paradigm shift from Quality Assurance to Total Quality Management but scant attention has been paid to quality management practices in nursing in the higher education sector. This paper reports on a quantitative study examining the perceptions of nurse academics to the applicability of TQM to nursing in universities. The findings identified how TQM could be applied to suit the nursing culture in the higher education sector.

Throughout this decade, international conversations about higher education have been punctuated with significant attention to accreditation and quality assurance. While the central and often dominant in these deliberations is accreditation as practiced in the United States, its operation and accomplishments. States. While the international conversation often focuses on the operation and accomplishments of American accreditation systems, there is a robust US national dialogue underway focused almost exclusively on the limitations of accreditation. Understanding these concerns can be beneficial to both developing countries and the United States.

In the current economic context, quality has become a source of competitive advantage, and universities that want to achieve academic excellence must perceive quality as something integral to their activities. The purpose of this research is to demonstrate that without establishing an efficient mechanism for quality assurance and evaluation, higher education institutions turn into diplomas mills, being rather an impediment to the cultural, economic and social development of society. So, in order to ensure the success of the scientific approach, the following methods were used: scientific documentation; analytical-synthetic methods; the method of comparing and generalizing theoretical and practical data. The analysis of the quality of higher education in Moldova in terms of the provisions of the Bologna Process raised a fundamental question - the acute need for effective external evaluation mechanisms of higher education institutions in parallel with the internal mechanisms of institutions. As a result, following the empirical study, we conclude that the universities of the Republic of Moldova do not face significant problems that seriously affect the performance of the total quality management system, but they must really make efforts to improve the dimensions analyzed in within this research, in order to obtain the benefits expected from the implementation of the total quality management system.

Accreditation is a solution for improving the quality of education in higher education institutions. Quality accreditation plays a dominant role that supports quality assurance management in the higher education system. The accreditation frameworks and external quality assurance are different between countries. The United States started quality accreditation very early, so it has a robust educational quality accreditation system, excellent support for the development of higher education institutions. Vietnam has only begun to conduct quality accreditation in recent years. At present, there are still some differences between Vietnam and the United States in quality management activities, but education quality accreditation of Vietnam is approximately similar the United States and carried out in three models: the model of central control of quality assurance of state; model of quality assurance combining between state control with the market competition; and model in which the state primarily leave responsibility for quality assurance to self-accrediting universities.

Quality management (QM) in one of its many forms has become an integral part of contemporary business. Since its mainstream introduction to the United States in the early 80’s it has become more than a strategy or a competitive differentiator. QM is now a customer expectation. Most of the voluminous research done in this field was conducted by large businesses for large businesses. However, the vast majority of businesses in the United States and the world at large are small to medium enterprises (SMEs). These organizations have largely been ignored by the quality movement. This study closes that gap by investigating what is currently known in this field by the academic and practitioner communities. The findings from this research study indicate that QM is appropriate to the SME environment. There are specific critical to success factors and barriers to implementation that are unique to SME’s that should be considered prior to implementation. Additionally, there is evidence to suggest that QM is not universal in nature as previously thought but context dependent. Most of the studies that were conducted were survey based. There was comparatively little qualitative research done in this field and no action research projects that this author could find which creates an opportunity for future research.
