Introduction: The Long Revolution

This introduction begins with a brief discussion on the staying power of television, given the fact that it is no longer supposed to exist with the rise of the Internet and digital platforms. In fact, the Internet has not killed television but actually extended its appeal — liberating it from the confines of the living room where it sat unchallenged for half a century and propelling it, via new screens, into our bedrooms, kitchens, offices, buses, trains and streets. The chapter then describes the Puttnam Inquiry into the Future of Public Service Television and sets out the book's purpose, which is to contribute to the discussion about what kind of public service media people want and to provide some blueprints for future policy action. An overview of the subsequent chapters is also presented.

This chapter presents the results of the Public Service Media and Public Service Internet Utopias Survey, an exploratory survey conducted by Christian Fuchs. The survey was the first step in the process that led to the Public Service Media and Public Service Internet Manifesto. The exploratory survey was focused on gathering ideas about the future of the Internet and public service media. The survey was qualitative in nature and focused on three themes: communication, digital media and the Internet in an ideal world; progressive reforms of public service media; public service media and the Internet in 2030. There were 141 responses. The survey results informed and structured the further work process that led to the Public Service Media and Public Service Internet Manifesto. The survey provides ample evidence for the importance of Public Service Media for the future of the democratic public sphere and shows that the Public Service Internet is the key issue for the future of Public Service Media. The survey inspired concrete utopian thinking among the respondents in order to generate new ideas about the future of the Internet. At the core of previous normative frameworks for public service broadcasting are four interrelated concepts: independence, universality, citizenship, and quality. As yet, these norms have not evolved to meet the challenges posed by digital platforms as well as the increasing cultural diversity and stubborn inequalities of modern Britain. This chapter argues that the principles of public service media (PSM), as opposed to public service broadcasting, have not diminished but expanded in the digital era. It explores these principles in relation to PSM as a whole, but particularly focuses on the crucial role in delivering public service played by the BBC and Channel 4 both now and in the future.

Utilising the eComitee platform, an active group of scholars and PSM experts discussed the future of Public Service Media and the Internet for a time period of two months. After the discussion in the four clusters was closed, Alessandro D’Arma, Christian Fuchs, Minna Horowitz, and Klaus Unterberger created a summary of the discussion. This summary is documented as chapter 5 in this chapter. Based on the summary, a first version of the Manifesto was created that was then further discussed on eComitee. This chapter is a scholarly foundation of the Manifesto that gives an overview of a range of issues concerning contemporary Public Service Media, the contemporary Internet, and the future of communication(s).

This article considers some of the present-day issues, challenges and possibilities facing television broadcasting via a critical examination of the recently published Goldsmiths report on the future of public service television in the twenty-first century. Focusing mainly on UK terrestrial broadcasters (BBC, ITV, Channel 4 and Channel 5), the article summarises and expands on the report's key findings and recommendations, particularly in relation to questions concerning digitalisation, content, diversity, quality, marketisation, funding and national and regional heritage. The article argues that, despite the rise of the Internet and the proliferation of digital platforms, television viewing remains a common source of information and entertainment and is characterised by meaningful continuities. Additionally, the article outlines the vitally important role played by David Puttnam, chair of the Goldsmiths inquiry, in defending public service television through his active engagement with relevant parliamentary committees and as a widely respected media professional. Finally, the article reflects on the continuing relevance of the 1962 Pilkington Report on Broadcasting, which was similarly commissioned in order to evaluate the purposes of television. In so doing, the article suggests that Pilkington's criticisms of creeping commercialism and the ensuing regulatory proposals still represent a cogent engagement with the idea of public service broadcasting as a primary facilitator of deliberative democracy.

The COVID-19 global pandemic has affected all aspects of human life, with education, not an exception. In an attempt to stop the SARS-CoV-2 spreading like wildfire, the Government of Nepal has implemented nationwide lockdowns since March 24, 2020, that have enforced schools and universities to shut down. As a consequence, more than four hundred thousand students of various levels in higher education institutions (HEIs) are in a dilemma about restoring the situation. Several HEIs, nationwide, have leaped forward from the traditional concept of learning—limited within the boundary of the classroom—to choosing digital platforms as an alternative means of teaching because of the pandemic. For this research, the descriptive and inferential analysis was carried out to investigate the effects and challenges of learning via digital platforms during this pandemic. Data were collected from students and faculty at various levels of higher education and analyzed statistically with different factors using t-test and ANOVA, and variables were found to be approximately normally distributed. The study revealed that 70% of the respondents had access to the Internet, but 36% of the Internet accessed did not continue online classes due to unexpected disturbance in Internet and electrical connectivity. Likewise, 65% of students did not feel comfortable with online classes, and among attendees of online classes, 78% of students want to meet the instructor for a better understanding of course matters. According to the analytic hierarchy process (AHP) model, three factors, such as institutional policy, internet access, and poverty, are found to be significant factors affecting the online higher education systems in Nepal. On the brighter side, this outbreak has brought ample opportunities to reform the conventional teaching-learning paradigm in Nepal.
