Principles of Public Service for the 21st Century1

At the core of previous normative frameworks for public service broadcasting are four interrelated concepts: independence, universality, citizenship, and quality. As yet, these norms have not evolved to meet the challenges posed by digital platforms as well as the increasing cultural diversity and stubborn inequalities of modern Britain. This chapter argues that the principles of public service media (PSM), as opposed to public service broadcasting, have not diminished but expanded in the digital era. It explores these principles in relation to PSM as a whole, but particularly focuses on the crucial role in delivering public service played by the BBC and Channel 4 both now and in the future.

Covering sport mega events is a pivotal strategy for public service broadcasting (PSB) to claim audience support and public legitimacy. However, these mega events are subject to considerable controversy due to their association with doping or corruption. This raises the question for the PSB of how to satisfy the audience of the Olympic Games: by looking closely or by looking away? Conducting two empirical studies, this article investigates how German public service broadcasters reported the sociopolitical problems related to the 2016 Olympic Summer Games and whether the coverage has met the expectations of the audience. The results of a content analysis suggest that a substantial amount of coverage was dedicated to the problematic aspects of the Games. A conjoint analysis shows that German public service broadcasters did not meet the expectations of different audience segments: Neither the core audience nor event-driven spectators and certainly not the outsiders of media sports were fully satisfied by the Olympic program menu of German PSB.

The public broadcasting remit in the eyes of the audience: survey research into the future role of Flemish public service broadcasting The public broadcasting remit in the eyes of the audience: survey research into the future role of Flemish public service broadcasting In view of the discussion about the future position of public service broadcasting, this research investigates the expectations of Flemings regarding their public service broadcasting institution VRT. Based on the current task description of the VRT, a survey was effectuated among a representative sample of Flemings (N=1565). Questions were asked about the content (broad or complementary to commercial broadcasting), audience (broad or niche) and distinctive nature of public service broadcasting. The analysis shows that, overall, Flemings are in favour of a broad public service broadcasting institution with a strong focus on entertainment (besides information), oriented towards a broad audience. At the same time, they believe the institution should distinguish itself from its competitors, through quality, social responsibility, cultural identity and (particularly creative) innovation, among other things. Cluster analysis shows that the call to prioritize culture and education over entertainment, which dominates public debate, is representative of only a minority (20%) of highly educated Flemings.

Exploring the similarities between the Future of Enterprise Technology trade fairs and the ITU AI for Food Summit, this chapter focuses on trade fairs as spaces of political performance. It explores how trade fairs do politics and what the implications of this are. The chapter begins by showing that trade fairs play a crucial role in generating and enshrining the legitimacy and authority of decentralized, distributed market orders that are in constant change. The trade fairs are rituals where a “tournament of values” is performed through which the hierarchies of this order are negotiated. This helps manage but also enshrine the uncertainties associated with decentralized governance. Second, as ritual performances more generally, trade fairs engage the sacred and magical and the affective and embodied to anchor order not only broadly but deeply and individually. Finally, the chapter discusses the quality of the ordering performed in trade fairs, suggesting that what is performed in the trade fair is a form of institutionalized liminality. However, and contrary to the hopes Victor Turner placed in institutionalized liminality, here it is far from progressive. It builds inegalitarian instability into our societies. Precisely because of this, tending to trade fairs is of fundamental import. The trade fair form has become pervasive in governance, including when it involves public institutions (as epitomized by the AI for Good Summit). Understanding trade fairs as ritual political performance at the core of neoliberalism is therefore a condition intervening politically and for realizing the urgency of imagining alternative forms of governing.

Research commissioned by Ofcom categorises arts television as a genre ‘at risk’ of disappearing as relatively small audiences are unable to offset increased production costs. A decline is also evident in Ofcom's own research which finds that in the five years to 2011, spending on arts programming by the five main terrestrial broadcasters fell by 39 per cent. This decline is the confluence of a number of factors. Decreases in commissioning and production budgets mean fewer resources for producers. Within specialist factual genres such as arts, this can have a limiting effect on the coverage of the subject, access to expertise, and the aesthetics of the final programme. Without a deliberate strategy to save it, the downward trajectory of arts content on British public service broadcasting is unlikely to be reversed.

This chapter focuses on a report on the future of broadcasting in the UK commissioned in 1960 by the then Conservative government. It suggests that the most significant part of the report for current debates about the future of the BBC in particular, and of public service broadcasting in general, is its robust and combative dismissal of the populist approach to television — an approach which thoroughly infused many of the attacks on the report and which has become a hallmark of the many onslaughts on public service broadcasting in the intervening years. Today, we desperately need an analysis of both the strengths and weaknesses of public service broadcasting as it currently exists, as well as a blueprint for its future, which is as profound, challenging, well-informed, and intellectually self-confident as was the report when it was published in 1962.

This introduction begins with a brief discussion on the staying power of television, given the fact that it is no longer supposed to exist with the rise of the Internet and digital platforms. In fact, the Internet has not killed television but actually extended its appeal — liberating it from the confines of the living room where it sat unchallenged for half a century and propelling it, via new screens, into our bedrooms, kitchens, offices, buses, trains and streets. The chapter then describes the Puttnam Inquiry into the Future of Public Service Television and sets out the book's purpose, which is to contribute to the discussion about what kind of public service media people want and to provide some blueprints for future policy action. An overview of the subsequent chapters is also presented.
